HomeMy Public PortalAbout2002.069 (05-08-02)RESOLUTION NO. 2002..069 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE CDBG AND HOME CONSOLIDATED ONE-YEAR ACTION PLAN FOR FISCAL YEAR 2002-2003 WHEREAS, the Department of Housing and Urban Development provides federal funding in the form of the Community Development Block Grant (CDBG) and the Home Investment Partnership (.HOME) Grant These funds are made available to assist the City of Lynwood in providing decent housing, a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income, and WHEREAS, HUD has made $2,051,371 m CDBG funds and $695,000 in HOME funds available for programming during the 2002-2003 fiscal year When this amount is combined with CDBG program income in the amount of $75,000, CDBG carryover funds in the amount of $75,000, and $250,000 Prior Year Unobligated Balance, the total amount for HUD programs and activities is $3,146,371, and WHEREAS, three public hearings were held to obtain citizen input and comments on the City's housing and community development needs, and draft Consolidated Annual Action Plan (FY2002-2003), and t WHEREAS, the Lynwood City Council has reviewed the draft Consolidated Annual Action Plan and allowed public comments and input, relating to Lynwood's community development and housing needs NOW, THEREFORE, the City Council of the City of Lynwood does hereby find, determine, order and resolve as follows Section 2 The Annual Action Plan for fiscal year 2002-2003, CDBG and HOME applications, and the allocation of CDBG and HOME funds to the following activities for fiscal year 2002-2003 •s•~=• ~~~:>~~:~~jv~~ vim: \\\~~``~"~~~i..~v~+{.:A jS+.M~{}M'{r~{~~~~ *~: !L'.F:l9o: ..1~..~ x.4'Ax .:}k3$~.1~2a..?hW'.R"'4?{f}~.~y.+i+~'.22??2P:Ve :. i..y=.: ..y v3}y.~y{/y7r~~} iif~': Zf!~:i wi`.~' ^ HUD ADMINISTRATION $ 320,000 ^ FAIR HOUSING FOUNDATION 16,355 ^ CODE ENFORCEMENT 338, 061 ^ STREET IMPROVEMENTS 2001 1,458,000 ^ HOME Program and Activities 695,000 • SENIOR CITIZEN PROGRAM 55,000 ^ AFTERSCHOOL PLAYGROUND PROGRAM 55,000 • NATATORIUM EXTENDED HOURS 40,000 • LYNWOOD CROSSING GUARDS 60,000 ^ TRUEVINE HOMELESS MEN 10,000 ^ GETER FOUNDATION 20,000 ^ ST. This Resolution authorizes the required submittal of the Consolidated Annual Action Plan for fiscal year 2002-2003 to the U S Department of Housing and Urban Development (HUD) Section 3.
