HomeMy Public PortalAbout20081222 specialSPECIAL COUNCIL MEETING DECEMBER 22, 2008 1 CALL TO ORDER The Special Council Meeting of December 22, 2008, was convened at 1:00 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present: Present: Harvey, Klindt, Koon, Layton, Medin, Penfold, Randolph, Carroll (arrived at 1:03 p.m.) Absent: Ferguson and Scrivner A quorum was present. BILLS RECONSIDERED A motion was made by Councilman Jim Penfold, as a member of the prevailing side, to reconsider Bill 2008 -103 as previously passed at the December 15, 2008 City Council meeting, seconded by Councilman Rich Koon, and approved unanimously. Bill 2008 -103, was then reconsidered as follows: Bill 2008 -103, sponsored by Councilman Penfold, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH COLE COUNTY FOR PAYMENT OF THE ENGINEERING COSTS FOR THE HIGHWAY 179 PROJECT TO MODOT. A motion was made by Councilman Jim Penfold to accept the substitute Bill 2008 -103 previously distributed to the Council, seconded by Councilman Rich Koon, which is entitled as follows: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AGREEMENTS WITH COLE COUNTY AND THE MISSOURI DEPARTMENT OF TRANSPORTATION FOR PAYMENT OF THE ENGINEERING COSTS FOR THE HIGHWAY 179. The motion to accept substitute Bill 2008 -103 was then approved unanimously. SPECIAL COUNCIL MEETING DECEMBER 22, 2008 2 Bill 2008 -103 was then passed, as reconsidered and substituted, by the following roll -call vote as Ordinance 14451: Aye: Harvey, Klindt, Koon, Layton, Medin, Penfold, Randolph, Carroll Nay: None BILLS INTRODUCED Bill 2008 -112, sponsored by Councilman Koon entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH COLE COUNTY FOR THE CITY OF JEFFERSON TO FURNISH JOINT COMMUNICATIONS SERVICES TO COLE COUNTY. Discussion was held concerning the 9 -1 -1 Committee and Cole County's involvement in the overview of the 9 -1 -1 center. City Counselor Nathan Nickolaus provided an explanation of the bill. At the conclusion of the discussion, Councilman Koon requested that the rules be suspended and Bill 2008 -112 placed on final passage at this time. There were no objections to the request for suspension of the rules. Bill 2008 -112 was then read second and third times by title and placed on final passage. Councilman Penfold pointed out a spelling error on bill which Mr. Nickolaus stated will be corrected. Bill 2008 -112 was then passed by the following roll -call vote as Ordinance 14452: Aye: Harvey, Klindt, Koon, Layton, Medin, Penfold, Randolph, Carroll Nay: None ADJOURNMENT Motion was made by Councilwoman Layton to adjourn meeting, seconded by Councilman Penfold, and approved unanimously at 1:15 p.m.
