PUBLIC COMMENTS. 4. CONSENT CALENDAR - - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 4A. CONSENT CALENDAR - GENERAL ITEMS. 4A1. D.J. Smith Monthly Report. OVERVIEW This is a monthly status report of transportation related legislative issues prepared by Will Kempton of D.J. Smith Associates, the Commission's legislative consultant. 4A2. Administrative Committee's Meeting Date and Time OVERVIEW The Commission's Administrative Committee meeting date and time was changed to the first Wednesday of the month at 2:00 p.m. This item relates to the approval of Resolution No. 93-005, "Resolution of the Riverside County Transportation Commission Establishing New Date and Time for Regular Administrative Committee Meeting". 4A3. Policy Prohibiting Employee Harassment. OVERVIEW As required by law, staff has requested Legal Counsel to prepare a policy prohibiting employee harassment. The policy will be incorporated into the Commission's Personnel Rules and Regulations. Resolution No. 93-001, "Resolution of the Riverside County Transportation Commission Amending Rules and Regulations". Page 2 Riverside County Transportation Commission Agenda January 13, 1993 4B. CONSENT CALENDAR - FINANCIAL ITEMS. 4B1. Canyon Lake Advance OVERVIEW The Commission has granted conceptual approval to advance to Canyon Lake up to $4,000,000 to fund improvements to Railroad Canyon Road. A Memorandum of Understanding between the Riverside County Transportation Commission and the City of Canyon Lake to advance 80% of its proportionate share of Measure A revenues will be before the Commission. 4B2. Resolution No. 93-002, "Resolution of Intent to Reimburse for Prior Eligible Expenditures from 1993 Series A Bond Issuance". OVERVIEW This is to comply with Internal Revenue Service regulations that any public agency which plans to issue debt and intends to be reimbursed for prior costs out of the planned issue, must declare its intent to do so in the form of a Resolution. This will allow the Commission to reimburse itself from future debt proceeds for eligible expenditures incurred from the date of the Resolution. 4B3. Resolution No. 93-003, " Authorizing the Commission To Join With Other Public Agencies As A Participant Of The California Arbitrage Management Trust And To Invest In Shares Of The Trust And In Individual Portfolios" OVERVIEW This Resolution will allow the Commission to become a member of the California Arbitrage Management Program (CAMP) if its financial and investment advisors determine it to be the best way of investing and managing the Commission's bond proceeds. It does not obligate the Commission to invest its bond proceeds with CAMP. 4B4. Cost and Schedule Reports for the Month of December. OVERVIEW This is a monthly report on current costs and schedule status of contracts executed by the Commission. Page 3 Riverside County Transportation Commission Agenda January 13, 1993 4C. CONSENT CALENDAR - TRANSIT/RIDESHARE/PARK-N-RIDE. 4C1. Proposal to Expand the Commuter Assistance Local and Freeway Incentive Programs OVERVIEW Funding is available through Caltrans to expand the Commission's Route 91 Commuter Assistance Local and Freeway Incentive Programs from February 1, 1993 to June 30, 1994. A proposal and agreements will be presented for the expanded incentive program. 4C2. Commuter Transportation Services, Inc. FY92/93 and 93/94 Workplan OVERVIEW A proposal to fund Commuter Transportation Services, Inc. FY 92/93 workplan with CMAQ funds in the amount of $202,000. Staff is proposing that CTS submit a proposed FY 93/94 workplan for funding consideration under the upcoming CMAQ program development process. 4D. CONSENT CALENDAR - SERVICE AUTHORITY FOR FREEWAY EMERGENCIES. Monthly Call Box Update OVERVIEW This is a report of operational statistics for the call box system for the month of November. 4E. CONSENT CALENDAR - COMMUTER RAIL. Recommendation to SCRRA to Award Downtown Rail Station Platform Construction Contract. OVERVIEW SCRRA is expected to approve the contract for the Downtown Riverside commuter rail station platform this month. This item provides status on the construction contract and other issues related to the Downtown Station. 5. PUBLIC HEARING - UNMET TRANSIT NEEDS OVERVIEW A public hearing is scheduled to be held to solicit testimony on unmet transit needs. Page 4 Riverside County Transportation Commission Agenda January 13, 1993 6. PUBLIC HEARING - MEASURE A STRATEGIC FINANCIAL PLAN UPDATE. OVERVIEW The Commission has held public hearings and received comments from the Western Riverside Council of Governments, the Coachella Valley Association of Governments, and other governmental agencies relating to the draft Measure A Strategic Financial Plan Update. The Measure A Strategic Financial Plan, if adopted, will replace the previously approved Measure A Financial Plan. 7. PUBLIC HEARING - SECTION 9 PROGRAM OF PROJECTS AMENDMENTS. OVERVIEW A public hearing will be held for Section 9 Program of Projects amendment for the Pedley Commuter Rail Station and SunLine Transit Agency capital projects. The purpose is to amend the FY 1992-93 FTA Program of Projects for the Riverside/San Bernardino, Palm Springs and Indio urbanized areas. 8. PUBLIC HEARING - AIR CONFORMITY FINDING FOR FY 93/99 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM OVERVIEW The Regional Transportation Improvement Program is a 7-year multimodal program of regional transportation improvements for highways, transit, aviation, related improvements and Transportation Control Measures. The Southern California Association of Governments (SCAG) has requested the Commission to agendize a public hearing to receive testimony relating to conformity finding for FY 1993/99 RTIP. The Commission may recommend approving or revisiting the RTIP after the public hearing. 9. FINANCIAL ITEMS. 9A. Regional Transportation Improvement Program Financial Plan OVERVIEW As required by federal requirements, the Commission will consider adopting for submission to SCAG a certification to demonstrate a commitment to implement its highway projects in the RTIP. STP/CMAQ Program Proposal Policies OVERVIEW As a result of meetings of the Commission's Technical Advisory Committee and STP/CMAQ Subcommittee, materials and recommendations for STP/CMAQ Program policies will be presented to the Commission. 10. GENERAL ITEMS. 10A. Election of RCTC Chairperson and Vice Chairperson OVERVIEW Every year, at its first meeting, the Riverside County Transportation Commission must hold an election for the Chairperson and Vice Chairperson. Also, at this time, the Commission looks at representation on the various Committees and makes appointments and reappointments. 10B. Public Member and Alternate Term of Appointment OVERVIEW At its December meeting, the Commission took action to agendize the item on term of appointment of the public member and its alternate and the appointment process used to appoint RCTC representatives by the Riverside County Board of Supervisors and their alternates. 10C. 1993 North American Commuter Rail Transit Conference OVERVIEW This year, the 1993 North American Commuter Rail Transit Conference will be held in Montreal, Canada, on April 18-21. The Commission will determine whether or not to participate and Commissioner(s) to attend the Conference. 11. TRANSIT/RIDESHARE/PARK-N-RIDE. 11 A. Short Range Transit Plan Guidelines OVERVIEW The revised Short Range Transit Plan Guidelines is a result of series of meetings were held between staff of the Commission, Riverside Transit Agency, and SunLine Transit Agency to discuss planning and programming responsibilities of each agency. The Commission will consider adopting the revised plan. Page 6 Riverside County Transportation Commission Agenda January 13, 1993 11 B. Resolution No. 92-025 "A Resolution of the Riverside County Transportation Commission Establishing a Policy for the Use of Federal, State, and Local Funds for the Purchase of Clean Fuel Buses" OVERVIEW The proposed resolution would require that all new full size public transit buses purchased using federal, state, or local funds granted or programmed by the Commission be powered by clean fuels. 11 C. Selection of Consultant to Establish a Process for the Development and Coordination of New Transit Service in the Western Riverside County OVERVIEW As a result of the Request for Proposal, a consultant will be selected to establish a process for the development and coordination of new transit services in Western Riverside County. 12. COMMUTER RAIL. Metrolink Commuter Rail Operating Subsidy Discussion and Recommendations OVERVIEW The Commission will discuss and may take action on the Metrolink commuter rail operating subsidy. 13.
