4C1. FERGUSON PROPERTY DEVELOPER SELECTION
Staff Recommendation
MARK MASSMAN That the Commission endorse the following selections provided by the Selection
Panel:
1. That Snyder Langston Builders & Trizec Corporation, LTD. be designated
as the sole Developer team to work with the Commission to develop the
Ferguson site in the event that:
a. The Snyder Langston/Trizec response to the Caltrans RFP
succeeds in bringing Caltrans District 8 Headquarters building to
the Commission site previously owned by Ferguson, or
b. The Commission is prohibited from participating in the Caltrans
RFP due to the geographic location of the site.

2. That the Koll Company would be designated as the sole developer of the
Ferguson site in the event that:
a. Caltrans does not preclude the Ferguson site from competing in
the Caltrans District 8 Headquarters RFP, and
b. The Koll Company is selected by Caltrans to build the Caltrans
District 8 Headquarters building on the Ferguson site currently
owned by the Commission.
4C2. APPROVAL OF CONSULTANT CONTRACT FOR GEOTECHNICAL SERVICES
CONSULTANT AGREEMENT FOR ROUTE 60 HIGHWAY IMPROVEMENTS

That the Commission: (1) Approve assignment of firms to the available work in
order of ranking as indicated; and (2) Approve the following contract if the SB
300 option in the expenditure plan amendment has been approved: Geofon -
Produce a Materials Report in support of final roadway design on the Route 60
Highway Improvement Project from the San Bernardino County Line to the Valley
Way Undercrossing for a cost not to exceed $136,456 with a 15% contingency
of $20,544 for a maximum contract amount of $157,000.
4C3. EXTENSION OF CONTRACT WITH KEYSER MARSTON & ASSOCIATES

MARK MASSMAN That the Commission approve up to an additional $10,000 to continue the
consultant services of Keyser Marston & Associates concerning the development
of the excess property located in the north-west quadrant of the Route 60/91/1-
215 interchange.
4C4. ROUTE 74 ENVIRONMENTAL STUDIES- ADJUSTMENT TO AUTHORIZED
CONTRACT AMOUNT (RCTC AGREEMENT NO. RO-91-22)

MARK MASSMAN That the Commission approve the Engineering Science contract amendment No.
1 for $47,712 and a total contract value not -to -exceed $404,225. Final terms and
conditions of the amendment (Amendment 1) will be determined by staff and the
Commission's Legal Counsel prior to giving ES notice -to -proceed.

4D1. FY92/93 MEASURE A COMMUTER ASSISTANCE PROGRAMS PULL FROM

That the Commission:
1) Approve: a) continuation of the three incentive programs, Riverside
Freeway Rideshare Incentive Program, Western Riverside County
Rideshare Incentive Program and Western Riverside County Quick Start
Vanpool Program, including all incentive and policy and procedure
revisions, and b) development and implementation of a Commuter Club
Program as detailed in the Inland Transportation Services proposal for
FY92/93;
2) Authorize the expenditure of Measure A Commuter Assistance funds in
an amount not to exceed $414,450 for the three incentive programs and
$162,425 for the Commuter Club Program;
3) Direct staff to amend the existing agreement with Inland Transportation
Services pursuant to the attached proposal for FY92/93 services for
consultant fees and expenses not to exceed $323,975;
4) Approve the amended agreement as negotiated by staff, subject to legal
counsel review, and authorize the Executive Director to execute, on
behalf of the Commission, the Inland Transportation Services agreement.
4D2. CITY OF RIVERSIDE SPECIAL TRANSPORTATION SERVICES REQUEST FOR
MEASURE A ELDERLY & HANDICAPPED FUNDS

4D4. AMENDMENT TO FY 1991-92 FTA SECTION 9 PROGRAM OF PROJECTS - PALM

Section 9 Program of Projects for the Palm Springs and Indio Urbanized Areas

Request Caltrans to exchange $448,300 and $100,115 of restricted capital funds
for unrestricted operating funds from the Palm Springs and Indio Urbanized
Areas, respectively.

66A. ROLE OF THE AB 1246 COMMITTEE
Staff Recommendation
JACK REAGAN That the Commission should currently advocate roles and responsibilities of the AB 1246
Committee generally consistent with that described in Paragraph 3 of the staff
memorandum. The results of such revised roles and responsibilities should be monitored
for a period of one or more years in relation to the enhanced ability of the Commissions
to cumulatively influence the SCAG planning process to better serve their collective and
individual interests. If the Commissions still believe they are ill -served, then the AB 1246
might then seek expanded powers.

JACK That the Commission accept the Commission Performance Audit Report prepared by
REAGAN Applied Management and Planning Group, direct the Executive Director to submit the
report to the State, and approve the actions contained in the staff responses to the audit
recommendations.
56E. TRANSIT OPERATORS PERFORMANCE AUDITS

CATHY That the Commission accept the Transit Operator Performance Audits, direct the Executive
BECHTEL Director to submit the report to the transit operators and to the State, and require the
transit operators to submit responses to each of the recommendations in their audit for
review and approval by the Commission at their meeting in August.
56F. MEASURE A EXPENDITURE PLAN AMENDMENTS/INTERIM OPTIONS

PAUL That the Commission approve: (1) The options identified by staff for: Park-N-Ride lot
BLACKWELDER development; and the use of up to $4 million in SB 300 funds for environmental and
engineering work for a widening project on Route 60 between Valley Way and the San
Bernardino County Line, until the Measure A Financial Plan Update has been completed;
(2) In concept, the policies related to issues identified by the County of Riverside and
direct staff to coordinate WRCOG and CVAG review with the County of Riverside Board
of Supervisors through the Transportation Director; and, (3) Authorize Increase of the
bond debt service limit (the amount will be presented at the meeting) and seek Board
of Supervisors' approval to place the bond debt service increase on the November
ballot.

67B. BECHTEL CONTRACTS - 1) AMENDMENT TO BECHTEL CONTRACT R09200 FOR 1991192
FISCAL YEAR: AND, 2) BECHTEL CONTRACT R09300 FOR 1992/93 FISCAL YEAR

MARK That the Commission approve:
MASSMAN 1. Amendment No. 1 to contract R09200 in the amount of $125,000 as presented,
($100,000 was initially approved by the Commission as part on the mid -year
revised budget) and authorize the Executive Director to transfer $25,000 from
contingency to Professional Services Consultants.
2. Contract R09300 in the amount of $1,864,000 ($1,456,000 for Measure A services,
$320,000 for Caltrans scheduling support, and $88,000 for Extra Work at the
discretion of the Executive Director) as presented.
67C. CHANGE ORDER TO AGREEMENT R09213 FOR THE ROUTE 86 PROJECT

MARK That the Commission authorize the Executive Director to negotiate with Caltrans to secure
MASSMAN State participation in the proposed change. That the Commission authorize the Executive
Director to execute any required agreement changes (up to the additional $600,000.) for
the Route 86 drainage. This may require an amendment to Agreement R09213, the Route
86 Construction Cooperative Agreement with Caltrans. Any Agreement amendment will
be reviewed by Legal Counsel.

APPLICATION POLICIES AND PROCEDURES FOR TRANSPORTATION AND
TRANSPORTATION RELATED SERVICES.
Staff Recommendation
WILLIAMS/ That the Commission approve the Grant Application Policies and Procedures for
BECHTEL Transportation and Transportation Related Services Under the Western Riverside County
Measure A Specialized Transit Program and direct staff to solicit requests for projects.
910D. FY 1993-1999 SHORT RANGE TRANSIT PLAN

CATHY That the Commission: 1) Approve the FY 1993-99 Short Range Transit Plan for the public
BECHTEL transit operators: Banning, Beaumont, Corona, Palo Verde Valley Transit Agency, Rancho
Mirage, Riverside Special Services, and the SunLine Transit Agency; and-2)-Appr-ove
2) Approve operation of the Group 1 and 2 service routes
which include the following lines: 1, 2, 4, 10, 12, 13, 14, 15, 16, 17, 18, 19, 21, 22, 25,
26, 27, 29, 31, 32, 149, 496, and the Norco and Sun City Dial -A -Rides as described in the
RTA Short Range Transit Plan for the Fiscal Year 1993 totaling $9,813,000 (i.e., only for the
first year of the SRTP); and, 3) Provide interim 6 month fun;ding to the RTA totaling
$798,950 to operate the following services: Lines 3, 7, 8, 23, 34, and the Calimesa,
Hemet, Jurupa, Lake Elsinore, Moreno Valley, and Perris Dial -A -Rides. Given turnover in
RTA's planning staff difficulties, we have experienced in obtaining requested information
from RTA, RCTC staff involvement in the preparation of mutually acceptable action plans
to increase service performance and productivity should be required. Such action plans
should be completed within 3 months of service implementation. Disbursement of
operating funds should be made on month -to -month basis and RCTC should retain the
discretion to terminate disbursements if an adequate action plan is not completed; and,
4) Authorize the RTA to !proceed with the filing of a Section 3 discretionary grant for capital
expansion, but withhold a firm commitment of local funding to match grant funding and/or
the four buses proposed for full local funding until completion and RCTC approval of
appropriate detailed studies which analyze need, adequate anticipated productivity of
expanded service, and ability to fund continuing expanded operations.

910E. FY 1992-93 UNMET TRANSIT NEEDS RESPONSES FOR WESTERN RIVERSIDE COUNTY
Citizen's Advisory Committee/Social Service Transportation Agency and Staff
Recommendation
CATHY That the Commission adopt the FY 1992-93 Unmet Transit Needs responses for the
BECHTEL Western Riverside County and that based upon a review of requests for services received
through the 'unmet transit needs' hearing process, review of existing services and
pending approval of the proposed service changes or new services to be included in the
FY 1993-99 Short Range Transit Plan, the Commission finds that there are no unmet
transit needs which can be reasonably met in the Western Riverside County and that this
information be forwarded to SCAG for final determination.
