Present were Mesdames Gage and Ellis and Messrs . Reed 't Anderson , Montgomery and Eldredge . The Clerk read the minutes of the September 17th meeting and the Chair . man asked if there were errors , amendments or omissions . There being none , Mrs . Gage moved and Mr . Eldredge seconded that they be accepted as read and it was a vote . At 8 PM a Legal Hearing was held on the Special Permit Application of Brewster Village Associates for Subsidized Housing for the Elderly to be known as Brewster Village and located on the s/ s of Main Street opposite Town Hall . The Chairman read the legal advertisement which appeared in THE ORACLE and introduced th'e Board and Secretary . Approximately 25 people attended including Selectmen Krapohl and Hopkinsy Chiefs Ehrhart and Sy1Ker and the press . Messrs . Howard and Steven Hayes and Attorney Frank Capezzera represented the petitioners . Peter Soule and Dean Schofield of Schofield Bros . Engineering Firm were also present . Architect Hayes described and exhibited a site plan and amenities locus plan , test hole plant building and arch - itectural elevations and interior. layouts . He advised that it is physically im - possible to present � an accurate topographical site plan . now and added that all roadway construction complies with Board regulations . __ _ _ _ . Presentation statements made included plans for two level 93 one bedroom units and 31 2 bedroom units and a community center with a percentage of 6 . 55 units per acre with parking facilities for 140 cars . -- Building - and paving coverage is 18 . 6 of the 19 acre tract with a 81 . 4% or . 9 acre green area . Site amenities were accessibility to the Town Hall /Police Fire complex , libraryt churches , stores and conservation area . The proposed 401 wide access road would enter directly opposite Town Hall entrance and it - is the intent to . provide - a - 40_1- - wide --paved emergency -access -and egress into Alden Drive - - _ to allow for resident-- protection : - - It would be adequately secured so as to prohibit ` day to day traffic . - Sidewalks will be provided around units and along the main road - way . Water service will be provided from the 1211 main on Route 4 6A and 8 " main on Alden - Drive . ' - Green buffer areas . will be preserved between - the concept and Alden Drive , The sanitary system is engineered - by Schofield Bros and five test holes have been done on the all buildable upland site . Construction and permanent financing is being sought through the MFHA and the Section 8 Subsidy through- HUD . Construction is anticipated to start in Spring 1981 and con - tinue through the next 12 � to 16 months . Management Agent is the S - C Management Corporation . Residents of Alden Drive were opposed to the proposed emergency drive onto it citing the heavy traffic there , resulting drainage problems from the concept and the steep grade in the proposed access location opposite intersecting Daisy Lane . Abuttor James Sheerin said that the Planning Board had previously disapproved a developent due to poor - access onto Route _ 4k6A and objected to - traffic to be - generated in such close proxalmity ' to his home and told of difficulties he had in entering 6A from his driveway . Ronald Thibodeau of Stone Ridge Road asked about visual perception . from that area and was told it would be nonexistent . ' BREWSTER PLAI\WING BOARD MINUTES OF THE MEETING OF OCTOBER 7 , 1980 -- Continued Page 2 Planning Board members were troubled by the lack of verified topograhical detail questioned , determination of need statistics and expressed concern about the main road width and layout and felt the need for a center line profile of the proposed emergency roadway . Chairman Reed read letters from department heads who responded to a Board request for comments based on information provided by the petitioners . Chief Ehrhart said he saw ;no problems with the Route 6A access and its visibility' but feels there should be an additional access but that is the pervue of the Planning Board . He added that both he and Chief Sylver were adverse to their vehicles running through a proposed crashway fence on an emergency access . Health Agent P-,ajewski reported that more test holes will be necessary before approval of a sewage disposal is granted and the DEQE must review the proposed system since the total number 'of bedrooms is 155 . Water Dept . Superintendent Zontini commented that he had received no blueprints regarding water and there has been no discussion with the developers . Town Engineer Hanson commented that the plans and documents submitted fail to provide adequate information to assess any of the engineering requirements of the Board and noted irregularities in computations relative to pa,_I-.ing and total paving . He concurred with Chief Ehrhart on the main entrance . The Inspector of Buildings felt there should be a clarification of dimensional requirements , expressed concern about parking space areal sewage collection system and compliance with the 10 year design storm drainage system requirements , lack of exterior lighting , proposed grading and exterior walkway in - dications and provisions for the handicapped . . It was the decision of the Board to recess the Hearing until October 21 , 1980 at 8 : 30 PM to allow for further - review - and additional evidence - from the developer . Engineer -Albion- Hart = came - in to - discuss -a =proposed - division of property of Robert Ellis et - al - - One parcel . is _ located -between _ Route.#137 -and Millstone --Road ` and the -- other lot^abLts � Millstone = Road =apposite- Parcel - 1._'_ _ The - proposed - division -is =for - 13- lots - using - - the pan handle concept -for several . - - The Board- reviewed - the By-Law with Mr . Hart and asked him to - consider a - revision . with _ one panhandle - on each _ parcel . , FA -Mrsr - Ellis abstained from discussion. : _ _ m :_ - _ .-- - -- . . - - - - - - - Due to the - lateness of - the hour=-Mrs : Gage =moved - and Mrs= Eldredge seconded that - the = Water Unity- Proposal Plan discussion be ° postponed --until October - - 2lst - : at - 9 : 15 PM - when the three Water - Commissioners - will- be - present = and - it _was so = voted . Mr . Reed read a letter from James Crocker -regarding- the road,vay-in his Route #137 - -- -- subdivision . -= Discussion ' centered -upon the Board I s request , _ after,,, inspectionp that the roadway - be resurfaced with = graded stone - upon -- recommendation---of -_the Town =Engineer. , - It was -concluded -there- was - -a -misunderstanding=of- - the - terms -- of=-the - Covenant - and waivers =_ requested - and Mrs . -- Ellis - moved and Mrs. --Gage - seconded _ that - an extension,- f- .covenant _ time be granted until - July 30 , 1981 . 1 It was a vote and the secretary was asked to send a letter of verification to Mr . Crocker and to ask Mr . Hanson to meet with Mr . Crocker to discuss a solution to the roadway problems . Mr . Reed read a letter - from -Paul Anderson- of- DEQE �regarding =the sewage -disposal system at " Ocean -'-. and one from - Health - Agent Majewski_ concerning -test --holes_-_ performed at - Kings Landing II . &REWSTER PLANNING BOARD MINUTES OF THE MEETING OF OCTOBER 7 , 1980 - Continued Page 3 It was agreed that the first meeting in November be held on November Sth since the regular date falls on Election Day . Mr . Reed read a letter from Town Counsel Spaulding in answer to the Board ' s inquiry regarding the status of the Clara M . Ellis Trust subdivision off the w/ s of Ellis Landing Road . It was decided to forward a copy of the opinion to , Mr . Gilbert Ellis , Trustee . A letter from the Inspector of Buildings regarding Walter Babbitt ' s request for an interpretation of the classification of " Town Cemetary and Crematory " was read . The Secretary said that the Board of Selectmen had suggested that the matter be reviewed by Town Counsel for an opinion and it was agreed that . the Secretary advise Town Counsel accordingly . It was decided that the developer or agent for the Steffans - Strippling subdivision off Grandfather ' s Lane be advised of the Board ' s dissatisfaction of the completion of the roadway access . Review of Mr . Spaulding ' s opinion on "Park Lands within Subdivisions " was postponed until the next meeting . Adjournment was at 11 : 05 PM .
