BEST. 5. CONSENT CALENDAR - All matters on the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 5A. Consent Calendar - General Items. 5A1 Citizens Advisory Committee/Social Service Transportation Advisory Council Re -appointment. Administrative Committee and Staff Recommendation That Joanne Moore be re -appointed for another four year term to the Citizens Advisory Committee/Social Service Transportation Advisory Council, ending June 1995. 5A2 Recommendations on Commission Staffing and Salary Ranges. Administrative and Personnel Committee Recommendation That the Commission approve the recommendation on Commission staffing and salary ranges as proposed by the Personnel Committee. 5A3 Sponsorship of IEEC Newsletter 'Transportation Now'. Administrative and Budget & Finance Committee, and Staff Recommendation To approve the Commission's sponsorship of IEEC's'Transportation Now' for one year ($2,000). Staff Recommendation That the Commission approve the establishment of a checking account for the 1991 Focus on the Future Conference. 5B Consent Calendar - Financial Items. 5B1 FY 1990-91 Fiscal Audits. Administrative and Budget & Finance Committee, and Staff Recommendation Approve the retention of Ernst & Young to perform the FY 1990-91 fiscal audits at a cost not to exceed $244,900, plus out-of-pocket expense of $34,000. 5B2 Line of Credit. Administrative and Budget & Finance Committee, and Staff Recommendation Authorize the Executive Director to complete the documentation necessary to establish a $25 million line of credit with a commercial bank. 5B3 Financial Advisory Services Contract. Administrative and Budget & Finance Committee, and Staff Recommendation 1. Authorize the Executive Director to contract for financial advisory services with Ernst & Young in an amount not to exceed $38,750. This amount is included in the approved FY 91/92 budget. 2. Authorize the Executive Director to execute a separate contract for financial advisory services with Doug Auslander of Kemper Securities in an amount not to exceed $120,000. This amount is included in the FY 91/92 budget. 5B4 Contractual Status and Commitment Reports. Budget & Finance Committee, and Staff Recommendation Receive and file. RCTC Agenda June 12, 1991 Page 3 5C Consent Calendar - Transportation/Rideshare Items. 5C1 Proposed FY 1991-92 Commuter Transportation Services, Inc. Budget. Administrative and Budget & Finance Committee, and Staff Recommendation That the Commission approve the Commuter Transportation Services, Inc. workplan and budget for FY 1991-92 totaling $455,300 including $263,000 in Caftans FAP funds and $192,300 in RCTC FAU funds. 5C2 State Transit Assistance Funds FY 1991/92. Administrative Committee and Staff Recommendation That the Commission direct staff to work with the RTA and SunLine to develop long term service, capital and financial programs to determine how the STA funds should be programmed in both the long term and the short term for presentation to the Commission in September or October. 5C3 Time Extension Request for the City of Palm Desert's FY 1990-91 SB 821 Bikeway Project. Administrative Committee and Staff Recommendation Approve a three-month time extension for the City of Palm Desert to complete the design and bid process for the Monterey Ave bikeway which is funded under the Commission's SB 821 Program. 5C4 FY 1991-92 SB 821 Program - Bicycle and Pedestrian Facilltles. Administrative Committee and Staff Recommendation Direct staff to notify the cities and the county of the estimated FY 1991-92 SB 821 funding available and request them to submit the projects; assemble the SB 821 Evaluation Committee comprised of CAC and TAC members appointed by the chairs of the respective Committees to review and rate the project proposals; and present the recommended FY 1991-92 SB 821 Program of Bicycle and Pedestrian Projects to the Commission for approval. 5C5 Riverside County Comprehensive Transportation Plan - Memorandum of Agreement. Administrative Committee and Staff Recommendation Approve the Memorandum of Agreement as the conceptual framework to establish the working structure for the Riverside County Comprehensive Transportation Plan Consortium. The management committee of the Consortium will have the Executive Director of RCTC acting as the RCTC representative. T T� RCTC Agenda June 12, 1991 Page 4 5C6 Work Program for Further Conformity Analyses of the FY 1991-97 Regional Transportation Improvement Program (RTIP) Under the Federal Clean Air Act (FCAA) Amendments of 1990. Administrative and Budget & Finance Committee, and Staff Recommendation Approve the financial commitment of $14,953 for computer service for the RTIP Conformity Analyses and support SCAG TCM number 13 with new policy format. 5C7 Rt. 91 Rideshare Marketing Prolect - Phase I1. Administrative Committee and Staff Recommendation That the Commission approve, pursuant to existing commuter buspool policy, the expenditure of Measure A Commuter Assistance funds in the amount of: 1) $4,000 to extend the Phase 11 marketing project through June 30, 1991; 2) $14,000 annually for the Anaheim buspool pursuant to formal action by the City of Anaheim and Disneyland to fund the full cost of the buspool less the subsidy, and enter into an agreement with RTA to provide said service; 3) $20,000 for implementation of a Phase III Rideshare Marketing Project; and, 4) that the Commission identify this effort as being consistent with the Transportation Management Plan for Route 91. 5D Consent Calendar - SAFE Items. 5D1 SAFE Update. Administrative Committee and Staff Recommendation Receive and file. 5D2 Addition of Portion of Route 62 For Call Box Coverage. Administrative Committee and Staff Recommendation Expand the Budget and Finance Committee recommendation to include the section of Route 62 from 1-10 north to the San Bernardino County line in the Riverside SAFE's call box coverage plan and instruct the vendors to evaluate and construct the necessary call boxes. This expands the overall budget for Route 62 coverage from approximately $15,000 to $18,000 to approximately $27,000 to $33,000. RCTC Agenda June 12, 1991 Page 5 5E Consent Calendar - Measure A Items. 5E1 Measure A and LTF Disbursements to New Cities and Revisions for Major Annexations. Administrative Committee and Staff Recommendation 1. That the Commission determine if they support the proposal to atter the disbursement of Measure A and LTF funds for locals streets and roads if agreed to as part of the LAFCO process. 2. If, the Commission supports the proposal, direct staff to forward it to LAFCO for their consideration. 5E2 Measure A Local Streets and Roads Program - Canyon Lake. Administrative Committee and Staff Recommendation Approve the Measure A Local Streets and Roads Program as submitted by the City of Canyon Lake for inclusion in the Five Year Capital Improvement Program. 5E3 Renewal of Bechtel Contract for 1991/92 Fiscal Year. Administrative and Budget & Finance Committee, and Staff Recommendation Approval of Amendment No. 5 to the contract between Bechtel and RCTC in the amount of $1,685,000 with an additional $65,000 set aside in an Extra Work account for use at the direction of the Executive Director. 5F Consent Calendar - Rail Items. 5F1 Increased Budget for Carl Schiermeyer Consulting Services. Administrative and Budget & Finance Committee, and Staff Recommendation 1. Approve an increase of $25,000 in the budget for rail consulting services for Carl Schiermeyer. Authorize the Controller to transfer this amount from the budget for highways to the commuter rail budget. 2. Authorize the continued use of Carl Schiermeyer's consulting services for the upcoming fiscal year in an amount not to exceed $156,000. This amount is included in the approved FY 91/92 budget. RCTC Agenda June 12, 1991 Page 6 5F2 State Highway 74 Improvement Project Right -of -Way Acquisition/Railroad Easement. Administrative Committee and Staff Recommendation That the Commission approve commitment of $42,300 for a right-of-way acquisition of a 40' railroad easement in the Route 74 Improvement Project in the City of Perris. 6. FY 1992-96 SHORT RANGE TRANSIT PLAN. Administrative Committee, CAC/SSTAC, and Staff Recommendations 1. Recommend the approval of the FY 1992-96 Short Range Transit Plan for the following public transit operators: Banning, Beaumont, Corona, Lake Elsinore Transit System, Palo Verde Valley Transit Agency, Rancho Mirage, Riverside Special Services, and the Riverside Transit Agency. 2. Recommend approval of an interim allocation of LTF Funds to continue existing services to the SunLine Transit Agency, if required, with a report and recommendation on the proposed Short Range Transit Plan to be presented to the Commission at their next meeting. 3. Recommend the Commission defer action on the Regional Commuter Rail section of the plan which will be presented to the Commission at their next meeting. 7. BOOZ-ALLEN & HAMILTON REPORT: EXPRESS BUS COMMUTE OPTION COST AND RIDERSHIP SKETCH PLAN ANALYSIS. Administrative Committee and Staff Recommendation Receive and file. 8. RAIL ITEMS. 8A Expression of Union Pacific Interest In Commuter Rail. Administrative Committee and Staff Recommendation Discussion and possible action. RCTC Agenda June 12, 1991 Page 7 8B Provision for Payment to IJPA/LACTC for Regional Rail Capital Investments. Administrative and Budget & Finance Committee, and Staff Recommendation Approve the payment of RCTC Measure A bond proceeds to the IJPA/LACTC for: the RCTC portion of the purchase of Taylor Yard ($1.7 million); the FY 1991-92 RCTC portion for the construction of Taylor Yard ($4.8 million); and funding to have the IJPA/LACTC purchase commuter rail cars to be used in providing Riverside County commuter rail service (up to $13.1 million). This is subject to an agreement with the IJPA/LACTC guaranteeing repayment of these funds to RCTC, after 1995, in the event commuter rail service to Riverside fails to develop. The repayment agreement will include coverage for potential bond penalties and interest. 9. RCTC SURVEY RECORDS DATABASE. Administrative Committee and Staff Recommendation Receive and file. 10.
