CALL TO ORDER
The October 31, 2008, "Brown Bag" Work Session was convened at 12:00 P.M. by Mayor
John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Carroll, Harvey, Klindt, Layton, Koon, Medin, Penfold, and Scrivner
Absent: Ferguson and Randolph
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Public Hearings: Councilman Jim Penfold noted that the public hearing notice which was
provided in the packets did not include a time for the hearing. He asked City Clerk Phyllis
Powell to check that with Assistant to the City Administrator Melva Fast.
Consent Agenda: Councilman Jim Penfold stated that the minutes need an administrative
correction to the motion to adopt Resolution RS2008 -32 (page 11) to show the correct
Council Members who moved and seconded the motion(s) as he is shown for both the
motion and the second. City Clerk Phyllis Powell stated she will make that correction before
Monday night's meeting.
Reports: Mayor John Landwehr asked staff to report on lagoons in a certain area which are
being pumped out since they are getting close to being maxed out.
2008 -70 (parking on Capitol Ave.): Councilman Ron Medin stated he may not make it
back into town in time to attend Monday night's meeting, and if he is not, he would have no
objections, as the sponsor, to this bill being removed from the Informal Calendar by the
Council and acted upon.
2008 -74 (lodging tax): Mayor John Landwehr asked staff to provide figures Monday night
regarding the cost to hoteliers to allow the lodging tax to lapse if the issue is placed on the
April ballot vs. the February ballot.
Presentations from Staff: Mayor John Landwehr asked to add a presentation by the Fire
Department announcing the beginning of the opening burning season on November 15.
