~; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
---~; LYNWOOD, APPROVING GENERAL PLAN AMENDMENT
i NO. 2001-01 IN ORDER TO .DEVELOP A NATURAL PARK
TO INCLUDE PONDS, HIKING AND BICYCLE TRAILS,
`~"" ~ PICNIC AREAS AND LANDSCAPING ON EXCESS
CALTRANS PARCELS LOCATED ON PROPERTY
BOUNDED BY IMPERIAL HIGHWAY TO THE NORTH;
THE I-7.10 (LONG BEACH) FREEWAY TO THE SOUTH
AND WEST; AND THE t05 ANGELES RIVER TO THE
EAST. THE LYNWOOD GENERAL PLAN LAND `USE
DESIGNATION WOULD BE AMENDED FROM
INDUSTRIAL TO OPEN SPACE.

WHEREAS, the City Council of the City of Lynwood did pursuant to law,
conducted a public hearing on December 4, 2001 on the General Plan Amendment
regarding the above-identified property.; and-
WHEREAS; the City Council of the City of Lynwood carefully considered all
documentation presented as well as oral and written. communication from,the public
regarding the General Plan Amendment; and
_ WHEREAS, the Community Development Department has determined that the
proposal. could have a significant effect on the environment

significant effect in this case because mitigation measures have been added to the
project to reduce possible impacts to a level of insignificance; and
WHEREAS, the City Council of the City of Lynwood has determined that the Open
Space land .use designation `of the above-identified ro e
the Goals and Policies set forth in~the Lynwood Gene al Planrty would be consistent with
WHEREAS, the Lynwood Planning Commission, at a public hearing, approved
General Plan Amendment No. 2001=01 on November 13, 20.01.
Section 1. The Lynwood City Council hereby finds and determines as follows:
A. The General Plan Amendment is •consistent with the objectives, goals and
the development policies of the City of Lynwood.
B. The General Plan Amendment will provide the City with additional open
space area as the City is currently park and open space deficient.
j ~ ' C. The General Plan Amendment will not adversely affect the General Plan
i. and is consistent with the goals and policies in the Lynwood General Plan.

D. The General Plan Amendment will be compatible with surrounding land
uses and zoning designations.
E. The General Plan Amendment will not negatively impact the ,public health,
.safety or general welfare.

Section 2. The City Council of the City of Lynwood, based upon the
aforementioned findings and determinations hereby approves General Plan Amendment
No. 2001-01.,
Section 3. The City Clerk is hereby directed to certify to the passage and ~
adoption of this Resolution and to cause it to be published or posted as required by law.
Passed, approved and adopted at a regular meeting of the City Council held. on
the 4th day of DECEMBER 2001.
