CALL TO ORDER. 2. APPROVAL OF MINUTES. The minutes will be sent under separate cover. 3. PUBLIC COMMENTS. 3. UNMET NEEDS HEARING. The Commission will be receiving testimony on unmet transit needs today. In addition, public hearings were held on Wednesday, February 13, 1992 at the James E. Simpson Sr. Center in Hemet, and in conjunction with the Commission meeting that day at the Riverside County Board of Supervisors, Riverside. 4. RAIL ITEMS. 4A. SOUTHERN CALIFORNIA ACCELERATED RAIL ELECTRIFICATION PROGRAM - DRAFT EXECUTIVE SUMMARY. Administrative Committee and Staff Recommendation That the Commission receive the draft Executive Summary of the Southern California Accelerated Rail Electrification Program and possibly take action. 4B. SOUTHERN CALIFORNIA REGIONAL RAIL AUTHORITY (SCRRA) ACTION TO PURCHASE ADDITIONAL LOCOMOTNES TO DEMONSTRATE LOWER NOX EMISSIONS AND METHANOL Administrative Committee and Staff Recommendation That the Commission review and possibly take action. Administrative Committee and Staff Recommendation That the Commission discuss and make a determination on Commission meeting locations. 5B. UPCOMING CONFERENCES/WORKSHOPS/SEMINARS Administrative Committee and Staff Recommendation That the Commission discuss whether to send Commissioners to the conference(s) and if so, determine the Commissioners attending. 5C. MEASURE A RCTC/CALTRANS LOGO. Administrative and Budget & Finance Committee and Staff Recommendation That the Commission: 1) Approve the expenditure of Measure A funds in the amount of $15,000 for FY 91/92 to design and purchase project signs displaying the Measure A logo; 2) Authorize the Executive Director to conduct a competitive bid process for purchase of Measure A signs, select the successful bidder based on unit price, and enter into a sign purchase agreement; 3) Direct staff to: Develop a family of Measure A signs around the new logo which allow for customization based on a projects funding partners; Establish criteria for the allocation and use of Measure A project signs; Provide, free of charge, an appropriate number of Measure A project signs to the lead agency for their installation at project sites. Develop a Measure A sign policy, in cooperation with CVAG and WRCOG, for their review and approval to establish sign requirements on local projects funded in whole or part by Measure A. LOCAL TRANSPORTATION FUND ESTIMATE 1992-1996 Administrative and Budget & Finance Committee and Staff Recommendation That the Commission accept the Local Transportation Fund Estimate for 1992-96 as presented by staff. 6B. MURRIETTA SPRINGS MALL - MEASURE A LOAN. Administrative and Budget & Finance Committee and -Staff -Recommendations: 1) Defer any action on the Murrietta loan pending recommendation from the WRCOG and financial and structural analysis by staff and financial consultants. 2) Defer any decision on a loan program for local jurisdictions pending analysis by staff of the potential impact to designated Measure A programs and review by RCTC staff of proposed WRCOG guidelines for any modifications felt prudent by staff. 7. RCTC EXPENDITURE PLAN AMENDMENT. Administrative and Budget & Finance Committee and Staff Recommendation: That the Commission receive and file. 8. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 8A. CONSENT CALENDAR - HIGHWAYS/LOCAL STREETS AND ROADS/TRANSIT. 8A1. LOCAL TRANSPORTATION FUNDS - WESTERN COUNTY STREETS AND ROADS - REVISION FY 1991/1992. Administrative and Budget & Finance Committee and Staff Recommendation That the Commission allocate $64,647 to the City of Banning and $23,642 to the City of Riverside from LTF funds available to the Western County from prior year unclaimed apportionments for street and road purposes in FY 1991/92. Page 4 RCTC Agenda March 13, 1992 8A2. REQUEST FOR ADDITIONAL LOCAL TRANSPORTATION FUNDS. Administrative and Budget & Finance Committee and Staff Recommendation That the Commission: 1) Allocate to the City of Beaumont Dial -A -Ride an additional $63,900 in local transportation funds for operating assistance, and $57,000 in local transportation funds for capital assistance to purchase a 17 passenger, lift -equipped replacement bus from prior year carry-over funds available in the Western County Area. 2) Authorize an amendment to the FY 1992-96 Riverside County Short Range Transit Plan and Transportation Improvement Program for the City of Beaumont Dial -A -Ride. 8A3. ROUTE 111 CORRIDOR REPORT. Administrative Committee and Staff Recommendation That the Commission: 1. Approve the Route 111 Corridor Study. 2. Continue with preparation of Project Study Reports at the following locations: Intersection of Sunrise Way and Route 111 Intersection of Gene Autry Trail and Route 111 Widening of Route 111 from west of Cathedral Canyon to east of Date Palm and intersection improvements at Cathedral Canyon Drive and Date Palm Drive Intersection improvement at Magnesia Falls Drive and Route 111 Intersection improvement at El Paseo and Route 111 Widening of Route 111 from west of Monterey Avenue to east of Cook Street and intersection improvements at Monterey, San Pablo, San Luis Rey, Portola, Cabrillo, and Cook. Widening of Route 111 from west of Monroe Street to east of Rubidoux Street and intersection improvements at Monroe Street 3. Direct RCTC staff to work with the City of Rancho Mirage and City of Palm Desert in preparing additional information needed to rank the two projects added to the priority list because of local funding commitments. 4. Direct RCTC staff to prepare priority list of all projects after completion and sign off by Caltrans on Project Study Reports prepared under recommendation 2. Page 5 RCTC Agenda March 13, 1992 8A4. RESOLUTION AUTHORIZING EXECUTIVE DIRECTOR TO APPROVE SUPPLEMENTS TO THE STATE -LOCAL TRANSPORTATION PARTNERSHIP PROGRAM AGREEMENT (SB-300) Administrative Committee and Staff Recommendation That the Commission approve the generic Resolution authorizing the Executive Director to approve Supplements to the State -Local Transportation Partnership Program Agreement (SB-300). 8A5. AMENDMENT TO FY 1991-92 FTA SECTION 9 PROGRAM OF PROJECTS FOR RIVERSIDE COUNTY. That the Commission: Staff Recommendation. 1) Approve the proposed FY 1991-92 FTA Section 9 Program of Projects for the Indio -Coachella Urbanized Area, and the amended FY 1991-92 FTA Section 9 Program of Projects for the Palm Springs, Riverside -San Bernardino and Hemet Urbanized Areas, subject to modification, if required, as a result of the public hearing; 2) Allocate an additional $124,804 as local match to the Riverside Transit Agency from LTF funds available to the Western County from the $3 million Capital Reserve; *3) Authorize an amendment to the FY 1992-96 Riverside County Short Range Transit Plan and Transportation Improvement Program for the Sunline Transit Agency and Riverside Transit Agency to incorporate the revisions to the FTA Section 9 Programs of Projects. ll. SELECTION OF AUDITORS FOR 1992 FISCAL AUDIT Administrative and Budget & Finance Committee and Staff Recommendation That the Commission retain the audit services of Ernst & Young for an additional two years for a total contract of five years with the understanding that the types of efficiencies resulting from not changing auditors should be reflected in whatever fee is negotiated. At the end of the two years, an RFP will be considered. 8B3. COST AND SCHEDULE REPORTS FOR THE MONTH OF FEBRUARY. Budget & Finance and Staff Recommendation That the Commission receive and file. 8C. CONSENT CALENDAR - RAIL ITEMS. 8C1. DESIGNATION OF ALTERNATE REPRESENTATIVE(S) TO THE SOUTHERN CALIFORNIA REGIONAL RAIL AUTHORITY. PROPERTY ACQUISITION FOR EXCHANGE WITH PRESS -ENTERPRISE. Administrative and Budget & Finance Committee and Staff Recommendation That the Commission approve the expenditure of $610,000 for acquisition of two parcels of land, for use in negotiating a property exchange with the Press - Enterprise, as part of establishing the right-of-way for the Commuter Rail system between Riverside and Los Angeles. 8C3.
