Lawn, Jr., District D Councilor Watertown Town Council Administration Building 149 Main Street Watertown, MA 02472 Phone: 617-972-6470 R-2010-31 A Resolution Supporting the Reduction in Paper Use by the Town Council and the Adoption of an Electronic Policy WHEREAS, the Town Council of the City known as the Town of Watertown is determined to reduce its fiscal and environmental impacts on the citizens of Watertown; and WHEREAS, a reduction in the use of paper for the production of documents and materials used and developed by the Town Council will directly reduce the impact of the Town Council by reducing costs to the citizens of Watertown and reducing waste to the benefit of the environment; and WHEREAS, notwithstanding the interest in reducing the use of paper the Town Council must continue to review and produce documents and information for the benefit of the citizens of Watertown; and WHEREAS, the Town Council has determined that it can meet the needs of the citizens of Watertown efficiently and effectively while addressing its goals of reduced costs and environmental impacts through the use of electronic document storage and retrieval. NOW THEREFORE BE IT RESOLVED, that the Town Council of the City known as the Town of Watertown hereby determines to reduce the use of paper for its business undertakings through the adoption and use of electronic systems in accordance with the following policies: 1. each Councilor shall be issued a laptop computer which computer shall remain the property of the Town and shall be used for official Town purposes only; 2. use of the Town Council laptop computers shall be subject to the Town's Electronic Communications Policy, as applicable; 3. each Town Council laptop computer may be used only by its assigned user for official Town purposes and may not be used for personal business; 4. use of the Town Council laptop computers and the information stored thereon and disseminated therefrom shall be subject, to the extent applicable, to the requirements of the regulations of the Office of Campaign and Political Finance, the Open Meeting Law, the Public Records Law, and the Conflict of Interest Law; 5. each Councilor shall surrender his or her assigned laptop computer to the Town on the last day of that Councilor's term in office; 6. the Town Council laptop computers shall be maintained, repaired, and updated, as necessary, by the Town through its Information Technology Department, and no maintenance, repairs, software installation, or upgrades shall be performed by Town Councilors; and BE IT FURTHER RESOLVED, that the Town Council shall seek funding for the electronic systems necessary to accomplish the above -stated policy provisions in the amount of $16, 983.00 as follows, all equipment purchased therewith to be and remain property of the Town of Watertown: 1. Laptops (9) - $16,263.00 2. Air Card - $720.00 BE IT FURTHER RESOLVED, that the Town Council shall seek funding in the amount of $784.00 to equip the Town Council Chambers with the following equipment for the display of information to the public for use during meetings of the Town Council and other committees who use these chambers, all equipment purchased therewith to be and remain property of the Town of Watertown: 3.
