AGENDA

4. FINAL DRAFT - 1991 RIVERSIDE COUNTY CONGESTION MANAGEMENT
PROGRAM CONGESTION MANAGEMENT PROGRAM - PUBLIC HEARING.
Technical Advisory Committee (TAC) Recommendation:
Based upon thorough review by effected local and regional agencies, the
TAC recommends the Commission adopt the 1991 CMP for Riverside
County and incorporate the following comments which were submitted by
the TAC, the TAC CMP Subcommittee, WRCOG, CVAG, and other
agencies:
1. Add options for conformance with the CMP for the Coachella Valley
Area, as outlined in the staff memorandum;
2. Insert the words "multi -jurisdictional' to references regarding
development of a TUMF program;
3. Add a paragraph to Chapter 6, LOS Deficiency Plans, reference the
Draft 1991 Air Quality Management Plan, Chapter 7, Section -
Congestion Management Program Linkage with the AQMP;

4. Insert a paragraph in Chapter 10, CMP Conformance Monitoring,
indicating that RCTC will forward copies of the local agency CIPs to
SCAG to facilitate development of the bi-annual Regional Mobility
Plan (RMP); and
5. Add a review process to Chapter 11, CMP Development and
Implementation Update Process, which provides for revision of the
CMP any time during the year to address specific issues.
Administrative Committee and Staff Recommendations:
The same as the Technical Advisory Committee (TAC) and to open the
public hearing on the Riverside County Congestion Management Program
and continue the hearing to the September meeting.
5. TRANSIT/RIDESHARE/PARK AND RIDE.
5A. Telecommuting Work Center Demonstration Project.
Administrative and Budget & Finance Committee and Staff Recommendation
That the Commission approve: 1) an agreement with the Economic
Development Partnership, Inc. to implement a Telecommuting Work Center
in accordance with AB 3069 and AB 1065 and as directed by the
Commission, and 2) funding in the amount of $100,000 from Measure A Rt.
91 HOV highway project funds.
5B. Western Riverside County Rideshare Incentive Demonstration Program.
Administration and Budget & Finance Committee and Staff Recommendation
That the Commission approve: 1) an agreement between RCTC and Inland
Transportation Services, Inc., subject to legal counsel review, to implemr -lt
a Western Riverside County Rideshare Incentive Demonstration Program
per the attached proposal, and 2) the expenditure of Measure A Commuter
Assistance funds in an amount not to exceed $178,565 for the Program.

6. HIGHWAYS/LOCAL STREETS AND ROADS.
Caialco Transportation Corridor Study - Authorization for P&D Technologies to
Begin Tier 1 EIS Process.
Administrative and Budget & Finance Committee and Staff Recommendation
That the Commission proceed with a contract with P&D Technologies to fund work
on a Tier 1 EIR to establish a centerline for right of way preservation for the
Cajalco Corridor in the section between 1-215 and 1-15. Upon completion of the
Tier 1 EIR the Commission will: a, determine if a Tier 2 EIR should be done; b,
determine if the Tier 2 EIR will include the section through the Cleveland National
Forest into Orange County; c, have a mechanism in place that assures the
residents of Lake Matthews and Mockingbird Canyon that the construction of a
transportation facility along the Cajalco Corridor will not alter diminish the rural they
have been promised.
7. CONSENT CALENDAR - All matters of the Colsent Calendar will be approved
in a single motion unless a Commission member requests separate action on
specific items.
7A. Consent Calendar - General Items.
7A1. Smith and Ackler Sacramento Monthly Report.
Receive and file.
7A2. Amendment to Agreement Between Riverside County Transportation
Commission and Smith and Ackler.
Approve the amendment to the agreement between the Riverside
County Transportation Commission and Smith and Ackler to increase
the monthly rate from $3,300 per month to $3,500 per month.

7A3. Proposed Assembly and Senate Resolution Designating a Portion of
Route 91 as Walter M. Ingalls Highway.
Administrative Committee and Staff Recommendation
That the Chairman send a letter of support to the Assembly and
Senate designating the State Highway Route 91, from its intersection
with State Highway Route 60 west to the Adams Interchange in
Riverside, as the Walter M. Ingalls Highway.
7A4. Quarterly Financial and Cost Reports.

Recommendation
That the Commission: (1) Receive and file the RCTC Insurance
Program Audit: and (2) That staff bring this matter back to the
Commission with recommendations at their September meeting.
7B. Consent Calendar - Highways/Local Streets and Roads.
7B1. FY 1992 State Transportation Improvement Program Proposed Fund
Estimate.

7B2. Measure a Local Streets and Roads Capital Improvement
Program FY 1992/1996.
Administrative Committee and Staff Recommendation
Approve the FY 1992/1996 Measure A Local Streets and Roads
Program for the cities and the County of Riverside.
7B3. Contract Amendment for Agreement RO-9013 - DKS Associates.
Administrative & Budget and Finance Committee and Staff
Recommendation
Approve the Contract Amendment in the amount of $148,949.36 for
DKS Associates to complete the remaining scope of work presented
in the proposal. This will increase the total approved base plus
contingency amount to $1,295,154.36. There will remain $26,297.36
in unallocated extra work contingency to be used for extra traffic
forecasts which may be needed. A standard contract amendment
will be executed.
7B4. Route 91 SB-300 Amendment - Main to Magnolia.

Approve the Supplement and Resolution for signature by the
Commission.
7C. Consent Calendar - Transit/Rideshare/Park and Ride.
7C1. Temecula Transit Service.
Administrative Committee and Staff Recommendation
Determine that the RTA followed their established procedures for
conforming with UMTA privatization regulations with regard to the
provision of service in the Temecula area as requested by the City

of Temecula.
7C2. State Route 60 and Pigeon Pass Park and Ride Lot Cooperative
Agreement Between RCTC and Caltrans.

Recommendation
1. RCTC approve the draft Cooperative Agreement between
RCTC and Caltrans for the Route 60 Park and Ride at Pigeon
Pass. This draft agreement is currently being reviewed by
Legal Counsel, but is similar to the recent agreement
approved by RCTC for the Orange Street Park and Ride.
2. RCTC approve an amendment to contract RO-9002 with
KaWES and Associates to complete the required design. The
cost of these services is not expected to exceed $50,000. A
definitive amount will be available at the RCTC meeting.
7D. Consent Calendar - Service Authority for Freeway Emergencies (SAFE).
7D1. California SAFE Efforts to Address Handicapped Access to Motorist
Aid Call Box Systems.

Recommendation
The Riverside SAFE enter into a contract with Techplan to provide
telecommunication industry liaison and identification of alternative
telecommunication access products, on behalf of the California SAFE
Committee at a cost of approximately $15,000. This cost will be
prorated between the SAFEs on the basis of vehicle registrations.

call box system operation at a cost not to exceed $52,723,
and
2) Approval to enter into an agreement with the OCTA to provide
call box knockdown insurance recovery for the Riverside
County call box system.

Recommendation
Approve the list of qualified Hazardous Waste contractors to perform
Phase II Audit Services for RCTC. Tetratech was selected to prepare

the Phase II Due Diligence Audit Reports for the Serfas Club Dr.,
Pierce St. and Rudicill St. Sites at a cost of up to $33,000. A
standard consultant agreement will be used for the contract.
