LJC114 Ste16011 Held a Regular Meeting On Wednesday, June 14, 2017 at 4 : 30 p . m. At The Brewster Town Office Building, 2198 Main Street, Brewster, MA MEETING MINUTES OF JUNE 14 , 2017 Present : Chair Paul Ruchinskas , William Klein, Peter Johnson, Faythe Ellis, and Roland Bassett, Barbara Burgo and Elizabeth Taylor . Also present : Town Administrator Mike Embury Absent : Jeanne Boehm The Chair called the meeting to order at 4 : 30 pm Recording or Taping Notification : As required by the Open Meeting Law we are inforrrring you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to vibrate. 1 . Discussion and vote on an Open Space professional services request for due diligence items and a state grant application related to a potential CPC open space acquisition funding request for Fall Town Meeting , Town Administrator Mike Embury reviewed the Slough Road property litigation issues that have been resolved and has now entered into a purchase and sale agreement . Marls Robinson is putting together a state grant application that may cover up to 52 % of the purchase price . There is a need for Mark ' s not to exceed fee and to cover mapping and documents for the grant . It is felt that this is a very important piece of property for the town to protect . Motion made by Roland Bassett to approve the Open Space Professional Services request for $ 6 , 500 from FY ' 18 CPC Open Space Professional Services Account. Peter Johnson seconded. VOTE : 6-04 Community Preservation Committee Meeting Minutes of June 14, 2017 Page 1 of 3 2 . Discussion and possible vote on an Open Space Committee professional services funding request. This project was combined in the one request above . 3 . Reports/updates of open projects . Roland Bassett gave the update on the Babe Ruth Fields and the work is complete though there may be a final bill from the designer . This is being investigated and reported at the next CPC meeting . Peter Johnson gave a Cape Rep property update and he plans on meeting Eric Dray at the property tomorrow where he is expected to sign off on the project . Phase I is just about complete and Cape Rep will be submitting a digital report on the project . A proposal for Phase II pertaining to the Barn, the adjunct building to the theatre and the second floor space for students and rehearsal space for the theatre may be submitted . Applications are due to the CPC by July 1 , 2017 though this date is flexible . Phase I of the project was related to the foundation, septic system, and structural reconstruction of framing of the Barn . Eric Dray ' s historic survey bills submitted by July 10 , 2017 will come out of CPC FY ' 17 funds . Remaining work will come out of the FY ' 18 Historic Professional Services monies up to the amount approved in his contract ending in November 2018 . A new funding proposal will be researched and submitted to continue the project and will be charged to the Professional Services Account . An update on Brewster Woods will be reported at the next meeting . Habitat for Humanity Tubman Road project update was reviewed . Six foundations are in . Eighty applications received for these six homes . One home will be a blitz build and coordinated and completed in one week . Cape Cod Village has CPC support from seven towns . Funding recommendations should be known in July though projects are usually not funded in the first round . The Housing Coordinator position has been advertised and six applications received and following interviews there appears to be two finalists . Discussion of any potential CPC funding requests that may be submitted for the Fall 2017 Town Meeting . Potential funding requests expected for the fall currently : • Open Space • Housing Community Partnership and HECH are involved in community affordable housing training for town employees similar to what is offered in Devens , Massachusetts and may submit an application for some funding for this regional project; • Consultant services from the Historic preservation professional services account 5 . Approval of the minutes of the May 10 , 2017 meeting . Motion made by Roland Bassett to approve the meeting minutes of May 10 , 2017 as amended . Elizabeth Taylor seconded . VOTE : 7-0 -0 6 . Items that the chair could not reasonably anticipate . Issues with buy down are resolved and it appears to be closing on Friday. 7 . Next meeting : Wednesday, July 12 , 2017 @ 4 : 30 p . m . at Town Hall . The next scheduled meeting will be held on Wednesday, July 12 , 2017 at 4 : 30 pm Motion made by William Klein to adjourn at 4 : 53 pm . Peter Johnson seconded .
