RE: Resolution Renaming the NESWC/Capital Projects Stabilization Fund to the
Capital Projects Stabilization Fund
Attached please find a copy of Resolution 2005-78 establishing the NESWC/Capital
Projects Stabilization Fund along with the related excerpt from the November 22, 2005 Town
Council Meeting Minutes.
As a follow-up to the discussion and Town Council's request at the June 21, 2011 Special
Town Council Meeting, I respectfully request the attached Resolution be placed on the June 28,
2011 Town Council Agenda.

Resolution # R -2011 -
WHEREAS, the Town Council of the City known as the Town of
Watertown established the NESWC/Capital Projects Stabilization
Fund in accordance with the provisions of G.L. c. 40, § 5B by
adoption of Resolution 2005-78 on November 22, 2005; and
WHEREAS, all of the monies received from the onetime non-
recurring NESWC monies have or will be appropriated beginning in
Fiscal Year 2006 through and including Fiscal Year 2012.
NOW THEREFORE, BE IT RESOLVED: the Town Council of the
City known as the Town of Watertown hereby renames the
NESWC/Capital Projects Stabilization Fund to the Capital Projects
Stabilization Fund

I hereby certify that at a regular meeting of the Town Council for
which a quorum was present, the above resolution was adopted by
voice vote on June 28, 2011,

WHEREAS, the North East Solid Waste Committee. ("NESWC") Agreement regarding
the processing of the Town's solid waste expired in September of 2005; and
WHEREAS, the Town has executed a post 2005 Agreement through Fiscal Year 2010;
and
WHEREAS, the Town is in receipt of one time non -recurring NESWC monies totaling
$3,039,284.00; and
WHEREAS, pursuant to the provisions of G.L. c. 40, § 5B, the Town may establish a
special purpose stabilization fund by a two-thirds vote of the Town Council.
NOW THEREFORE, BE IT RESOLVED that the Town Council of the City known as
the Town of Watertown hereby establishes. the NESWC/Capital Projects Stabilization
Fund and appropriates thereto the sum of $3,039,284..00 as received by the Town from
NESWC.

8A.Resolution establishing a NESWC Capital Projects Stabilization Fund -
Michael J. Driscoll, Town Manager. The Chair recognized the Town Manager
who provided a brief overview of the resolution which establishes the
NESWC/Capital Projects Stabilization Fund and appropriating the $3,039,284
received by the Town from NESWC. Councilor Devaney provided a brief history
of NESWC. Vice President Ciccarelli moved the resolution, seconded by
Councilor Rbmanelli and adopted. bya unanimous roll call vote.
