HIGHWAYS/LOCAL STREETS AND ROADS 4A. Potential Development use of RCTC Owned Parcel in the Northwest Quadrant of the 60/91 /215 Interchange Staff Recommendation 1) That RCTC authorize staff to proceed with development and issuance of an RFQ with the intent of selecting qualified development teams. 2) Following selection of a qualified team(s), authorize staff to proceed with negotiation of a development agreement along the conceptual concepts outlined above. Any such agreement would be returned to Commission for final approval. 4B. Additional Analysis of Cajalco/Route 91 Alternatives Budget & Finance Committee* and Staff Recommendation f Staff recommends that RCTC approve proceeding with these additional evaluations. They will better enable the Commission to evaluate the potential of the Cajalco Corridor. All of these analysis are to be completed and be part of a complete Cajalco presentation in January 1992. Page 2 RCTC Agenda October 9, 1991 1) Contract amendment with KaWES and Associates in the amount of $147,000 for Route 91 elevated roadway feasibility study. 2) Contract amendment with Ernst and Young in the amount of $35- 50,000 for toll road financial analysis (letter attached). 3) Authorization to JHK to proceed with Toll Road evaluation (contract amendment under other agenda item). 4C. DKS and JHK Presentations on RIVSAN Transportation Model Conversion. Update. and use of RIVSAN in prioritization• of the Measure A Program Staff Recommendation Receive and file. 4D. Memorandum of Understanding for Route 91 Projects: Route 91 Final Design Consultant Team: Route 91 Median Project Scope and Budget Amendments: Route 215 (SR60 to SBCL) Reprogramming Budget & Finance Committee* and Staff Recommendation 1) Approve the Memorandum of Understanding relating to implementation of the Magnolia to Mary median HOV project. 2) Approve the use of the Greiner/J.F. Davidson team to perform PS&E for the project. 3) Approve the budget addition of $1,090,766.20 to the Greiner Route 91 contract for Greiner and J.F. Davidson to complete the PS&E for the project (base work and extra work division to be based on final negotiations). 4) Approve reprogramming of Measure A funded Route 215 project from SR60 to the San Bernardino County Line from starting construction in the 1993/94 to the 2000/2001 fiscal year. *The Budget & Finance Committee is scheduled to meet prior to the RCTC meeting. JHK and Associates Amendment for SCAG Assistance Contract - Agreement RO-9119 Budget & Finance Committee* and Staff Recommendation Staff recommends approval of the contract amendment to Agreement RO- 9119 for $267,463 with an extra work contingency amount of $40,119. The base contract amendment amount will be for work to be performed as outlined in the draft scope of work (attached). The work tasks are continuing services for JHK and Associates to assist the SCAG Inland Empire Office. A standard contract amendment would be implemented. The RCTC portion of the contract is $226,855 with $40,608 being SANBAG's share of the contract for either work solely for SANBAG or shared RIVSAN work. The approval for shared work tasks and sole SANBAG work efforts should be contingent upon SANBAG approval in November. 4F. Request for Bonding for Local Street and Road Proiects Staff Recommendation That the Commission direct staff to meet with representatives from the cities of Murietta and Canyon Lake, the County of Riverside, the WRCOG and CVAG to determine the extent to which local agencies desire the Commission to bond Measure A revenues for local street and road projects and report back with a recommendation at the December meeting. 4G. 1992 State Transportation Improvement - Program Project Proposal Options Budget & Finance Committee* and Staff Recommendation 1992 STIP Programming: RCTC should consider the two options outlined above and take action. 1 personally believe that Option 2 (bid the 91/60/1-215 interchange as a single project) is the most desirable. While RCTC may commit Measure A funding to deliver the 'Route 60 project, we will not be able to deliver the interchange without State funding. This is the surest means of obtaining a State funding commitment. *The Budget & Finance Committee is scheduled to meet prior to the RCTC meeting. If the Committee's recommendation is changed, staff will provide the Commission with the amended recommendation at the meeting. Page 4 RCTC Agenda October 9, 1991 5. COMMUTER RAIL 5A. Commuter Rail Electrification Budget & Finance Committee* and Staff Recommendation 1) RCTC should support SCRRA proposed "Accelerated Electrification Program" study, subject to the following conditions: a) Other affected agencies should beat a reasonable share of the costs (i.e., at least 50% of the costs should come from other than SCRRA member agencies' local funds); and b) RCTC should receive a credit of $63,000, which is the amount we paid for the Morrison-Knudsen Engineers electrification study effort without benefit of participation by the other SCRRA member agencies. 2) RCTC should offer the balance of TCI funding from its existing rolling stock grant after acquisition of ten UTDC rail cars toward SCRRA proposed electrification studies and preliminary engineering - estimated to be approximately $1.5 million. These funds will not be expended if initial RCTC service would involve lease equipment, and would be far too little if electric locomotives are required. 3) RCTC should support the above referenced proposal for a Consolidated Corridor/Riverside to Los Angeles rail electrification demonstration program (i.e., September 19,1991 letter), and request that this proposal be analyzed during the SCRRA study. 5B. Designate SCRRA as Lead Agency for Santa Fe Negotiations Staff Recommendation RCTC Should approve the designation of the Southern California Regional Rail Authority as lead agency for joint negotiations with Santa Fe. *The Budget & Finance Committee is scheduled to meet prior to the RCTC meeting. ff the Committee's recommendation is changed, staff will provide the Commission with the amended recommendation at the meeting. Commuter Rail Station Site Agreement with Birtcher Staff Recommendation RCTC should approve the Commuter Rail Station Site Agreement, subject to minor revision as determined appropriate by RCTC's counsel and Executive Director. 5D. Memorandum of Understanding - Funding Committee Rail Capital Projects Staff Recommendation It is recommended that the Commission authorize the Executive Director to sign the Memorandum of Understanding between the County Transportation Commission's of Los Angeles, Riverside, and Ventura Counties. Orange County Transportation Authority, and San Bernardino Associated Governments regarding funding of Commuter Rail related capital improvements, subject to review and approval by Legal Counsel. 6. MEASURE A PARK-N-RIDE PROGRAM 6A. Measure A. Buspool Policy Budget & Finance Committee* and Staff Recommendation That the Commission fund the empty seats on the buspool from Moreno Valley to Hughes/Fullerton through the end of November, and if either Hughes nor OCTA agree to pay the costs for empty seats, make a final decision at the November Commission meeting. 7. RIVERSIDE COUNTY TRANSPORTATION COMMISSION 7A. Consultant Selection for the Performance Audit of the Riverside County Transportation Commission Staff gecommendation Discussion and action. *The Budget & Finance Committee is scheduled to meet prior to the RCTC meeting. Increase in lmprest Cash Account Budget & Finance Committee* and Staff Recommendation To authorize the Executive Director to transfer $5,000 from contingency funds to the imprest cash account for a total authorized amount of $10,000. 8A2. Contractual Status and Commitment Reports Budget & Finance Committee* and Staff Recommendation Receive and file. 8A3. Smith & Ackler Monthly Report Staff Recommendation Receive and file. 8A4. Plaque for Councilwoman Jean Mansfield Staff Recommendation That a plaque be presented to Councilwoman Jean Mansfield in recognition of her service to the Riverside County Transportation Commission. *The Budget & Finance Committee is scheduled to meet prior to the RCTC meeting. Staff Recommendation That the Commission approve the Local Transportation Fund (LTF) allocations for streets and roads purposes in the Palo Verde Valley area as shown on the attached table. 8B2. FY 1991-91 LTF Allocations for Streets and Roads - Western County Area Staff Recommendation That the Commission approve the Local Transportation Fund (LTF) allocations for local streets and roads purposes as shown on the attached table. 8C. Consent Calendar - Transit -Bikeways 8C1. Annual Transit Operations Report Staff Recommendation Receive and file. 8C2. Sunline Transit Agency - STRIP/TIP Amendment Staff Recommendation That the Commission: (1) approve the amendment to the Riverside County 1 992-1 998 Short Range Transit Plan and Transportation Improvement Program (TIP); and (2) increase Sunline Transit Agency's Local Transportation Fund allocation by an amount not to exceed $63,000. FY 1991-92 SB 821 Program Budget & Finance Committee* and Staff Recommendation That the Commission approve the proposed FY 1991-92 SB 821 Program as recommended by the SB 821 Evaluation Committee. 8C4. SB 821 Extension Request from the City of Rancho Mirage Staff Recommendation That the Commission approve a five month extension to November 30, 1991, for the City of Rancho Mirage to complete the Country Club Drive Bikeway project. 8C5. SB 821 Extension Request from the City of Riverside Staff Recommendation That the Commission grant the City of Riverside an extension to June 30, 1992, for the construction of the Santa Ana River Bikeway - Phase IIB and for sidewalk construction at various locations. 8C6. SB 821 Extension Request for the City of Indio Staff Recommendation That the Commission approve a six month extension to March 31, 1992, for the City of Indio to complete the Avenue 46 Sidewalk/Pedestrian Bridge project. 8D. Southern California Regional Rail Authority Status Update 8E2. FY 1992-93 Transit Capital Improvement Program Project Submittal Budget & Finance Committee* and Staff Recommendation 1) Receive and file the FY 1992-93 TCI applications for Union Pacific line station development funding and affirm a commitment of $7,083,570 of Measure A funding for local match. 2) Recommend support for the City of Blythe's FY 1992-93 TCI application for short line railroad rehabilitation recognizing that it will compete with RCTC funding requests for Riverside County TCI County Minimum funds. 9.
