Member Heideman introduced the following Resolution
and moved its adoption:
CITY OF MEDINA
RESOLUTION NO. 83-55
RESOLUTION APPROVING REZONING APPLICATION
OF
ALPANA ALUMINUM PRODUCTS, INC.
WHEREAS, industrial zoning and multi -family residential
zoning create a similar tax base; and
WHEREAS, Alpana Aluminum Products, Inc. and Gerald and
Rose Dykhoff have made application for the rezoning of the
property described on Exhibit A from MR to UI;
WHEREAS, a public hearing was held pursuant to all sta-
tutory and ordinance requirements and report was made by the
Planning Commission to the City Council; and
WHEREAS, the Planning Commission requested and the appli-
cants approved a reduction in the scope and size of the pro-
posed rezoning, said reduced and amended application being
that portion of the said Exhibit A lying west of a line which
is parallel with County Road 116 and easterly thereof a suffi-
cient distance to accommodate the proposed construction, in-
cluding parking lots, as shown on Plan Sheet A-1 entitled
"Site Sketch" and dated 12/09/83 which was submitted by the
applicants, the total area of the proposed amended Rezoning
Application being approximately ten acres, a more precise
description to be agreed upon by the City and the applicant.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Medina as follows:
1. The property described in the amended ap-
plication is rezoned to permit all the industrial
uses proposed in the current application of
Alpana Aluminum Products, Inc.
2. If the applicant has not obtained a building
permit and commenced construction on or before
July 1, 1984, this Resolution and all decisions
of the City Council made pursuant thereto shall
become void.
3. The rezoning is in accordance with a subject
to the ordinance of the City of Medina, the
Statutes of the State of Minnesota, and the
Regulations of the Metropolitan Council.
BE IT FURTHER RESOLVED, that the staff and Planning Com-
mission are hereby directed to study wheter or not the zoning
regulations regulating industrial and commercial zones are
sufficiently flexible to meet the needs of today's industrial
and commercial demands, and whether new, expanded, or more
diverse industrial and commercial zones are needed;
BE IT FURTHER RESOLVED, that the staff and Planning Com-
mission are hereby directed to do a study whether or not
changes in the zoning classifications of land in the area of
the subject property should be considered and recommended.

The motion for the adoption of the foregoing Resolution was
duly seconded by member Reiser and upon vote being taken
thereon, the following voted in favor thereof: Anderson, Reiser,
Heideman, Scherer and the following voted against same: None
Whereupon said Resolution was declared duly passed and adopted.
