6. TELECOMMUTING DEMONSTRATION PROJECT.
The Economic Development Partnership (EDP), managers of the Telecommuting WorkCenter of
Riverside County, will present an overview of the demonstration project at the Commission
meeting.
Administrative and Staff Recommendation
That the Commission approve: (1) the agreement between the State of California and the
Commission for implementation of a one-year telecommuting demonstration project and the Drug -
Free Workplace Certification, (2) Resolution No. 92-007 authorizing the Commission Chairman to
execute the documents on behalf of the Commission, and (3) advancement of up to $50,000 from
Measure A Rt. 91 HOV highway project funds to the demonstration project on behalf of the State
and that the State's final payment under the terms of the agreement be used to repay any
advancement of funds by the Commission.
7. CITIZENS ADVISORY COMMITTEE/SOCIAL SERVICE TRANSPORTATION
ADVISORY COUNCIL REPRESENTATIVE RE -APPOINTMENTS AND
REPLACEMENTS.
Administrative Committee and Staff Recommendation
That the Commission:
(1) Re -appoint Ace Atkinson from the Developmental Disabilities Area Board #12; Fortunato
Penilla from the Inland Counties Regional Center; Ray Baca, Rose Eldridge, and Chuck
Schmitt with Larry Zuniga as Mr. Schmitt's alternate, to the Citizens Advisory
Committee/Social Service Transportation Advisory Council for another four year term ending
February 1996, and
(2) Direct staff to prepare an appropriate plaque for Herb Krauch and Terry Allen and invite
them to the March or April Commission meeting for presentation.
8. 1992 STATE TRANSPORTATION IMPROVEMENT PROGRAM PROPOSAL.

That the Commission approve the reconfiguration of the Commission's 1992 STIP proposal as
identified in the report and transmit this to CTC.

9. CALL BOX SYSTEM EXPANSION AND INFILL PROJECT.
Administrative and Budget & Finance Committee and Staff Recommendation
The SAFE Board authorize activation of Task I of the approved Techplan FY 1991-92 contract to
provide site surveys and planning to expand and/or infill the existing Riverside County call box
system. This is on a time and materials basis not to exceed $27,359.
10. ENGINEERING DESIGN SERVICES FOR DOWNTOWN RIVERSIDE STATION
DEVELOPMENT
Administrative Committee and Staff Recommendation
1) Staff will report on the results of negotiations on scope of services and cost proposals
for design engineering for the initial Downtown Riverside Station improvements with
Frederick R. Harris and DeLeuw Cather. Staff will bring forward a recommendation for
the expenditure of Measure 'A' commuter rail funds to support this work effort.
2) Authorize staff to seek SB 2800 coverage for expenditures related to activities included
in the pending FY 1992-93 TCI application for the Downtown Riverside Station.
11. FINANCIAL ITEMS.
11A. FUNDING FOR PHASE 1 OF THE COMPREHENSIVE TRANSPORTATION PLAN
Administrative and Budget & Finance Committee and Staff Recommendation
That the Commission authorize the Executive Director to disburse the $200,000 from
LTF monies to fund our share of the costs for the initial phase of the Comprehensive
Transportation Plan.
11 B. DELAY IN PREPARATION OF STRATEGIC FINANCIAL PLAN; PROPOSED
TRANSPORTATION IMPROVEMENT PLAN AMENDMENTS
Administrative and Budget & Finance Committee and Staff Recommendations
1. RCTC should accept a delay in completion of the Strategic Financial Plan
considering the reasons outlined in the staff memorandum.
2. RCTC should make a 'finding of necessity' to propose the following amendments
the Measure A Transportation Improvement Plan:

a Add Route 60 from Valley Way to the San Bernardino County line as an
eligible Measure A project.
b. Clarify that 'Contingencies' under the Measure A programs for the Western
County and Coachella Valley area plans may be used for priority planning
studies and Congestion Management Program activities.
c. Enable Measure A Funds to be used for Park-n-Ride Capital Costs.
3. Refer the proposed Plan amendments to the County of Riverside and cities within
the County for their formal concurrence. The County Board of Supervisors must
concur and a majority of cities which also represent a majority of the incorporated
area population must also concur for Measure A Plan amendments to become
effective. CVAG and WRCOG should also be requested to assist RCTC in
expediting local government's actions on the proposed Plan amendments.
11C. INTERESTRATE SWAP TRANSACTION.

12A3. CONTRACT AGREEMENT WITH MANAGEMENT ACTION PROGRAMS, INC.
TO CONDUCT RETREAT FOR RCTC EMPLOYEES
Administrative and Budget & Finance Committee and Staff Recommendation
That the Commission approve the contract with Management Action
Programs, Inc. for no more than $7,500, authorize the Executive Director to
execute the contract, and authorize allocation of such expenditure.
12A4. RCTC PLAQUE HONORING CALTRANS EMPLOYEES WHO LOST THEIR
LIVES IN THE LINE OF DUTY.
Administrative Committee and Staff Recommendation
That the Commission direct staff to prepare a plaque and that the Chairman
or his/her designee present the plaque at the memorial ceremony.
12A5. IN-HOUSE TRANSPORTATION MODELING
Administrative and Budget & Finance Committee and Staff Recommendation
That the Commission approve purchase of the TRANPLAN transportation
modeling software and hardware equipment needed to initiate in-house
transportation modeling capabilities at a cost of approximately $10,000.
SCAG's IBM workstation will be utilized when needed at no cost to the
Commission. Staff will work with SCAG to formalize this arrangement.
12B. CONSENT CALENDAR - HIGHWAYS/LOCAL STREETS AND ROADS.
1281. LTF ESTIMATE FOR FISCAL YEAR 1992/1993
Administrative and Budget & Finance Committee and Staff Recommendation:
That the Commission approve the submittal of the estimate of $22,500,000
to SCAG for LTF funding in fiscal year 92/93.
12B2. PHASE II - CONSULTANT SELECTION FOR MEASURE A PROJECTS
Administrative Committee and Staff Recommendation
That the Commission: (1) Endorse the outlined categories and process and
direct staff to proceed with the selection of consultants; (2) Endorse the local
preference policy as outlined in the staff memorandum; and (3) Approve the
attached revised RCTC Master Consultant Agreement and RFQ requirement
that compliance to the agreement is mandatory.

12E33. PROJECT STUDY REPORTS FOR ROUTE 111 - NBS AGREEMENT FOR
ENGINEERING SERVICES
Administrative and Budget & Finance Committee and Staff Recommendation
That the Commission approve the agreement with NBS\Lowry for a base
contract amount of $335,745 with an extra work contingency of ($50,362 +
$100,000) for total of $486,107. The additional $100,000 in extra work
contingency is above the usual 15%, and will be used to cover additional
projects which the CVAG Executive Committee may choose to add.
12B4. WILBUR SMITH CONTRACT AMENDMENT FOR TRAFFIC ENGINEERING
SERVICES ON ROUTE 111 FOR COMPLETION OF PROJECT STUDY
REPORTS
Administrative and Budget & Finance Committee and Staff Recommendation
That the Commission approve the contract amendment with Wilbur Smith
Associates for $63,265.14 and an extra work contingency amount of $20,000
for a total base contact plus extra work contingency of $83,265.14. The
services to be performed will be to provide traffic engineering services on
Route 111 Project Study Reports. The standard contract amendment
agreement will be used. The extra amount will be used to cover costs for
any additional projects by the CVAG Executive Committee.
12B5. STATUS REPORT ON LANDSCAPING ENVIRONMENTAL ENHANCEMENT
AND MITIGATION PROGRAM (AB 471)

1266. REVISION OF THE AMENDMENT TO COOPERATIVE AGREEMENT WITH
THE CITY OF PERRIS REDEVELOPMENT AGENCY FOR WIDENING AND
IMPROVEMENT OF ROUTE 74 BETWEEN 7TH STREET AND 'G' STREET
Administrative Committee and Staff Recommendation
That the Commission approve the proposed revised Amendment to the
Cooperative Agreement with the RDA for the Route 74 widening from
Seventh to G Streets.

1267. MEMORANDUM OF UNDERSTANDING AND LOAN AGREEMENT WITH CITY
OF NORCO FOR YUMA INTERCHANGE PROJECT
Administrative and Budget & Finance Committee and Staff Recommendation
That the Commission authorize the execution of the Draft Memorandum of
Understanding and loan agreement with the City of Norco for project
development funds for the Yuma Interchange. The MOU and Loan
Agreement are subject to final legal review and approval of the City of Norco.
The funds are considered a loan, until such time as the determination of
funding for the Interchange Improvement Program is made.
12B8. CAJALCO CORRIDOR STUDY- INCREASE IN AUTHORIZED CONTRACT
AMOUNT FOR P&0 TECHNOLOGIES
Administrative and Budget & Finance Committee and Staff Recommendation
That the Commission approve P&D Technologies' request for an additional
$14,940.00 to complete the current Phase II Cajalco corridor Study effort. If
approved, a standard contract amendment will be processed.
1269. DEMOLITION AND ASBESTOS REMOVAL CONTRACTS FOR ROUTE 74
IMPROVEMENTS IN THE CITY OF PERRIS
Administrative and Budget & Finance Committee and Staff Recommendation
Approve the contract with Intek Environmental for Asbestos Abatement in the
City of Perris for an amount not to exceed $12,800 and approve the contract
with Cleveland Environmental Services for Demolition of Improvements in the
City of Perris for an amount not to exceed $44,265.
12610. CONTRACT TO HIRE MICHAEL BRANDMAN ASSOCIATES TO CONDUCT
ON -CALL ENVIRONMENTAL SERVICES FOR RIGHT-OF-WAY ACQUISITION
AND SPECIAL STUDIES
Administrative and Budget & Finance Committee and Staff Recommendation
That the Commission approve the contract with Michael Brandman and
Associates to perform On -Call Environmental Services for a total amount not -
to -exceed $250,000. The $250,000 will be to cover expenses over the next
two (2) years primarily for special studies related to right-of-way acquisition.
The standard RCTC contract will be used.

12C1. PARK-N-RIDE LOT ON PALASADES DRIVE.
Administrative Committee and Staff Recommendation
That the Commission direct staff to proceed with negotiations with the
County of Riverside for development and operation of a Park-N-Ride Lot' on
their property along Palasades Drive under the Measure A Park-N-Ride
Lease Program.
12C2. PURCHASE OF VAN FOR USE BY THE CTSA
Administrative and Budget & Finance Committee and Staff Recommendation
That the Commission allocate $43,911 in Measure A Specialized Transit
Services Program funds to the Riverside Transit Agency for purchase of a
10-passenger, lift -equipped van.
12D. CONSENT CALENDAR - COMMUTER RAIL.
12D1. LETTER OF UNDERSTANDING WITH SCRRA REGARDING RCTC FINANCIAL
PARTICIPATION FOR LEGAL AND CONSULTING SERVICES FOR ATSF
ACQUISITIONS

That the Commission authorize the Executive Director to execute the Letter
of Understanding with the legal firms and consultants involved in serving the
Southern California Regional Rail Authority.
12D2. CONTRACT FOR YVONNE M. NEAL ENVIRONMENTAL CONSULTANT TO
PREPARE AN ENVIRONMENTAL ASSESSMENT (EA)/NEGATIVE
DECLARATION (ND) FOR THE UPRR DOWNTOWN RIVERSIDE COMMUTER
RAIL STATION

That the Commission approve the YMN contract to prepare a EA/ND CEQA
