To adopt Resolution No. 91-005, Resolution of the Riverside County Transportation Commission Amending the Personnel Rules and Regulations. 4A5 Letter from Senators Presley and Kopp - Staffing Level. Staff Recommendation That the Commission authorize the preparation of a response to the letter from Senators Presley and Kopp for the Chair's signature. 4B CONSENT CALENDAR - TRANSIT/RIDESHARE 4B1 FY 1992-96 Short Range Transit Plans for Riverside Special Services and Hemet/San Jacinto Dial -A -Ride Portion of RTA. Administrative Committee. Citizens Advisory Committee/Social Service Transportation Advisory Council and Staff Recommendation To recommend approval of the FY 1992-96 Short Range Transit Plan for Riverside Special Services and the Hemet/San Jacinto portion of the RTA. 4B2 FY 1992-96 Short Range Transit Plan for SunLine Transit Agency. Administrative Committee. Citizens Advisory Committee/Social Service Transportation Advisory Council and Staff Recommendation To recommend that the Commission approve the FY 1992-96 SunLine Transit Agency Short Range Transit Plan. Page 3 July 10, 1991 RCTC Agenda 4B3 Minimum Fare Revenue Ratio for Riverside and SunLine Transit Agencies. Administrative Committee and Staff Recommendation Approve the FY 1991-92 minimum fare revenue to operating expense ratio of 17.8% for the Riverside Transit Agency and 14.7% for the SunLine Transit Agency, and request SCAG concurrence. 4B4 FY 1991-92 Local Transportation Fund Allocation for Transit. Administrative & Budget/Finance Committee and Staff Recommendation Approve the FY 1991-92 LTF Allocations for Transit in Riverside County. 4B5 Rideshare Incentive Programs. Administrative & Budget/Finance Committee and Staff Recommendation Route 91 Rideshare Incentive Program That the Commission: 1) Direct staff to negotiate and finalize an agreement with Inland Transportation Services, pursuant to the attached proposal, for the continuation of the Route 91 Program during FY 1991- 92 at a total program cost not to exceed $179,255; 2) Approve the agreement as negotiated by staff, subject to Legal Counsel review, and authorize the Executive Director to execute, on behalf of the Commission, said agreement with Inland Transportation Services, Inc.; 3) Approve the expenditure of Measure A Commuter Assistance funds in an amount not to exceed $144,255 for the Route 91 Program; and, 4) Direct Staff to seek funding support from the Orange County Transportation Authority and Caltrans to reduce the Measure A funds required for this Program. Page 4 July 10, 1991 RCTC Agenda Western Riverside County Rideshare Incentive Programs That the Commission direct staff to negotiate with Inland Transportation Services, Inc., pursuant to the attached proposal, to define a scope of services and budget, and present its recommendations at the August Commission meeting. 4B6 Measure A Specialized Transit Funds for Family Service Association of Western Riverside County (FSAWRC). Administrative & Budget/Finance Committee and Staff Recommendation That the Commission approve the Measure A funding request from Family Service Association of Western Riverside County of $36,457 for operating subsidy and $11,780 to provide the local match (20%) for a van applied for under the UMTA 16(b)(2) federal grant program, subject to the conditions of the Measure A Specialized Transit and Commuter Service Program policies. 4B7 FY 1991-92 UMTA Section 9 Program of Projects. Administrative Committee and Staff Recommendation Approve the proposed FY 1991-92 UMTA Section 9 Programs of Projects for Riverside County subject to modification, if required, as a result of the public hearing. 4B8 FY 1991-92 UMTA Section 18 Rural Transit Assistance Program. Administrative Committee and Staff Recommendation Approve the proposed FY 1991-92 UMTA Section 18 Program of Projects for Riverside County. T Page 5 July 10, 1991 RCTC Agenda 4B9 State Route 60 Park and Ride Lot Cooperative Agreement Between RCTC and Caltrans. Administrative Committee and Staff Recommendation Approve the Cooperative Agreement for the Route 60 Park and Ride. There is no additional funding implication to RCTC other than continued assistance with the engineering effort if required. 4C CONSENT CALENDAR - SAFE ITEMS. 4C1 Monthly Call Box Update. Administrative Committee and Staff Recommendation Receive and file. 4C2 Month to Month Extension of TechPlan Contract to Provide Call Box Operations Statistics. Administrative & Budget/Finance Committee and Staff Recommendation The Riverside County SAFE approve a month to month contract with Techplan to provide monthly call box statistical reports and graphs at a fixed cost of $500.00 per month subject to legal counsel review of the contract. 4C3 Resolution to Recognize Contributions of the Bi-County SAFE Technical Advisory Committee. Administrative Committee and Staff Recommendation That the SAFE Board authorize the presentation of appreciation of services resolutions for the Bi-County SAFE Technical Advisory Committee and a special award to Mr. Neal Kipnis of the Office of County Counsel and Mr. Steve DeBaun of BB&K. siF Page 6 July 10, 1991 RCTC Agenda 4D CONSENT CALENDAR - HIGHWAYS/STREETS AND ROADS 4D 1 Closeout of Route 86 Design Expenses. Administrative & Budget/Finance Committee and Staff Recommendation That RCTC authorize reimbursement of up to an additional $125,000 ($272,451 minus $150,000, rounded up) to Caltrans District 11 for additional design services required to complete the Route 86 PS&E. 4D2 Adopt Resolution Designating the Washington Street and 1-10 Interchange Improvement Proiect as a Measure "A" Major Regional Arterial Road Project. Administrative Committee and Staff Recommendation To adopt Resolution No. 91-006 designating the Washington Street and 1-10 Interchange Improvement Project as a Measure "A" Major Regional Arterial Road Project. 4D3 Evans -Ellis Corridor Study and I-215/Evans Road New Connection Report. Administrative Committee and Staff Recommendation. Receive and file. 4D4 Route 74 Measure A Proiect From G Street to 1-215 - Advance Right - of -Way Acquisition. Administrative & Budget/Finance Committee and Staff Recommendation That RCTC authorize staff to proceed with evaluating advanced (protective) acquisitions associated with the 74/1-215 interchange including the parcel identified in the southwest quadrant. If so approved, staff will have Caltrans proceed with appraisal work and will report back to RCTC on recommended actions. Budget for specific ROW purchase for Route 74 are included in the estimates for the projects but were not specifically budgeted for the 91 /92 fiscal year. Administrative Committee and Staff Recommendation That the current work (Project Study Report, Project Report, and Environmental Document) for the Winchester to Warren curve realignment project on Route 74 be halted. It is further recommended that RCTC authorized staff to proceed in working with Caltrans, Riverside County, and the City of Hemet to develop the minor safety improvement projects identified above and, if further investigation shows the projects are fully warranted, proceed with project implementation. 4D6 Alder Corridor Study Funding Request - SANBAG. Administrative & •Budget/Finance Committee and Staff Recommendation That the Commission agree to provide $30,000 in Measure A Highway funds to SANBAG to fund the Riverside County share of the proposed Alder Corridor Study. 4D7 SB 821 Project Time Extension Request - Riverside County. Administrative Committee and Staff Recommendation That the Commission grant the County of Riverside an extension to March 31, 1992 for construction of the Paseo Grande Sidewalk Project in order to revise the scope of the project and to obtain additional funds from the City of Corona. 4E CONSENT CALENDAR - RAIL ITEMS. 4E1 Joint Exercise of Powers Agreement to Establish the Southern California Regional Rail Authority. Administrative Committee and Staff Recommendation That the Commission authorize the execution of the "Joint Exercise of Powers Agreement to Establish the Southern California Regional Rail Authority". Page 8 July 10, 1991 RCTC Agenda 4E2 Formation of a Technical Advisory Committee for the Riverside to Los Angeles/Orange County Commuter Rail Corridor. Administrative Committee and Staff Recommendation That the Commission authorize the formation of the Riverside to Los Angeles and Orange County Commuter Rail Corridor Technical Advisory Committee. 4E3 First Monthly Progress Report on the Activities of the Interim Joint Powers Authority Southern California Commuter Rail Coordinating Council. Administrative Committee and Staff Recommendation Receive and file. 4E4 Authorization to Execute Transit Capital Improvement Program - Fund Transfer Agreement for $1.0 Million Grant for Preliminary Engineering and Environmental Assessment of Commuter Rail Service Between Riverside and Orange Counties. Administrative Committee and Staff Recommendations 1) Execution of Fund Transfer Agreement for the FY 1990-91 TCI grant ($1.0 million TCl/$1.0 million Measure "Al and authorizing resolution for the Preliminary Engineering and Environmental Assessment of Commuter Rail Service Between Riverside and Orange County, subject to legal counsel review, and 2) Authorize staff to begin SB 580 Review with the State of California, Department of Transportation to qualify RCTC as a certified recipient of state or federal funds for an exclusive public mass transit guideway project. 5. STATUS REPORT ON THE STATE BUDGET AS IT RELATES TO TRANSPORTATION. A report will be presented at the meeting by the Deputy Executive Director. 7. CAJALCO TRANSPORTATION CORRIDOR STUDY. Administrative Committee and Staff Recommendation That the Commission: 1) Receive and approve the P&D Technologies Interim Technical Memorandum for the Cajalco Corridor; and, 2) Discuss policy issues and provide direction to staff. 8. ROUTE 91 TOLL ROAD - INVITATION TO OCTA TO JOIN RCTC IN THE NEGOTIATION PROCESS. The Chairman and Executive Director will present an oral report at the meeting. 9. SERFAS CLUB DRIVE COMMUTER RAIL STATION SITE. Staff Recommendation Discuss the pros and cons of the Palisades (County of Riverside) and the Serfas Club Drive Sites for use as the commuter rail station and direct staff regarding further actions that might be necessary. 10. MEMORANDUM OF UNDERSTANDING BETWEEN THE COUNTY TRANSPORTATION COMMISSIONS PARTICIPATING IN THE DEVELOPMENT OF SOUTHERN CALIFORNIA REGIONAL COMMUTER RAIL SERVICE ON THE FUNDING OF COMMUTER RAIL RELATED CAPITAL IMPROVEMENTS.
