HomeMy Public PortalAbout1970-03-02 Annual Town Mtg Report REPORT OF TU 0NUAL TOWN MEETING Narch 2, 1970 In accordance with the Warrant the meeting was held in the Brewster School Auditorium handay, harch 2, 1970. The meeting was called to order at 7:000 P. M. by the Moderator, Grant Y . Koch with tellers Paul C. Sylver, Elisabeth Lin ell and Gladys Curtis. Registrars were Dorothea Dugan and Jean Gage. Prayer -was offered by Rev. Henry L. Durand, X. S. of Our Lady of the Cape Church. Pledge of Allegiance to the flag was led by Soy Scout, Douglas iamsay. There was a quorum declared present. Preamble and Resolution was read by Jean C. Olmsted honoring George W. Foster to be preserved in the official records of the town. The Warrant was read by the Town Clerk, Donald P. Consodine, with the exception of the Articles which were read as they were being considered. ARTICLE 1 . To act on the annual report of the Selectmen and other Town Officers. . Voted unanimously that the annual report of the Selectmen and other Town Officers be accepted. ARTICLE 2.To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1 , 1970 and to issue a rote or rotes, therefore, payable within one year, and to renew any note or notes as may be given fora period of less than one year in accordance with Section. 17 of Chapter 44, General Laws as amended. Voted unanimously that the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 11 1970 and to issue a note or notes, therefore, payable within one year, and to renew any note or notes as may be given for a period of -less than one year in accordance with Section 17 of Chapter 14, General Laws as amended. ARTICLE 3. To see if the Town will vote to appropriate a slu= of money to the Reserve Fund. Voted unanimously that the Town raise and appropriate the sum of Five Thousand Dollars ($5400.00) to the Reserve Fund. ARTICLE 4. To hear the report of any special committee. An interim report was submitted by William Saylor of the Tennis Committee. No action was taken. ARTICLE 5. To see if the Town will vote to fax the salary and compensation of all elective officers of the Torn as provided by Section 108, Chapter 41 , General Laws as amended, for the year 1970, to be effective Jarua.ry 1 , 1470. Voted unanimously that the Town raise and appropriate the sum. of Five Thousand T-i#�;o Hundred Fifty Dollars ( $ 5 , 250 . 00 ) and transfer from free cash in the treasury the sum of Eleven Thousand Five Hundred Fifty Dollars ( $ 11 , 550 . 00 ) to meet the cost of the state ' s share of Chapter 81 , highway work . G2_ ARTICLE 8. To see if the Torn will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90, Highways. Voted unanimously that the town raise and appropriate the sum of Six Thousand Dollars ($6,000.00) and transfer from free cash in the treasury the sum of Eighteen Thousand Dollars ($18,000.00) to meet the cost of the state and county's snare of Chapter 90, highway construction. ARTICLE 9. To see if the Town will vote to appropriate from the Road Thchfinery General Fund, the sum of Thirty Five Hundred Dollars 03,500.00) to be used for the purchase, maintenance and operation of Road Machinery. Toted unanimously that the Town appropriate from Road 1U1chinery General Fund, the sum of Thirty Five Hundred Dollars ($3,500.00) to be used for the purchase, maintenance and operation of Road Machinery. ARTICLE 10. To see if the Tow=n: mill vote to transfer the sum of Three Thousand Three Hundred Twenty-Four Dollars and Twenty Five Cents 03,324.25) from the (ands provided by Section 4, Chapter 768 of the Acts of 1969 to be used for resurfacing a portion of Long Pond Road. Voted unanimously that the Town transfer the sum of Three Thousand Three Hundred Twenty Four Dollars and Twenty Five Cents (13,324.25) from the funds provided by Section 4, Chapter 768 of the Acts of 1969 to be used for resurfacing a portion of Long Fond Road. ARTICLE 11 . To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General maws, as amended by Chapter 516 and 524, Acts of 1950 for all damages that may be incurred by ark to be performed by the Department of Public Works of hassachus- etts for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tide-waters, fore- shores and shores along a public beach outside Boston harbor, inGlud- i.ng the Merrimack and Connecticut Rivers, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefore to the Commonwealth. Noted unanimously that the Town authorize and instruct the Town Treasurer to pay the Dog Tax returns from the assessments of 1969 to the Brewster Ladies' Library Association in accordance with Chapter 110, Section 72. ARTICLE 14. To see if the Town will vote to transfer from available funds in the Treasury, the sum of Five Hundred Dollars ($500.00) to the Brewster Ladies' Library Association. ARTICLE 29. To see if the Town will vote to raise an& approp- riate the sum of Two Thousand Dollars ($2,003.00) to install a drainage system at the junction of Arden Drive and Tubman Road. To see if the Town will raise and appropri ate the sum of Seven Thousand Five Hundred Dollars ($7,500.00) for the purpose of putting fluorescent lighting in the Brewster elementary School. Voted by voice that the Town raise and appropriate the sum of Seven Thousand Five Hundred Dollars ($7,500.00) for the purpose of putting fluorescent lighting in the Brewster Elementary School. ARTICLE. 31 . To see if the Town will vote to raise and approp-- the sum Two Hundred. Twelve Dollars ($212.00) to be paid to the Cape Cod dental Health Association under the direction of the School Committee for services rendered or to be rendered to citizens of the Town of Brewster at the Rental Health Center, under the provisions of Massachusetts General Lav-s, Chapter 40, Section 5, (400. Voted by voice that the Town raise and appropriate the sum of Two Hundred Twelve Dollars ($212.00) to be paid to the Cape Cod Mental Health Association under the direction of the School Comm ittee for services rendered or to be rendered to citizens of the Town of Brewster at the Mental Health Center, under the provisions of Massachusetts General Laws, Chapter 4A, Section 5, (40c). ARTICLE 32. To see if the Town will vote to raise and approp- riate, or expend from available funds the sum of Six Hundred - Dollars ($600.00) in accordance with the provisions of Chapter 114 of the General Laws for the maintenance and care of the following so called Ancient Cemeteries: Dillingham Burying Ground, Lincoln Foster Cemetery, Red Top Graveyard, Sears Burying Ground and the Old Burial Ground (north of the First Parish Church), funds to be expended under the direction of the Superintendent of Public Nbrks. Motion was made to amend by voice to eliminate "from available fund". Voted unanimously as amended to raise and appropriate the sur of Six Hundred Dollars ($600.00) in accordance with the provisions of Chapter 114 of the General Laws for the maintenance and care of the following so called ?'ancient Cemeteries: Dillingham Burying Ground, Lincoln Foster Cemetery, Red Top Graveyard, Sears Burying Ground and the Old Burial.
