Council members present: Ebert, Jenness, Enneking, Frangione, and Schmillen by phone. Also, present: Zack Rassel, Elaine Rassel, Brian Nelson, Kelly Lundell, Eric Lundell, Lonnie Benson, Sherri Benson, Doug Dreckman, Cait Dreckman, Kaitlin Letsche, Jim Fischer, Kirk Letsche, Darrell Downs Pledge of Allegiance. Eric Lundell, Sanitary Services addressed the Council to express interest in continuing garbage collection in Marcus as the contract term expires in August. Kirk Letsche, Fair Board requesting a 5k permit, parade permit, and Maple Street closure by the Fairgrounds during the fair. The parade route will start on Railroad Street again because of construction at the school. Jim Fischer, Mayor of Moville continued discussion with the Council on hiring nuisance code enforcement as a shared position between several communities. Jim is looking to get commitments from interested communities. City Clerk will contact Moville City Clerk to get a one-year 28E agreement drafted. Caitlin Dreckman requested a street closure for the Marcus Action Club for the street dance to be held on Cedar Street between Main and Locust. Mayor Bunt opened sealed bids for Sanitary Collection. Sanitary Services bid was $13.25/residential until September 14, 2024. Benson' Sanitation bid was$11.75/482 residents. Motion by Ebert, seconded by Enneking to approve Consent Agenda: City Council Minutes, Res#22-32, "Transfer of Funds", Resolution #22-33 "Resolution to Set Reimbursement Rate for Payment of Mileage when a City Employee Uses Personal Vehicle for City Business", Street Dance Permit, Planning &Zoning Recommendation to appoint Shelly Steffen 5 year-term, Board of Adjustment Recommendation to appoint Tom Mayer 5 year-term, Closing Maple St by Fairgrounds during the Fair, Marcus Fair 5K permit, Marcus Fair parade permit Ayes: Ebert, Jenness, Enneking, Schmillen, Frangione. Nayes: none. Motion carried. Motion by Ebert, seconded by Schmillen to approve Resolution 22-31, "Resolution Approving Amended Covenants to County View Subdivision- First Addition to Marcus, Iowa." Ayes: Ebert, Jenness, Enneking, Schmillen, Frangione. Nayes: none. Motion carried. Kaitlin Letsche gave Council a brief update on the Trail Funding. To date$430,000 in grant funds have been awarded and the Trail committee will continue to apply for grants. Grants require the support of the Council. Motion by Enneking, seconded by Frangione to approve Resolution#22-35, "Resolution Supporting the Submittal of a Grant Application through the Iowa Department of Natural Resources for Funding for Resource Enhancement and Protection (REAP) Projects"Ayes: Ebert, Jenness, Enneking, Schmillen, Frangione. Nayes: none. Motion carried. Motion by Ebert, seconded by Jenness to approve Resolution#22-36, "Resolution Setting Time and Place of Public Hearing on Proposed Sale of Real Estate in Country View Subdivision—First Addition in the City of Marcus, Iowa" Ayes: Ebert, Jenness, Enneking, Schmillen, Frangione. Nayes: none. Motion carried. Under department reports, Police Chief Flikeid gave arrests report, requested to the Council the ATV ordinance by changed to match the State Code. K9 discussion was held on bringing a K9 here to Marcus and would be funded by donations, needing car equipment, insurance, and training. Public Works Superintendent, Doug Dreckman gave street repair updates and explained that the water tower was to be drained and interior painted after July 4th needing to enforce a water restriction. The company was unable to come at that time and gave a new date, they had an emergency and have now delayed coming to Marcus until an unknown date in August. The water restriction was lifted until the company arrives in town. 5:55pm Ebert left. Brain Nelson representing the Hawkeye requested the alley behind the Hawkeye be closed during the Marcus Fair Thursday night through Saturday night. Motion by Jenness, seconded by Ebert to approve the closure. All ayes. Nayes: none. Motion carried. Motion by Enneking, seconded by Frangione to approve temporary street parking on Elm St between Highland and Fenton during construction at the school. All ayes. Nayes: none. Motion carried. Motion by Frangione, seconded by Jenness to approve letter of support on behalf of Carbon Solutions to the Iowa Utilities Board. All ayes. Nayes: none. Motion carried. Discussion was held on how using American Relief Funds could help secure a grant for the new Marcus Golf Course building. Mayor Bunt is to find out if the ARF amount will determine how many points are awarded to the grant and share with Council at next meeting. Motion by Schmillen, seconded by Frangione to not approve a real estate listing contract with Farmers State Bank but request time invested in creating a sales contract for Holmes Street Lot 1. All ayes. Nayes: none. Motion carried. Under Council comments, there is a need to purse obtaining more land for residential lots. Motion Frangione, seconded by Enneking to adjourn at 6:26 pm.
