FUNDING FOR THE RIVERSIDE TO LOS ANGELES UNION PACIFIC LINE. Administrative and Budget & Finance Committee and Staff Recommendations: 1) Approve the transfer of funding required from the San Bemardino Subdivision project budget to the Union Pacific project. 2) Approve RCTC's financial participation as identified in the staff report and secure agreements with the Union Pacific, contingent upon LACTC and SANBAG approval for their respective financial participation. 4B. COACHELLA INTERCITY RAIL FEASIBILITY ASSESSMENT. Carl Schiermeyer, Schiermeyer Consulting Services, will be present at the December 11, 1991 Commission meeting to make a presentation concerning the Coachella Intercity Rail Feasibility Assessment. CONGESTION MANAGEMENT PROGRAM CAPITAL IMPROVEMENT PROGRAM - PART A: Congestion Management Program Capital Improvement Program, and PART B: Exempt CMP Facilities Administrative Committee and Staff Recommendation That the Commission: (1) approve the 1992-1998 CIP Projects to be incorporated as the Congestion Management Program Capital Improvement Program and Transportation Improvement Program; and (2) approve the Exempt CMP Facilities to be incorporated into the Congestion Management Program. 5C. RFQ TO DEVELOP RCTC EXCESS LAND IN NORTH QUADRANT OF ROU T E 60/91/1-215 INTERCHANGE Administrative Committee and Staff Recommendation That the Commission authorize: 1) staff to submit the RFQ to a selected list of potential Developers; 2) staff to formulate a selection panel of various elected officials who are either associated with the Commission, appointed officials with jurisdiction over the geographic area of the proposed site, or have expertise in the area of land development; and (3) authorize the Selection Panel to select 2 to 3 prequalified Developers that will each independently respond to the Caltrans RFP using RCTC excess land for the proposed site location. 6. MEASURE A RIDESHARE MARKETING DEMONSTRATION PROGRAM AND COMMUTER BUSPOOLS. Administrative Committee and Staff Recommendation That the Commission adopt the set of guidelines as outlined in the staff memorandum for the development and administration of Commuter Assistance Programs as required under the Measure A Plan. 7. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 7A. Consent Calendar - General Items. 7A1. 1992 RCTC MEETING SCHEDULE. Administrative Committee and Staff Recommendation Receive and file. 7A2. SB 821 PROGRAM POLICIES FOR APPROVED, UNUSED FUNDS. Administrative and Budget & Finance Committee and Staff Recommendation That the Commission adopt the SB 821 Program policies as outlined in the staff memorandum. 7A3. SB 821 REQUESTS FOR THE CITIES OF BANNING, RIVERSIDE, AND CATHEDRAL CITY. Administrative and Budget & Finance Committee and Staff Recommendation That the Commission: (1) Approve the City of Banning's request to carry-over $10,097 in SB 821 funds to FY 1991-92 and be permitted to use the funds for their proposed 1991-92 sidewalk projects subject to the adopted SB 821 Program policies, and that the bid results for the FY 1990-91 sidewalk projects be provided to Commission staff for review; (2) Approve the City of Riverside's request to utilize $25,000 of FY 1990-91 SB 821 Program funds to expand their FY 1990-91 Sidewalk Program to include seven additional projects subject to the adopted SB 821 Program policies; and (3) Grant the City of Cathedral City an extension to June 30, 1992, for the construction of the Coachella Valley Bikeway project. Administrative Committee and Staff Recommendation That the Commission adopt Resolution No. 91-010 amending the Personnel Rules and Regulations to permit travel advances for business trips taken by staff on behalf of the Commission and establish a limit of $35 per day for meals without receipts, with specific per -meal limits as outlined in the staff memorandum. 7A6. RE-EVALUATION OF TAXABLE SALES PROJECTIONS. Administrative and Budget & Finance Committees and Staff Recommendation That the Commission postpone the Re -Evaluation of Taxable Sales Projections study pending the outcome of staff analysis of taxable sales data when available and the actual December results. 7A7. CONTRACTUAL STATUS AND COMMITMENT REPORTS. Administrative and Budget & Finance Committees and Staff Recommendation Receive and file. 7B. Consent Calendar - Highways/Local Streets and Roads. 7B1. CEQA CLEARANCE/ CATEGORICAL EXEMPTION FOR THE MARY STREET TO MAGNOLIA AVE. INSIDE HOV PROJECT ON ROUTE 91 Administrative Committee and Staff Recommendation That the Commission support a Categoric Exemption clearance under CEQA for the Mary Street to Magnolia Avenue project. NEPA clearance will not be required as there is no Federal involvement. Air, noise, and visual studies will be performed with comment opportunity provided to the City and County of Riverside. Page 5 December 11, 1991 RCTC Meetir;a �nda 782. ROUTE 91 MAGNOLIA AVENUE TO MARY STREET PROJECT DESIGN SURVEY CONTRACT AMENDMENT. Administrative and Budget & Finance Committee and Staff Recommendation That the Commission approve the scope of work and cost estimate of $151,419.80 for Route 91 Magnolia to Mary final design field surveys for Nolte and Associates. A standard contract amendment will be used for contract RO9105. 7B3. CONTRACT AMENDMENT WITH TETRA TECH (HAZARDOUS WASTE CONSULTANT) TO COVER NEW WORK TO PERFORM PHASE II PRELIMINARY SITE INVESTIGATIONS FOR THE FRIIS PROPERTY Administrative and Budget & Finance Committees and Staff Recommendation That the Commission approve the remaining $10,745 of the overall $25,502 for Tetra Tech, Inc. to perform Phase II Preliminary Site Investigations for the Friis property on 1-215. This amendment to Agreement RO9201 would increase the not -to -exceed contract amount from $47,469 to $57,214. 764. AMENDMENT TO PSOMAS CONTRACT RO9007 TO ACD. TASK 8 TO ESTABLISH SURVEY CONTROL FOR ROUTE 111 TO SUPPORT JAYKIM DIGITAL MAPPING OF ROUTE 111, AND TASK 9 TO PROVIDE ROUTE 91 CENTERLINE CONTROL. Administrative and Budget & Finance Committees and Staff Recommendation That the Commission approve: TASK 9 -- amend contract to add Task 9 to provide conversion of centerline monuments from NAD27 to the NAD83 Coordinate System for Route 91 from PM 10.8 to PM 17.8. The amount of the amendment is to be set at $40,076.02 with a 15% contingency of $6,011. 7B5. AMENDMENT TO COOPERATIVE AGREEMENT WITH THE CITY OF PERRIS REDEVELOPMENT AGENCY FOR WIDENING AND IMPROVEMENT OF ROUTE 74 BETWEEN 7TH STREET AND •G• STREET Administrative and Budget & Finance Committee and Staff Recommendation That the Commission approve the proposed revised Cooperative Agreement with the City of Perris for the Route 74 widening from Seventh to G Streets including the proposed loan arrangement. RCTC FUNDING FOR RAMONA EXPRESSWAY CORRIDOR STUDY Administrative and Budget & Finance Committee and Staff Recommendation RCTC should urge WRCOG to authorize an agreement with the County of Riverside to perform an expedited and focused Ramona Expressway Study, subject to the understanding that it is RCTC's intent to propose a Measure A Transportation Improvement Plan amendment to authorize use of Measure A funds for the Comprehensive Transportation Plan and Congestion Management Program planning activities. 7C. Consent Calendar - Transit/Rideshare/Park and Rlde. 7C1. FY 1992-93TRANSPORTATION DEVELOPMENT ACT UNMET NEEDS HEARINGS. Administrative Committee and Staff Recommendation That the Commission hold unmet transit needs hearings in Hemet and Riverside on February 13, 1992, and in Palm Desert on March 11, 1992. 7C2. SB 1402 INTERCOUNTY BUS PLAN STUDY - CONSULTANTS. Administrative and Budget & Finance Committee and Staff Recommendation That the Commission approve, in concept, $10,000 - $15,000 to fund its share of a consultant contract for the SB 1402 lntercounty Bus Plan to be evenly split between the Orange, Riverside, Los Angeles, and San Bernardino Commissions. 7C3. PALASADES ROAD PARK-N-RIDE SITE FOLLOW-UP. Administrative and Budget & Finance Committee and Staff Recommendation That the Commission direct staff to continue to pursue options for developing park-n-ride lots with private property owners that creates an equity share in the project for our investment against which we might amortize the (ease costs for a park-n-ride lot, using the Palasades Road Site as a test case. 7C4. COMMUTER BUSPOOL - MORENO VALLEY/RIVERSIDE TO HUGHES FULLERTON. Administrative Committee and Staff Recommendation That the Commission authorize the expenditure of Measure A Commuter Assistance funds to cover the actual deficit incurred by the Moreno Valley/Riverside to Hughes Fullerton buspool for the period January/February, 1992, with the stipulation that the proposed monthly fares for January ($105), February ($115) and March ($125.50) be implemented by the buspool.
