DannyAhnreu; Miami-Dade Transit Aurhority Director was contacted in order to be initiate. the Process
of applyrrrg for a circulator rourc cenificate oftranqpotation- After the \lillage would e_nter into an
i"t"ifo.h ftreemerrtwfuh the County,we mtl* complywiththe pncvisions of futide III, C.hapter 31 of-
the Code. ln applicant cannot begin operations ,rntl an elemenis, including the signing of an intedocal
agreement of tlre-Code are fireL I was referred to David Fialkoff, reqponsible for Interlocal Agreements-
Miami-Dade TransitAurhority, who laid out the follouring:
r An interlocd agreerrent must be made by the Village and Miarni-Dade County, not a Chanrber
o The process involves our laryers and their lawyers and takes approxirnately six monhs. For a three-
motith trial period, without knowing if the Troileywould be viable, trhis process seemed like a moot
point.
. There is a provision in the county code for group uip-this allows for the pjc}ing up an!.&opping off
of people from one point to another. For tlie puqpoies of our tihree-montlr trial period, it corrld be
staied that we would be picking up people to bring them to "Downtovm Key Bisca;me" and
conversely dropping tlrcm off. If fri Trolley is a succe$s, we could then apply for the necessa{y
pennining for a cirorlator route certificate of transporation.
r Before beglming this process I felt it necessary to proctlre a Trolley.
Verrdors Er Responses
r Mears Tranqportation Service stxed thry have no Trollqrs, no ncute" vehicles what so ever. If we
re'€re to use their existing equipment, a small passenger var\ it would cost approxirnately $45 an hor:r,
plus the $6.00 daitf Ric*€obacka Causeway Toll,
. Am€ricansigltseeinghadnoTrollrys
. C-oachUSA has two Trollrys, bothrurder conttnctto SouthMiami andAvenura. Theywould be
more than happy to operete a service for us if we would purchase a Trolley as thql feh the retum on
the moaey qpent for an additional Trolley could not be justified for a thrree month "experiment".
. Rickenbacker Taxi did not respond to the request
. Trolley Enterprises, a msnufa{turer and operator of Trolleys located in Deerdeld Beach stated that
drre to their loccion, providing the senrice would not be feasible due to cost. For the recent event at
the Motorsports Center, they srpplied the Trollgrs at the rate of $65.00 per hour. They could charge
rs a lou'er ratc of $60 due to tlretime period r:nder @ntract, but there would be additional above and
beyond costs. The Trollqy would need to be rruintained and cleaned nighdy and their facility is too
far to makethis dailyuip.
SIJI\&'IARY
r C-osr Figuring on $65 an horrto allow forthe additional costs involved in contracting withthe only
Trollry service available, the folowing would apply for a 30 day month:
l. $15,600.00 per month - Seven days aweek 11:00 am - 200 p.m-
2. $t7,l6} per month- Five dap a week $d-f) tmO am. 200 p.m.
SatwdayEcSund4y8:30am - 7:30 p.m.
3. $19,500.00 permonth- Seven d"lo * wee,k g:00 am - 7:00 p.m.
. Verf litde private monies are available
o Permitting: Must be arranged
. It would be the Chanrbels pleasr:re to research tlis subject fualrer if directed
bytheVillage Council, providingulratthere is a commitrnent for fimding.
