PUBLIC HEARING - SB 1402 REGIONAL INTERCOUNTY BUS SERVICE PROGRAM. Staff Recommendation That the Commission adopt the draft SB 1402 Regional Intercounty Bus Service Plan. 7. PUBUC HEARING - REGIONAL TRANSPORTATION PROGRAM AIR QUALITY CONFORMITY. Staff Recommendation That the Commission adopt the Resolution No. 92-025, 'A Resolution of the Riverside County Transportation Commission Establishing a Policy for the Use of Federal, State, and Local Funds for the Purchase of Clean Fuel Buses', requiring that all new full size public transit buses purchased using federal, state, or local funds granted or programmed by the Commission be powered by clean fuels. 9. CONSENT CALENDAR - GENERAL ITEMS. 9A1. RNERS!DE COUNTY TRANSPORTATION COMMISSION'S 1993 LEGISLATIVE PROGRAM Staff Recommendation That the Commission receive and file the Riverside County Transportation Commission 1993 Legislative Program. 9A2. FY 1993-94 TRANSPORTATION DEVELOPMENT ACT UNMET TRANSIT NEEDS HEARINGS. Staff Recommendation That the Commission hold unmet transit needs hearings in Palm Desert on January 13, 1993 and in Riverside and Perris on February 10, 1993. 9A3. 1993 RCTC MEETING SCHEDULE* Staff Recommendation That the Commission approve the proposed Riverside County Transportation Commission calendar of meetings for 1993. *This item is scheduled for review at the Budget and Finance Committee meeting on Wednesday, December 9 at 10:00 a.m. The items under Consent Calendar will be pulled if the the Committee's recommendation differs from staff recommendation. COST AND SCHEDULE REPORTS FOR THE MONTH OF NOVEMBER.* Staff Recommendation Receive and file. 9B2. ISSUANCE OF TAXABLE OR TAX EXEMPT COMMERCIAL PAPER*. Staff Recommendation That the Commission adopt the Resolution 92-026, 'Amended and Restated Resolution of the Riverside County Transportation Commission Authorizing the Issuance of Riverside County Transportation Commission Sales Tax Revenue Commercial Paper Notes (Limited Tax Bonds) to Finance Certain Transportation Projects and Providing the Terms and Conditions for the Issuance of Said Commercial Paper Notes' approving the Amended and Restated Line of Credit Agreement with the Industrial Bank of Japan and authorize the issuance of taxable Commercial Paper. 9B3. ERNST & YOUNG REVENUE FORECAST REPORT*. Staff Recommendation That the Commission authorizes the Executive Director to sign the letters of engagement from Ernst & Young in an amount not to exceed $35,000 plus expenses, and from Analytical Resources in an amount not to exceed $5,500 plus expenses. (Note: Analytical Resources does not expect to incur any expenses). 9C. CONSENT CALENDAR - HIGHWAYS/LOCAL STREETS AND ROADS. 9C1. SR 91 FREEWAY MAGNOLIA AVENUE TO MARY STREET HOV PROJECT DESIGN AND CONSTRUCTION JOINT POWERS AGREEMENTS. Staff Recommendation That the Commission: 1. Approve the Project Development Cooperative Agreement with Caltrans for the Route 91 Magnolia To Mary HOV project. 2. Approve the Construction Joint Powers Agreement for the Route 91 Magnolia to Mary HOV, EB AUX Lane and CONDUIT Project. *This item is scheduled for review at the Budget and Finance Committee meeting on Wednesday, December 9 at 10:00 a.m. The items under Consent Calendar will be pulled if the the Committees recommendation differs from staff recommendation. Page 4 Riverside County Transportation Commission Agenda December 9, 1992 9C2. AMENDMENT NO. 1 TO AGREEMENT NO. RO-9301 FOR RIGHT-OF-WAY ENGINEERING SERVICES FOR THE ROUTE 79 PROJECT (GILMAN SPRINGS ROAD TO FIRST STREET)*. Staff Recommendation That the Commission approves Amendment No. 1 to Agreement No. RO-9301 for an additional $92,000 for base work for increased Right -of -Way Engineering Services for the Route 79, Lamb Canyon, Measure A Highway Improvement Project. The revised value of the agreement shall not exceed $401,764 for base work and $25,236 for extra work, for a total contract value not to exceed $427,000. The amendment will be reviewed by legal counsel. 9C3. JHK CONTRACT AMENDMENT Staff Recommendation That the Commission approve Agreement No. RO-9119 Amendment No. 2 for the approximate amount of $392,000 subject to legal review, and terminate the cooperative agreement for modeling technical support. 9C4. LOCAL TRANSPORTATION FUNDS - PALO VERDE VALLEY STREETS AND ROADS - REVISION* Staff Recommendation That the Commission approve the revised Local Transportation Fund (LTF) allocation for streets and roads purposes in the Palo Verde Valley area as shown on Table II. 9D. CONSENT CALENDAR - TRANSIT/RIDESHARE/PARK-N-RIDE. QUARTERLY TRANSIT OPERATIONS REPORT*. Staff Recommendation Receive and file. 10E. CONSENT CALENDAR - COMMUTER RAIL. LICENSE WITH SANTA FE FOR SURVEYING AND GEOTECHNICAL WORK ON SANTA FE RIGHT-OF-WAY NEAR POTENTIAL COMMUTER RAIL STATIONS. Staff Recommendation That the Commission authorize the Executive Director to enter into a License Agreement with Santa Fe Railroad for field surveying and geotechnical investigations on the Santa Fe right-of-way at the Serfas Club, Pierce Street, and Van Buren proposed station locations. Final agreement on the language with Santa Fe Railroad of the License should be subject to review by RCTC Legal Counsel. 11. GENERAL ITEMS. 11 A. AUDITED FINANCIAL STATEMENTS* Staff Recommendation That the Commission: 1. Approve the audited financial statements for the Riverside County Transportation Commission, the Local Transportation Fund, the State Transit Assistance Fund, the Service Authority For Freeway Emergencies, and Measure A for the Fiscal Year Ended June 30, 1992. 2. Authorize the Executive Director to present the audited financial statements for the Local Transportation Fund to the Riverside County Board of Supervisors. 118. RATING AGENCY VISIT. Staff Recommendation Receive and file. *This Rem is scheduled for review at the Budget and Finance Committee meeting on Wednesday, December 9 at 10:00 a.m. The items under Consent Calendar will be pulled if the the Committee's recommendation differs from staff recommendation. Page 6 Riverside County Transportation Commission Agenda December 9, 1992 11 C. WESTERN RIVERSIDE COUNCIL OF GOVERNMENTS REQUEST TO AMEND THE FY 1991/92 RIVERSIDE COUNTY STP/CMAQ PROGRAM. Staff Recommendation That unless the WRCOG shows some specific need to proceed with these projects ahead of the scheduled approval of the FY 1992/93 STP/CMAQ Program, the Commission should defer approval and reconsider these projects in the FY 1992/93 program development process. 11 D. TRANSPORTATION WORKSHOP FOR ELECTED OFFICIALS. Staff Recommendation To authorize staff to proceed and schedule transportation workshops in the Western Riverside County and Coachella Valley areas. 12. HIGHWAY/STREETS AND ROADS. 12A. RIGHT-OF-WAY ACQUISITION FOR ROUTE 74 PROJECT*. Staff Recommendation That the Commission authorize staff to: 1. Negotiate contracts with consultants on our approved list to perform the Route 74 ROW engineering. These contracts will be presented to RCTC for approval. 2. Negotiate an Addendum to our Master ROW Cooperative Agreement with Caltrans for ROW acquisition and Relocation Assistance services for the Route 74 project. This Cooperative Agreement will be presented to RCTC for final approval. 3. Authorize expenditure of up to $10.35 million in sales tax funds for purchase of ROW for the Route 74 project. 12B. CAJALCO TRANSPORTATION CORRIDOR - WORK PROGRAM AND COST TO COMPLETE A TIER 1 EIR/EIS FOR THE INTERSTATE 15 (1-15) TO INTERSTATE 215 (I-215) SEGMENT FOR P&D TECHNOLOGIES*. Staff Recommendation Discussion and possible action. Receive P&D Technologies Work Program and costs for a TIER 1 Cajalco Corridor Study. *This item is scheduled for review at the Budget and Finance Committee meeting on Wednesday, December 9 at 10:00 a.m. The items under Consent Calendar will be pulled if the the Committee's recommendation differs from staff recommendation. Staff Recommendation That the Commission appoint a representative to the Four Corners Policy Committee. 12D. 1992 CONGESTION MANAGEMENT PROGRAM Staff Recommendation That the Commission approve the Draft 1992 Congestion Management Program incorporating comments received, and prepare a Notice of Exemption. 12E. REPORT ON RIVERSIDE COUNTY ROADS IN THE NATIONAL HIGHWAY SYSTEM Staff Recommendation Discussion and potential action to adopt Cattrans NHS network recommendation. Staff recommends that the Commission receives Caltrans' presentation on the National Highway System and participate in discussion with Caltrans and staff concerning the advantages and disadvantages of the program. 13. TRANSIT/RIDESHARE/PARK-N-RIDE. TELECOMMUTING WORKCENTER OF RIVERSIDE COUNTY Staff Recommendation That the Commission: 1) Direct staff to negotiate and finalize an agreement with the Economic Development Partnership to telecommuting coordination services from November 1, 1992 to December 31, 1993; 2) Approve the agreement as negotiated by staff, subject to Legal Counsel review, and authorize the Executive Director to execute, on behalf of the Commission, the agreement with EDP; 3) Approve the proposed EDP second year project budget for the Telecommuting WorkCenter of Riverside County; and 4) Direct staff to submit the demonstration project report prepared by EDP and submit the report to the sate of California by January 1, 1993. *This item is scheduled for review at the Budget and Finance Committee meeting on Wednesday, December 9 at 10:00 a.m. The items under Consent Calendar will be pulled if the the Committee's recommendation differs from staff recommendation. Staff Recommendation That the Commission approve the RCTC/OCTA Inter -Agency Agreement. 148. PEDLEY COMMUTER RAIL STATION FUNDING*. Staff Recommendation Discussion and possible action. 14C. RECOMMENDED NAMING OF COMMUTER RAIL STATION AND RECOMMENDATIONS FOR SIGNING LOGOS Staff Recommendation That the Commission: 1. Select the name for the station as Riverside - Downtown, per the recommendation of the sub -committee and other interested parties. 2. Direct staff to select and contract with a logo designer for developing alternatives to be considered by the Commission or the appointed sub -committee; or, Direct staff to institute a process for a logo design contest involving focused participants of academic art programs, the general public, or other defined groups; or, Direct staff to await the City of Riverside completion of their Citywide signing selection process, prior to proceeding with a logo selection for the Downtown Station. 15.
