HomeMy Public PortalAbout20080922 work sessionCOUNCIL WORK SESSION SEPTEMBER 22, 2008 1 CALL TO ORDER The September 22, 2008, Council Work Session was convened at 5:40 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present: Present: Carroll, Crane, Ferguson, Koon, Layton, Medin, Penfold, *Randolph (arrived at 6:00 p.m.) Absent: Harvey, Klindt A quorum was present. DISCUSSION OF AGENDA ITEMS SOLID WASTE & SINGLE STREAM RECYCLING PROGRAM Community Development Director Pat Sullivan gave a presentation of consultant's, Burns & McDonnell, findings and recommendations on a solid waste contract. Pat Sullivan along with Project manager Tom Brown answered questions from the Council. Mayor Landwehr expressed concern on whether one month would be enough time for contractors to present a RFP. Mayor Landwehr also commented on holding public sessions to inform citizens and gather suggestions. Councilman Crane asked why there was a recommendation to re -bid the solid waste contract when staff recommended in June to renew current contract. Tom Brown stated that since June more information has been gathered and currently the amount being paid for service is not equal to the amount of service being provided. There was discussion on how to enforce mandatory trash service and discussion on adding curb side recycling to the contract. Jim Crabtree of the Environmental Quality Commission presented the commission's findings and recommendations. The EQC found that citizens responded very favorably to a recycling program. The EQC was concerned about the RFP time line. The Council also expressed concern on the limited amount of time to develop a quality RFP. Council asked staff to create a better time line for a RFP and approve it at the next Administration Committee meeting. The Administration Committee will present the approved time line to the Council on October 6. A motion was made by Councilman Jim Penfold to develop a RFP for a new trash and recycling service contract, seconded by Councilman Brian Crane. Motion approved unanimously by the Council. The meeting adjourned at 6:50 P.M.
