The Federal Emergency Management Agency (FEMA) has received the subgrant application for Village of Key
Biscayne Beach re-not.rishmdnt project due to damages in Hu.ricane Irma (DR -4337 -FL PW 04229). Pursuant to
Executive Order 11983 and 44 CFR Part 9.12, final nctice k hereby given of FEMA's intent to provide funding
for projects under the Public Assistance (PA) Program
An initial disaster wide Public Notice was published October 6.2017 for Hurricane Irma. Comments and other
information received were fully evaluated by FEMA along with evaluation of social, economic, environmental.
and safety considerations. This notice serves as a project -specific final notice for FE1v1A's funding action located
within the floodplain.
Funding foe tie proposed project will be conditional upon compliance with all applicable federal, tribal, state and
local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with Lite
National Flood Insurance Program (NFIP) requirements.

Floodplain: Project is located in the VE Zone, otherwise known as the Coastal High Hazard
Area, per Miami -Dade County FIRM Pane's 412036C0483 L, 12086C0484 L,
12086C0491 L and I2086C0492 L all dated 9/11/2009.
Proposed Work and Purpose: Village of Key Biscayne intends to repair Key Biscayne Beach dune system
damaged by Hurricane Irma to pre -disaster condition. The applicant plans to
furnish and install approximately 23.006 CY of sand. The applicant proposes to
use upland borrow pit locaticn for beach quality sand: the E.R. lahna Ortona Sand
Mine, in Moore Haven, Florida. The applicant will comply with the required
federal, state and local permits for the proposed work.
Project Alternatives: The alternative that has been considered is the no action alternative. This
alternative is not feasible rate area will remain vulnerable to flood risk, including
property damage and hazards to human life and safety. With the no action
alternative, continued negative impacts on adjacent infrastructure, property,
residents, and the community may be experienced. Alternate locations were not
considered as the engineered beach is functionally dependent upon its location
within the floodplain. The facility also provices openspace uses for recreation and
habitat for wildlife.
Comments:
This will serve as the final public notice regarding the above -described action
funded by the FEMA PA program. Interested perscns may submit questions or
comments about this project or request a map of the affected area by writing to the
Federal Emergency Management Agency, Region 4, 3003 Chamblee -Tucker
Road, Atlanta. Georgia 30_41, or by emailing FEMA-R4EHP@fema.dhs.gov.
Comments should be sent in writing with the subject line FL-1.337-PW-04229 Key
Biscayne Beach Re -nourishment Project at the above addre.ss within 15 days of the
/late of this notice.
