Whereas: The Commonwealth of Massachusetts reached a settlement with
Wheelabrator Saugus and Wheelabrator North Andover resolving alleged
environmental violations; and
Whereas: As a result of the settlement, the Massachusetts Attorney General
has established a $4.5 million Municipal Relief Fund, of which $3.5 will be
distributed to cities and towns that had contracted with Wheelabrator Saugus
or Wheelabrator North Andover in 2009 for trash disposal; and
Whereas: Watertown will receive $79,941 in fiscal year 2010 from the
Municipal Relief Fund as a result of the Commonwealth's settlement with
Wheelabrator Saugus and Wheelabrator North Andover; and
Whereas: The distribution of $79,941 from the Municipal Relief Fund is a one-
time only allocation; and
Whereas: Watertown's General Fund account for 2010 is sufficiently funded to
cover requests that may come before the Town Council during the remaining
six weeks of the current fiscal year; and
Whereas: Watertown's Department of Public Works is facing a significant work
load this spring and summer as a result of this past winter's storms;
Therefore be it Resolved: That the Town Council recommends that the Town
Manager allocate funds in the amount of $79, 941, that will be distributed by
the Municipal Relief Fund, to the Department of Public Works for the hiring of
temporary personnel to complete public works -related projects as identified by
the Superintendent of the Department of Public Works.
