A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING
AN AGREEMENT WITH THE KEY BISCAYNE
CHAMBER OF COMMERCE IN AN AMOUNT NOT TO
EXCEED $89,235; PROVIDING FOR AUTHORIZATION;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Village of Key Biscayne (the "Village") has historically engaged the Key
Biscayne Chamber of Commerce (the "Chamber") relating to specified services that the Chamber
would provide for the Village; and
WHEREAS, on September 2, 2014, the Village adopted Resolution No. 2014-30
approving an agreement with the Chamber relating to specified services; and
WHEREAS, the Village and Chamber desire to enter into a new agreement, in substantially
the form attached hereto as in Exhibit "A," for certain specified services; and
WHEREAS, the Village Council finds that this Resolution is in the best interest and
welfare of the residents of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals. That the above recitals are true and correct and incorporated
herein by this reference.
Section 2. Approval. The Village Council hereby approves the agreement with the
Chamber in substantially the form attached hereto as Exhibit "A." in an amount not to exceed
$89,235.
Section 3. Authorization. The Village Manager is hereby authorized to execute the
agreement, in substantially the form attached hereto as Exhibit "A," subject to approval as to
form, content, and legal sufficiency by the Village Attorney.

Section 4. Effective Date. That this Resolution shall be effective immediately upon
adoption.

EXHIBIT "A"
SCOPE OF SERVICES
TERMS
The Village of Key Biscayne (VKB) and the Key Biscayne Chamber of Commerce (KBCC) wish to partner
for a broadening of marketing and economic development opportunities on Key Biscayne. This scope of
services agreement will specify the targets and objectives of this agreement as identified by VKB.
AREAS OF FOCUS
Marketing: For purposes of this scope of services agreement, Marketing shall be defined as effectively
positioning Key Biscayne as an attractive place to Live, Work & Play utilizing various marketing strategies
and tactics. (e.g. branding, digital marketing, social media, publicity, etc.) Marketing shall include the use
of traditional and non-traditional advertising, connections, and relationships to inform businesses, site
selectors, brokers, or other stakeholders about opportunities to locate, relocate, or expand their
business in Key Biscayne. In the event a project or initiative requires additional resources and/or
funding, the Village and KBCC will establish and discuss parameters ahead of its commencement/kick
off.*
Economic Development: For purposes of this scope of services agreement, Economic Development shall
be defined as the activities related to the promotion of the Village's. Strategic Vision as it pertains to the
modification of the commercial corridor.
DELIVERABLES
Business Community Market Assessment:
• Assist Village with developing and reconciling complete list of village business entities to include a
shared searchable database
• Assist Village with commercial District Market Analysis
Planning & Ordinances:
• Provide input regarding business community's zoning and building issues and ideas
• Assist Village with coordinating with business community to develop the most effective parking
ordinance requirements to include incentives for golf carts, EV charging and bicycle racks
• Assist Village with coordinating with business community to develop the most effective outdoor
dining ordinance requirements.
• Assist Village with coordinating with business community to develop the most effective electronic
vehicle charging station concept plan
Program & Event Coordination:
• Assist Village with development, promotion of business and family events, Develop and report
metrics to measure impact/success
• Host business community outreach events with Village Officials
Special Initiatives:
• Work jointly to improve business community signage and wayfinding maps to include a digital touch
screen display
• Assist Village with creating the most effective short-term rental program

• Chair the Village's Program for Public Information (PPI) Task Force Committee for CRS
• Work jointly to implement the Plastic Free 305 Program for Key Biscayne
• Assist the Village with periodic research as needed
• Assist the Village in developing a Step -by -Step Guide on how to open a new business in Key Biscayne
• Assist Village with securing letters of support for community initiatives
• During election years, co -host debates for Mayoral and/or Village Council candidates running for
office
Village of Key Biscayne Promotion:
• Assist Village in obtaining endorsements
• Operate a 24/7 Welcome Center which serves as VKB's public information hub - the first point of
contact in Village Hall for visitors and residents looking for guidance regarding Village services and
departments, the Community Center, as well as tourist information Respond to inquiries by phone,
online, and/or pedestrian walk-in traffic
• Staff an office in Village Hall with two multi-lingual full-time employees fluent in English, Spanish,
French, and Italian
• Manage a multi -functional website serving two URLs: keybiscaynechamber.org &
visitkeybiscayne.org for residents, visitors, and business owners including links to the Village website
• Promote and support the Village's programs and events
• Produce three annual publications promoting Key Biscayne to visitors, residents, potential residents
and investors: Island Life, Key Biscayne Visitor Guide and Key Biscayne Map
• Represents the Village of Key Biscayne at non -governmental business -related sessions such as the
Greater Miami Convention and Visitors Bureau (GMCVB), Miami -Dade County Coalition of
Chambers, the Beacon Council, Association of Chamber of Commerce Executives (ACCE), Greater
Miami Chamber of Commerce, etc. with the goal of increasing awareness of Key Biscayne to
regional, national and international audiences
• Provide "Welcome Totes" to new residents via the Welcome Center and member realtors that
include important Village information and promotional materials provided by member businesses.
REPORTING
Quarterly Reporting:
As part of the quarterly progress report, the Chamber will provide:
Provide a progress report on the goals and objectives described in the deliverables section of
this work plan
Provide a report of the description, outcome and benefits of any events that benefit the
Village's development objectives
Provide a report of business development opportunities that align with the Village's strategic
vision

Chamber Activity: PACE
Promote • Advocate • Connect • Educate
The Key Biscayne Chamber of Commerce (KBCC) is the primary resource serving the Village of Key
Biscayne's (VKB) business community. Established in 1957, its purpose is to promote local businesses,
create strong 82B networks, and foster economic prosperity. The delivery of its services, programs and
initiatives fall under four main categories: Promotion, Adocacy, Connection and Education (PACE),
PROMOTION
• Creating and implementing marketing campaigns and producing marketing materials to
increase awareness among local residents and neighboring communities —promoting the goods
and services provided by our local businesses, as well as the Key Biscayne lifestyle. (e.g. Key
Biscayne Visitor Guide; Island Life — Official Guide & Directory of the Key Biscayne Chamber of
Commerce, and the Key Biscayne, Brickell and Virginia Key Map)
• Reaching local, national, and international audiences through an expansive digital presence via
keybiscaynechamber.org & visitkeybiscayne.org, and social media channels (Facebook,
Instagram, Twitter, Flickr, and YouTube)
• Managing an in-house mufti -functional website serving two URLs: keybiscaynechamber.org +
visitkeybiscayne.org for residents, visitors, and business owners. (e.g. Membership Directory,
Info on How to Open a Business in VKB, Member and Community Events Calendar, Jobs Board,
Things to Do, Where to Stay, Photo Gallery, Business Resource Guide, Healthcare Services
Guide, etc.)
• Disseminating a bi-monthly eNewsletter (Key Commerce) to 12K+ subscribers announcing New
Members, Renewing Members, Trustee Spotlights, Member News and Community Events, VKB
News, etc.
• Hosting Official Grand Openings and ribbon -cutting ceremonies for new businesses opening in
VKB

ADVOCACY
• Serving as a liaison between local businesses and VKB officials to ensure that the concerns of
business owners are represented in government
• Convening conservations with leaders and influencers on big picture issues impacting local
businesses and our community
CONNECTION
• Providing engagement opportunities and access to connections for business growth
• Developing strong B2B networks via ongoing networkers, referrals, and special events
EDUCATION
• Providing vetted, timely resources to help all businesses navigate critical information via KBCC
communication channels, webinars, and collaborative partnerships
• Conducting Small Business Forums (virtual and in -person) designed to bring practical,
actionable information, and advice to small business owners looking to grow their
business/brand. The Forums are held seasonally on a variety of topics. Guest speakers may
include experts from the private sector as well as government officials and civic leaders.
