HomeMy Public PortalAbout20081017 BB work sessionCOUNCIL WORK SESSION OCTOBER 17, 2008 1 CALL TO ORDER The October 17, 2008, "Brown Bag" Work Session was convened at 12:00 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present: Present: Carroll, Ferguson, Harvey, Klindt, Layton, Koon, Medin, Penfold, and Randolph Absent: None A quorum was present. DISCUSSION OF AGENDA ITEMS Presentations from Staff: Community Development Director Pat Sullivan was added to the agenda to give an update on the status of the recycling & waste hauling RFP process. Mayor John Landwehr asked Mr. Sullivan to provide the consultant's recommendations to the Council before the meeting on Monday night. 2008 -72 (increase in offense fines): Police Chief Roger Schroeder and City Counselor Nathan Nickolaus need to discuss the issue of inmate security surcharge before the Council votes on this issue. 2008 -74 (lodging tax renewal): Questions were asked regarding the need to have this on a February ballot vs. the April ballot. 2008 -75 (extension of contract with Mid -State Waste): Councilwoman Cindy Layton asked for information regarding the gas increases given to Mid -State Waste a couple of years ago. Mr. Sullivan replied that the gas price increase was for diesel fuel and that the price of that has increased since the city approved the fuel cost increase to Mid - State. 2008 -66, 2008 -67, and 2008 -68 (rezonings related to Portabello Place): Councilwoman Anita Randolph wanted to know if the property owners have any specific plans for the property. Since staff stated they did not know of any specific plans yet, Mayor John Landwehr suggested that the Council might want to ask the property owners at the public hearing which will be held on Monday night regarding this issue. 2008 -70 (Parking on East Capitol Ave. & Jackson Street): Councilman Jim Penfold reported on the meeting with the property owner and the Chamber of Commerce, and COUNCIL WORK SESSION OCTOBER 17, 2008 2 stated he will propose an amendment to this bill to change the parking time limit requested from four hours to three hours which he believed was a compromise for the affected parties, one of whom wanted 2 -hour parking, and the other wanted 4 -hour parking. RS2008 -31 (renewal of lobbyist services contract): City Counselor Nathan Nickolaus stated that there was an error in the contract amount stated in the resolution and that he would prepare a substitute resolution before Monday night. He stated that the Council budgeted $25,000 for this year's contract, and the amount in the resolution reflected last year's contract amount of $22,000. ADJOURNMENT The meeting adjourned at 12:35 P.M.
