Prior to the opening of the meeting , the nerdy appoint- ed members of the Finance Committee were duly sworn by the Town Clerk , Donald P . Consodine . They were Berry Richardson , E . Kenneth Graham , and Donald 1 . Kerrill . The meeting was called to order at 8 : 00 P . P . by the 11rTod - erator , Grant t: . Koch with Elsabeth 0 . li.nnell , Gladys Curtis , and Paul C . Sylver as tellers . Registrars of voters on duty were Dorothea Dugan , and Jean Gage . There was a moment of silent prayer . There was more than a quorum present . The Warrant was read by the Town Clerk , with the exception of . the articles , which were read as they were considered: . ARTICLE 14, To see if the Town shall accept the provis - ions of Sections 16 to 161 , inclusive , of Chapter 71 of the. General laws , providing for the establishment of a reg - ional school district comprising the towns of Barnstable , Brer: ster , Chatham , Dennis , Eastham , Harwich , Orleans , Pro - vincetown , Truro , Wellfleet and Yarmouth , and the construct - ion , maintenance , and operation of a regional school b;,- the aistw ict in accoraance i .Tith the r��rc U-i siQ��_s o " a ,r~ o .. posed agreement filed with the selectmen , VOTED by paper ballot , Yes 194 , No 24 , that the town accept the provisions of sections 16 to 1.61 , inclusive , of chapter seventy- one of the General Iaws providing for the establishment of a. regional school district comprising the towns of Barnstable , Brewster , Chatham , Dennis , Eastham , Harwich , Orleans , -Provincetawn , Truro , Wellfleet and Yar-- mouth , and the construction,. maintenance and operation of _ a regional school by said district in accordance with the provisions of a proposed agreement filed with the selectmen. ARTICIIE 2 . To see if the Town will auth size and empow - er the Board of Selectmen to purchase , take by eminent dom ain or otherwise acquire , the title to the fee in certain parcels of land for the purpose of a municipal disposal area ; the said parcels of land being in an area of land ad* jacent to Freeman ' s VTay , a Town Road , and shown on a plan enti sled " Plan of Lands in Brews ter , Mass . , as surveyed and mapped for the Town of Brewster , February 1970 , Nickerson Berger , Eastham , Mass . " which plan is now on file in the office of the Town Clerk Qf Brewster e the land to be taken or acquired containir103 . 39 acres , and to raise and ampre- priate the sum of seventy- four thousand seven hundred ( 74 , mw 700 . 00 ) dollars for such purpose and to determine whether such appropriation shall be raised by taxation , by trans -- fter of available funds , by borrowing or otherr,, ise , and take any action relative thereto , . " now on file with the Tower Clerk , said panel containing 103 . 39 acres , and that the sum of seventy-four thousand sever_ hundred dollars 074 , 700 . 00 ) be appropriated for such purpose and to meet said apnropriat -- ion the sum of five thousand dollars 05 , 000 . 00 ) shad be a- ppropriated .from Free Cash in the treasury , and the Treasurer with the approval of the. Selectmen , is hereby authorized to borrow at one time , or fron. time to time , the sum of sixty- nine thousand seven hundred dollars ( $ 69 , 700 . 00 ) and to issue bonds or notes therefor under and pursuant to Chapter 44 , Section 7 , clause 3 of the General Iaws , as amended and --supplemented each issue of such bonds or notes to be payable in not more ham two ( 2 ) years from its date in accordance with the applicable provisions of said Chapter 44 . !ARTICLE 3. To see if the Town will vote to rescind the action taken finder Article 17 of the 1970 annual town meeting. 70TED unanimously that the Town rescind the action taken under Article 17 of the 1970 annual town meeting. ARTICLE 4. To see if the Town will vote to amend the vote adopted under Article 2 at the special town meeting held on December 15, !969, -by providing that the town shall acquire the -title to the fee in the lard referred to in said Article 2 and the vote adopted thereunder. VCTED unanimously that the Town amend the vote adopted under Article 2 at the special town meeting held on Dec- ember 15, 1969, by providing that the town shall acquire --- the title to the fee in the land refereed to -in said Article 2 and the vote adopted thereunder. ARTICLE 5. To see if the Town will vote to raise and ap- proiate or transfer from Free cash the sum of Two Thousand -Dollars ($2, 000.00) for the purpose of erecting a fence and clearing brush along the playing field of the Brewster Elementary School, said sum to be expended under the directs._ ion of the Brewster School Committee. VOTED, after some discussion, that an amendment be voted that the Town instruct the School Committee to install the proposed fence along the playing field of the Brewster El- ementary School. Standing vote, Yes 124, No 45. ARTICLE 6. To see if the Town will vote to transfer from free cash in the treasury the sum of Four Hundred Fifty Dollars ($450.00) to cover the expenses of the Pomy League and Teener League. VOTED unanimously that the Town transfer from free -cash in the trey=.ry the sum of four hundred fifty dollars 0450,00) to cover the expenses of the Pony League and Teener League. ARTiCIE 7 . To see if the ''Tarn will vote to establish a recreation commission. VOTED that the Toon establish a recreation eom_.mi_ssi.on,con- si sti ng of three members, to be elected at the next Annual -Town meeting; one member to be elected for one year, one member for two years, and one member for three years, and thereafter one member to be elected annually for three years. A.RT'ICIE 8. To see if the Tawn will vote to install and maintain a street light on pole #3 on Alden 'Drive. -VOTED that the Town install and maintain a street light on pole #1 on Alden 'Drive. ARTICLE 9. To see if the Town will vote to install and maintain a street light on pole #571 on Loner Road. VOTED that the Town install and maintain a street light on pole 071 on Lower Road. ARTICLE 10. To5ee if the Town will vote to establish a Police and Dispatch Study Committee to make recommendations for the future needs of these two departments. Said com- mittee to be appointed by the Moderator and to consist of the following: Two members of the Finance Committee, one -- member of the Board. of Selectmen, one member of the Planning Board, and the Chief of Police. Said committee to render a written report tc the Beard of Selectmen on or before Nov- ember 1, 1970 Voted by voice vote Yes 105, No 75 to amend the motion to include three citizens of the Town. VOTED BY voice vote that the Town establish a Police and Dispatch Study Committee to make recommendations for the future needs of these two departments ; said committee to be appointed by the Moderator and to consist of the follow- ing: Two members of the Finance Committee, one member of the Board of Selectmen'-, one member of the :Planning Board, the chief of Police, and three citizens of the Town. Said corimittee to render a Ymmitten report to the Board of Selectmen_ on or before november 1, 1970. further motion to include the Fire Chief was defeated. RTIC= 11. To see if the Town will vote to transfer from free cash in the treasury a sum of Money to publish copies of the proposed zoning code, said sum to be expend- ed by the P1annirZ 'Board. 4rOT_..� that the Town transfer from free cash the sum of FiveHudred Eighty Five Dollars (1585.00) to pub- lish copies of the proposed zoning code, said sum to be expended by the Planning Board. At this time, the Moderator was recuested 10 re-subr_it Article 5 to the voters. This was done, and it was voted as shoran above. ARTICLE 12.
