ADMINISTRATIVE COMMITTEE & STAFF RECOMMENDATIONS That the Commission approve the revised budget for Best, Best & Krieger to add $175,000 (inclusive of toll road work) for their services as general counsel, subject to Budget and Finance Committee recommendation. ADMINISTRATIVE COMMITTEE AND STAFF RECOMMENDATION That the Commission approve the revised budgets and allocation percentages for indirect costs for Measure A, SAFE and RCTC, and the addition of $90,000 to Measure A Contingency Funds, subject to Budget and Finance Committee recommendation. ADMINISTRATIVE COMMITTEE AND STAFF RECOMMENDATION That the Commission allocate $77,497 to Calimesa and $107,417 to Canyon Lake in LTF funds for streets and roads in FY 1990-91 from the Western County apportionment area and reduce the County of Riverside allocation for streets and roads by $184,914. ADMINISTRATIVE COMMITTEE AND STAFF RECOMMENDATION Subject to Budget and Finance Committee approval, that the Commission direct staff to: 1) Requests SB 2297 funding from SCAQMD for the conversion of the mobile commuter store unit to LPG per the Acurex proposal and that said funding cover all costs of the project as required by SCAQMD's Technology Advancement Office; and, Continue to seek funding from SCAQMD's Public Affairs Division for start-up costs of the unit. ADMINISTRATIVE COMMITTEE AND STAFF RECOMMENDATION That the Chair appoint: 1) Commissioner MacGregor as Commissioner Lopez' alternate to the Ontario Blue Ribbon Committee; 2) Commissioner Cornelison as Commissioner Lopez' alternate to the SCAQMD Interagency AQMP Implementation Committee; and, 3) Commissioner Cornelison as a representative to the Southern California Regional Rail Joint Powers Authority. 4B2 ADOPTION OF "SINGLE SIGNAGE AUTHORITY". ADMINISTRATIVE COMMITTEE AND STAFF RECOMMENDATION Approve the Consolidated Transportation Service Agency Operating Plan for the Coachella Valley. 4B7 WESTERN RIVERSIDE COUNCIL OF GOVERNMENTS - LTF WORK AND AGREEMENT. ADMINISTRATIVE COMMITTEE AND STAFF RECOMMENDATION To approve the allocation of $500,600 to the Westem Riverside Council of Governments (WRCOG) and authorize the Chairman to execute the agreement with WRCOG for implementing their work program. JHI{ AND LSA FOR PRELIMINARY ENGINEERING. TRAFFIC ANALYSIS AND ENVIRONMENTAL SERVICES FOR MEASURE A OUTSIDE WIDENING OF ROUTE 91 BETWEEN ROUTE 71 AND INTERSTATE 15. ADMINISTRATIVE COMMITTEE AND STAFF RECOMMENDATION Approve the submittal of a preliminary engineering services (KAWES), traffic analysis (JHK) and environmental studies (LSA) contracts for the Route 91 Outside Widening with the understanding that the actual cost for all three contracts will be within the previously described limits and all other differences will be resolved to the mutual satisfaction of RCTC, BB&K, and the contractors (KAWES, JHK, and LSA). If the Budget and Finance Committee recommendation differs from the Administrative Committee and staff recommendation, this item will be pulled from the Consent Calendar. 4D CONSENT CALENDAR COMMUTER RAIL ITEM 4D1 COMMUTER RAIL STUDY - MORRISON-KNUDSEN ENGINEERS ADMINISTRATIVE COMMITTEE AND STAFF RECOMMENDATION To: 1) Approve the revised Scope of Services and additional cost as a contract amendment; 2) Authorize appropriate budget transfers from Measure A Contingencies to Measure A Consultants/Other; 3) Authorize the Executive Director to execute agreements with LACTC, LOSSAN, SANBAG, and OCTC for reimbursement of proportionate shares of additional cost; and, 4) Direct Legal Counsel to develop the appropriate agreements. 4E CONSENT CALENDAR SAFE - CALL BOX SYSTEM UPDATE ADMINISTRATIVE COMMITTEE AND STAFF RECOMMENDATION Receive and file. COMMUTER RAIL ITEMS. 6A COMMUTER RAII, IPA. Staff Recommendations 1) RCTC should support a"majority vote requirement, but drop its request for four of the five agencies to be present for a quorum. 2) RCTC should not support providing ex-officio membership for SCAG. If such membership is approved, it should be restricted to members of the SCAG Executive Committee. 6B. LOCOMOTIVE PROCUREMENT ADMINISTRATIVE COMMITTEE AND STAFF RECOMMENDATION 1) That the use of Measure A funds to purchase new locomotives and process the requisite amendments to the approved TCI application with CTC. 2) Request the LACTC and Interim Joint Powers Authority to exercise the option in the General Motors locomotive contract to purchase 3 locomotives to be used for the provision of interim construction mitigation service. 3) The use of Measure A funds for the procurement, should events occur which delay access to the TCI funds (approximately S6.6 million not including progress payments). ADMINISTRATIVE COMMITTEE AND STAFF RECOMMENDATION Caltrans' preliminary schedule should be compared with a draft Bechtel -prepared schedule in relation of the impact of anticipated inflating project costs.
