HomeMy Public PortalAbout20080505REGULAR COUNCIL MEETING MAY 5, 2008 1 CALL TO ORDER The Regular Council Meeting of May 5, 2008, was convened at 6:00 P.M. by Mayor John Landwehr. ROLL CALL The following Council Members were present for the roll call: Present: Carroll, Crane, Ferguson, Harvey, Klindt, Koon, Layton, Medin, Penfold, and Smith Absent: None A quorum was declared present. MISCELLANEOUS AGENDA ITEMS PROCLAMATION - Public Service Recognition Week. Human Resources Director Gail Strope stated that the City will sponsor some special events this week geared to show appreciation to all city employees for their hard work and service to the citizens of our community. She accepted the proclamation from the Mayor on behalf of all City employees. MINUTES AND REPORTS RECEIVED AND FILED Mayor John Landwehr stated the following minutes have been received and are on file for review in the City Clerk's office, and thanked all members who serve for the time they dedicate to making our City better. a. Housing Authority Board of Commissioners, March 25, 2008 ANNOUNCEMENTS OF OTHER UPCOMING MEETINGS AND EVENTS REGULAR COUNCIL MEETING MAY 5, 2008 2 Councilman Kenneth Ferguson announced that a public forum will be held on Monday, May 12 at 4:30 - 5:30 P.M. in the Council Chambers to discuss the topic of food service operating permit fees. He also stated that he is withdrawing *Bill 2008 -4 (see Bills Introduced) at this time until after that public forum has occurred and will reintroduce a similar bill at a future meeting. Councilman Kenneth Ferguson announced that the Historical Landmark Awards ceremony will be held on Thursday, May 15 at 4:00 in the City Council Chambers at which time Mayor John Landwehr will award the 2007 awards, as well as award some students who participated in the annual Sketch Day and other events. Councilwoman Cindy Layton announced that the Council Committee on Administration will meet on Wednesday, May 7 at 11:30 A.M. in the Boone - Bancroft Room to receive a report from the Environmental Quality Commission on recycling. Smith, and approved unanimously. Mayor John Landwehr asked staff to prepare what is necessary to make appointments of the other members to the Conference Center Design and Construction Committee at the May 19 Council meeting. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Mr. John George, Missouri Department of Conservation, made a presentation on the issue of urban deer management. At the conclusion of his presentation, Mayor John Landwehr asked the Public Safety Committee to take a look at this issue and to invite the Parks and Recreation Commission to participation in those meetings. City Engineer Matt Morasch made a brief overhead presentation regarding roundabouts. He stated the city's first roundabout is scheduled to open within the next day or so and that staff is taking steps to educate the public on the issue. PRESENTATIONS FROM THE GALLERY Mr. Leonard Steinman, 2217 West Edgewood, announced that the local Veterans will be awarding Blue Star Awards at Memorial Park on Thursday, May 8, at 12:00 P.M. and invited the public to attend. CONSENT AGENDA The following items were presented to the Council for their approval by Consent: a. Minutes of April 18 and April 21, 2008 City Council Meetings A motion was made by Councilman Jim Penfold to approve the Consent Agenda as presented, seconded by Councilman Kenneth Ferguson, and approved unanimously. RS2008 -5 - Authorizing Grant Application with MoDOT to Fund Overtime for DWI Enforcement (Crane) A motion was made by Councilman Jim Penfold for adoption of RS2008 -5 as presented, seconded by Councilman Dan Klindt, and approved unanimously. NEW BUSINESS Councilwoman Carrie Carroll thanked staff and the Council Members for their welcome and all the assistance offered to her as a new member of the Council. RECESS Mayor John Landwehr announced that the Council will recess at this time to allow the four standing Council Committees to convene briefly for the purpose of electing officers. Council recessed at 7:00 P.M. REGULAR COUNCIL MEETING MAY 5, 2008 7 RECONVENE The Council reconvened at 7:05 P.M. with the following Council Members present: Present: Carroll, Crane, Ferguson, Harvey, Klindt, Koon, Layton, Medin, Penfold, and Smith Absent: None UNFINISHED BUSINESS Mayor John Landwehr asked Councilman Rich Koon to convene the first meeting of the Millbottom Site Committee to elect its officers, and asked Councilman Brian Crane to convene the first meeting of the Conference Center Design & Construction Committee to elect officers. GO INTO CLOSED SESSION Mayor John Landwehr announced that, Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion to go into Closed Session to discuss the following Real Estate [Sec. 610.021.(2)] A motion was made by Councilman Ron Medin to go into Closed Session at this time, seconded by Councilwoman Cindy Layton, and approved unanimously by the following roll -call vote at 7:07 P.M.
