CALL TO ORDER
In the absence of Mayor John Landwehr and President Pro Tempore Kenneth Ferguson,
a motion was made by Councilman Rich Koon to elect Councilwoman Cindy Layton as
presiding officer for the meeting, seconded by Councilman Ron Medin, and approved
unanimously.
The Work Session was convened at 5:35 P.M. on July 14, 2008 by temporary Presiding
Officer, Councilwoman Cindy Layton.
ATTENDANCE
The following Council Members were present:
Present: Carroll, Crane, *Ferguson (arrived at 5:45 P.M.), Klindt, Koon, Layton,
Medin, and Penfold
Absent: Harvey
A quorum was declared present.
PRESENTATION BY EMERGENCY MANAGEMENT COORDINATOR
A presentation was made by Bill Farr, Emergency Management Coordinator, regarding the
city's emergency preparedness ordinances.
*Councilman Kenneth Ferguson arrived during the presentation (5:45 P.M.) and
assumed the position of Presiding Officer.
Following Mr. Farr's presentation, Councilman Dan Klindt asked who makes the declaration
that something is considered an act of "terrorism" since that affects whether insurance
companies will cover emergencies.
A presentation was made by Finance Director Steve Schlueter and City Counselor Nathan
Nickolaus regarding Senate Bill 711 which affects property tax ceiling and rates. Following
their presentation, they answered several questions asked by the Council. Councilman Ron
Medin asked if staff would be able to come up with some kind of numbers showing the
different variables. City Administrator Steve Rasmussen said staff would try to have
something to present to the Council the July 18 Brown Bag meeting.
