David Clark : If you want nitrogen credit you must treat to 25 parts per million .
FAST is an IAT ( Innovative Alternate Technology) .
Nancy : All IAT go before the Board of Health .
Carmen : Many FAST Units are above 19 parts per million as recorded at Barnstable County .
Nancy : To clarify , WQRC does not issue permits , only certificates .
Doug : How is this system monitored ?
David Clark : It is tested 4 times per year .
Chris : Will there be an irrigation system ?
David Clark : Yes , only for plants . There will be no lawn , keeping with Cape Cod Natural landscape .
Motion .
Letter to the Planning Board that wastewater of 19 ppm Nitrogen or less will produce a Total
Nitrogen Load below 5 . 0 ppm for this property and the WQRC will reevaluate the Nitrogen Load
every three years to ensure compliance .

Stormwater :
David Clark : Altering less than 1 acre of land has no requirement . The proposed stormwater
controls will meet the state stormwater standards for Zone II . There will be a pretreatment of 44 % of
total suspended solids (TSS ) and at least 80 % of TSS . The proposed system is designed to meet
the 1 " rainfall standard .
There is 1 " run off from driveway .
Will bring in 4 ' of sand , top soil and compost .
There is extra capacity in both front and rear retention areas and no impact on abutters ' properties .
Bio retention cells will meet requirements .
Doug : Has the soil on the property been tested ?
David Clark : Perc test shows all sand .

Approve Stormwater Plan adding an operation and maintenance plan .

Item 3 : Golf Course Discussion and Certificate Approval
Doug : Our previous proposal request to David Bennett for testing would cost over $ 7 , 000 . The
committee unanimously accepted a more limited sampling from Bennett Environmental Associates ,
Inc . of $2 , 110 + shipping .
Chris : Will add to his environmental monitoring .

Chris will go forward with monitoring

Item 4. Church of Jesus Christ_ of the Latter Day Saints Certificate change & Renewal
Discussion _
Victor : Did a site visit regarding the size of parking area and drainage . The back lot has 1 drainage
catch basin and 1 in the upper driveway . Midway is sloped and flows toward the street . There is
curbing all around the parking area except at the northeast corner of the main parking area . ( plan
shows a small break in the curbing ) .
Doug : Do they exceed the impervious requirement of 15 %
Victor : Bylaw states that a special permit is required for more than 15 % impervious but a church is
not required to get a permit .
By selling a parcel of land they have exceeded the impervious allowance .
Victor : Should we ask for an engineer review of stormwater runoff?
Bill : Make them aware that they are not in compliance because of the sale of the adjoining lot . They
now exceed the requirement that the impervious area is 15 % or less .
Motion :
Mail a copy of approved certificate with changes including a letter stating that they are not in
compliance with impervious requirement .

Doug : It' s been 1 year since the cease and desist order .
Nancy : Will call DEP
