HomeMy Public PortalAbout20080903 budget work sessionCOUNCIL WORK SESSION SEPTEMBER 3, 2008 1 (BUDGET COMMITTEE) CALL TO ORDER The Council Budget Committee Work Session meeting of September 3, 2008, was convened at 5:30 P.M. by Councilman Rich Koon, Finance Committee Chairman ATTENDANCE The following Council Members were present: Present: Carroll, Ferguson, Harvey, Klindt, Koon, Layton, Medin, Penfold, and Randolph Absent: Crane A quorum was present. DISCUSSION Co- Chairman Koon turned the meeting over to City Administrator Steve Rasmussen for staff presentations. Mr. Rasmussen presented the concept of the various departments presenting their budget highlights and unfunded mandates. The following departments made presentations to the Mayor and Council: Law Department, Human Resources, Fire Department, Administration and City Clerk, and Community Development. The Council requested additional information regarding some of the items brought up. The following motions were acted upon. A motion was made by Councilman Dan Klindt, seconded by Councilman Mike Harvey, to manage the need to save $179,630 in vacancy savings and designate Public Safety as the highest priority as to filling vacation positions. The motion was approved by the following roll -call vote: Aye: Carroll, Ferguson, Harvey, Klindt, Koon, Layton, Medin, Penfold, and Randolph Nay: None A motion was made by Councilman Dan Klindt, seconded by Councilman Mike Harvey, to restore partial funding of training ($27,298) to the parking lot. Motion was approved by the following roll -call vote: Aye: Carroll, Ferguson, Harvey, Klindt, Koon, Penfold, and Randolph COUNCIL WORK SESSION SEPTEMBER 3, 2008 2 (BUDGET COMMITTEE) Nay: Layton and Medin A motion was made by Councilwoman Cindy Layton, seconded by Councilman Ron Medin, to add $10,000 for Art in general, not just one entity. The motion was approved by voice vote. A motion was made by Councilman Kenneth Ferguson to add $10,000 for additional art functions, seconded by Councilman Jim Penfold, and approved by the following roll -call vote: Aye: Carroll, Ferguson, Harvey, Klindt, Koon, Layton, Medin, Penfold, and Randolph Nay: Klindt and Randolph ADJOURNMENT A motion was made by Councilman Ron Medin, seconded by Councilman Jim Penfold, to adjourn, and approved unanimously at 7:15 P.M.
