CALL TO ORDER
The Special Council Meeting of August 11, 2008, was convened at 5:30 P.M. by Mayor John
Landwehr.
ROLL CALL
The following Council Members were present for the roll call:
Present: Carroll, Crane, Ferguson, Harvey, Klindt, Koon, Layton, Medin, and
Penfold, and Randolph
Absent: None
A quorum was declared present.
BILLS INTRODUCED
Bill 2008 -44, sponsored by Councilman Koon, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROVIDING FOR THE
LEVY OF CITY TAXES AND ESTABLISHING THE RATE OF TAXATION FOR THE CITY
OF JEFFERSON, MISSOURI FOR THE YEAR 2008.
DISCUSSION OF TAX LEVY
Discussion was held regarding the issue of revenue generated by the property tax levy and
comparisons with this year over last year. Discussion also included the use of an increased
levy rate for a county wide ambulance service. Councilwoman Anita Randolph asked for
information about how many cities in Missouri operate under the various ambulance service
models discussed. Mayor John Landwehr asked staff to get the information to the full
Council and the media.
Councilman Rich Koon made a motion to increase the property tax levy from .46 to .5442
to provide ambulance service, seconded by Councilman Kenneth Ferguson. Following
discussion, Councilman Koon withdrew his motion, and Councilman Ferguson withdrew his
second.

MAYOR'S BUDGET
Copies of the Mayor's proposed 2008 -2009 city budget was distributed to the City Council.
Councilman Rich Koon announced that due to the number of Council Members who would
be absent during the budget meetings scheduled for August 25 and August 27, those two
meetings have been canceled.
ADJOURNMENT
There being no further business brought forward at this time, a motion was made by
Councilman Jim Penfold for adjournment, seconded by Councilman Mike Harvey, and
approved unanimously at 7:25 P.M.
