CALL TO ORDER
The Council Budget Committee Work Session meeting of August 20, 2008, was convened
at 5:35 P.M. by Councilman Rich Koon, Finance Committee Chairman
ATTENDANCE
The following Council Members were present:
Present: Brown, Crane, Ferguson, Harvey, Koon, Layton, Medin, Penfold, and
Randolph
Absent: Klindt
A quorum was present.
DISCUSSION
Co- Chairman Koon turned the meeting over to City Administrator Steve Rasmussen for staff
presentations.
Mr. Rasmussen presented the budget highlights of the Mayor's budget with the focus on
Part A and Part B.
Following the presentation, several items were discussed by the Council which asked for
additional information from staff in upcoming budget meetings.
The following votes were taken by Council to place items on the "parking lot" for further
discussion and final action during the budget process:
A motion was made by Councilman Mike Harvey to decrease Fleet Management to
$315,000, seconded by Councilwoman Carrie Carroll, and approved by the following roll -call
vote:
Aye: Carroll, Crane, Harvey, Koon, Medin, Penfold, and Randolph
Nay: Ferguson and Layton
A motion was made by Councilman Brian Crane to require a majority vote to place items
on the "parking lot," seconded by Councilman Jim Penfold and approved by the following
roll -call vote:
Aye: Carroll, Crane, Ferguson, Harvey, Koon, Layton, Medin, Penfold, and
Randolph
Nay: None
A motion was made by Councilman Brian Crane, seconded by Councilwoman Carrie

Carroll, to reduce employee only health insurance funding by 10 %. Motion was defeated by
the following roll -call vote:
Aye: Carroll, Crane, Layton and Randolph
Nay: Ferguson, Harvey, Koon, Medin, and Penfold
A motion was made by Councilman Ron Medin, seconded by Councilwoman Carrie Carroll,
to reduce vehicle wash cost amount by 75 %, and approved by the following roll -call vote:
Aye: Carroll, Crane, Ferguson, Harvey, Koon, Medin, Penfold, and Randolph
Nay: Layton
ADJOURNMENT
A motion was made by Councilman Jim Penfold, seconded by Councilman Rich Koon, to
adjourn, and approved unanimously at 7:27 P.M.
