CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 4A Consent Calendar - General Items 4A1 Consultant Selection for the Performance Audit of the Riverside County Transportation Commission Budget/Finance Committee Recommendation Based upon review of the proposals received for the RCTC Performance Audit, the Commission award the contract to Applied Management Planning Group. 4A2 Contractural Expenditures for November. 1991 Budoet/Finance Committee Recommendation Receive and file. Page 2 Agenda, Riverside County Transportation Commission January 8, 1992 4B Consent Calendar - Highways/Local Streets and Roads 4B1 Develop RCTC Excess Land at Route 60/91/1-215 Interchange Administrative and Budget/Finance Committee. and Staff Recommendation That the Commission: 1) Authorize the continued use of Keyser Marston & Associates to assist in the selection and negotiations with the future developers of the excess land located at the Route 60/91 /1- 215 interchange, with the terms of the agreement of which will be limited to $10,000; 2) Approve the selection process schedule; and, 3) Endorse participation of the City of Riverside's Development Department Director in the selection panel. 4B2 Status Report on Corridor Studies. Administrative Committee and Staff Recommendation 1) To receive and file the status report on corridor studies; and 2) in in corridor studies where differences exist, direct staff to meet with SANBAG, SCAG and local officials and provide a forum for discussion to resolve intercounty corridor issues. 4C Consent Calendar - Transit/Rideshare 4C1 Unmet Transit Needs Process Administrative Committee and Staff Recommendation Receive and file. 4C2 Status Report on the Transit Integration Plan Administrative Committee and Staff Recommendation Receive and file, and schedule this item for the joint RCTC/RTA meeting on January 23rd. Page 3 Agenda, Riverside County Transportation Commission January 8, 1992 4C3 Measure A Specialized Transit Programs for the Elderly and Handicapped Administrative Committee and Staff Recommendation Receive and file. This item will be scheduled for dicussion at the joint RCTC/RTA meeting on January 23rd. 4C4 Purchase of a Back-up Vehicle for Family Service Association for Western Riverside County Administrative Committee and Staff Recommendation That the Commission: 1. Allocate Measure A funds to exercise the option under the City of Corona's vehicle procurement for the purchase of a 10-passenger, lift -equipped vehicle, and provide the van to RTA as the CTSA for the Western Riverside County area. 2. Request RTA to assign this van to the Family Service Association for Western Riverside County for use as a back- up vehicle, subject to RCTC's adopted policies for the Measure A Specialized Transit Services Program. 4C5 Measure A Specialized Transit Funds for Meditrans Service. Inc. Administrative Committee and Staff Recommendation That the Commission approve the Measure A funding request of $20,320 from Meditrans Services, Inc. subject to the conditions of the Measure A Specialized Transit and Commuter Service Program policies. Page 4 Agenda, Riverside County Transportation Commission January 8, 1992 4C6 Measure A Specialized Transit Services Program Allocation to Maintain Reduced Fares - Cities of Riverside and Corona Administrative Committee and Staff Recommendation That the Commission allocate: 1. An additional $1,696 in Measure A Specialized Transit Services Program funds to the City of Riverside FY 1990-91; 2. $15,295 in Measure A Specialized Transit Services Program funds to the City of Riverside FY 1991-92; and 3. $24,000 in Measure A Specialized Transit Services Program funds to the City of Corona FY 1991-92. 4C7 Measure A Rideshare Marketing Demonstration Program and Commuter Bus000ls Administrative Committee and Staff Recommendation That the Commission receive the staff report and hold over discussion/action on the item to the proposed joint RCTC/RTA meeting on January 23, 1992. 4D Consent Calendar - Commuter Rail 4D1 Commuter Rail Year End Review and Update Administrative Committee and Staff Recommendation Receive and file. This item will be included as an information item on the joint RCTC/RTA meeting on January 23rd. Page 5 Agenda, Riverside County Transportation Commission January 8, 1992 4D2 Resolutions for Transit Capital Improvement (TCI) Grants Administrative Committee and Staff Recommendation Approve Resolution No. 92-001, Covering Transit Capital Improvement Funds Allocated by the State of California to the Riverside County Transportation Commission, and No. 92-002, Covering Transit Capital Improvement Funds Allocated by the State of California to the Riverside County Transportation Commission, memorializing the local match of Measure A funds for the approved TCI applications and commit to complying with State administrative requirements for receive State TCI funds. 4E Consent Calendar - Service Authority for Freeway Emergencies (SAFE) 4E1 Monthly Call Box Update Administrative Committee and Staff Recommendation Receive and file. 5. GENERAL ITEMS 5A Riverside County Transportation Commission 1992 Legislative Program. Administrative Committee and Staff Recommendation Receive and file. 5B Survey Results from Cities on Reevaluation of Measure A Revenues Budget/Finance Committee and Staff Recommendation That the Commission postpone a reevaluation of Measure A revenues until staff has been afforded the opportunity to perform internal analysis. Page 6 Agenda, Riverside County Transportation Commission January 8, 1992 5C Commission Attendance to Conferences Administrative Committee and Staff Recommendation That the Commission determine attendees to the conferences. 6. HIGHWAYS/LOCAL STREETS AND ROADS 6A Landscaping Environmental Enhancement and Mitigation Program (AB 471) Administrative Committee and Staff Recommendation 1. The Commission select candidate projects from those described in the staff report; 2. RCTC endorse participation in the AB 471 grant applications by approving Resolution Form (attached) for each candidate project RCTC wants to pursue; and 3. Authorize the Executive Director to sign and submit the applications. 6B Status of Route 91 Toll Road A recommendation will be presented at the meeting. 7. SB 1402 INTERCOUNTY BUS PLAN - SCOPE OF WORK Administrative Committee and Staff Recommendation That the Commission approve the SB 1402 Bus Plan Scope of Work and the formation of a Policy Committee as presented in the staff report and that the Chair appoint a Commissioner to represent RCTC on the SB 1402 Policy Committee. RTA BUS REPLACEMENT Administrative Committee and Staff Recommendation Consider the analysis in the staff report related to local costs for bus replacement and operations and develop a policy for the minimum cost per mile that should be considered for using 100% local funds to purchase replacement buses which have no safety related problems. 9. CLOSED SESSION 10. ADJOURNMENT The next meeting will on Thursday, January 23, 1992. NOTE: This is a joint RCTC/RTA meeting.
