Consent Calendar - All matters on the Consent Calendar will be approved in a single motion unless a Commission member requests separate section on specific items. 4A CONSENT CALENDAR GENERAL ITEMS. 4A1 CASH IMPREST ACCOUNT Administrative Committee Recommendation: Approve the establishment of a cash imprest account in the amount of $5,000 and direct staff to transfer this amount from the County to a local bank. This amount falls within the current budget and will be transferred from the Contingency Account. Staff Recommendation: The same as the Administrative and Budget and Finance Committees recommendation. 4A2 RCTC FRONT FUNDING FOR CALTRANS' OFFICE MODIFICATIONS Administrative Committee Recommendation: Approve up to $35,000 to cover the cost of required modifications to Caltrans' offices, subject to repayment by Ca'trans at such time they take possession of the property, as Lessee. Staff Recommendation: The same as the Administrative and Budget and Finance Committees recommendation. 4A3 COMBINED ROAD PLAN (CRP) ADVISORY COMMITTEE REPRESENTATIVE APPOINTMENT Administrative Committee Recommendation: That the Commission approve the appointment of Linda Bohlinger of LACTC as this area's representative to the CRP Advisory Committee with Paul Blackwelder of RCTC as the alternate representative. Staff Recommendation: The same as the Administrative Committee recommendation. 4A4 RCTC/COMMITTEE 1991 MEETING SCHEDULE Staff Recommendation Receive and file. 4A5 FY 1991-92 TRANSPORTATION DEVELOPMENT ACT UNMET NEEDS HEARINGS Administrative Committee Recommendation: That the Commission: 1) hold unmet transit needs hearings in Temecula and Riverside on February 13, 1991 and in Palm Desert on March 13, 1991; and 2) direct staff to locate appropriate facilities for the hearings. Staff Recommendation: The same as the Administrative Committee recommendation. 4A6 SB 821 TIME EXTENSION REQUEST - CITY OF INDIAN WELLS Administrative Committee Recommendation: Commission approval of a six-month extension for the City of Indian Wells to complete the Highway 111 Bikeway Project as funded under the Commission's SB 821 Program. Staff Recommendation: The same as the Administrative Committee recommendation. 4A7 RCTC COMMENTS ON EPA'S FEDERAL IMPLEMENTATION PLAN FOR AIR QUALITY Administrative Committee Recommendation: RCTC should officially endorse the RCTC comments on the EPA promulgated Federal Implementation Plan for air quality. Staff Recommendation: The same as the Administrative Committee recommendation. 4A8 REVIEW OF RCTC INSURANCE POLICIES Administrative Committee Recommendation: RCTC authorize staff to request ARMTECH to prepare a proposal to review RCTCs insurance program, review the RCTC in terms of liability exposure and make recommendations on RCTC insurance needs. 4B CONSENT CALENDAR - SAFE (CALLBOX) ITEMS 4B1 CALIFORNIA HIGHWAY PATROL - INDIRECT COST RECOVERY INCREASE Administrative Committee Recommendation: To authorize the Executive Director to execute the letter agreement amending the contract with the California Highway Patrol for indirect cost recovery for FY 1990-91. Staff Recommendation: The same as the Administrative Committee recommendation. 4B2 REVIEW OF SAFE INSURANCE POLICIES Administrative Committee Recommendation: Recommend SAFE Board authorize staff to follow up on the recommendations resulting from ARMTECH review of the SAFE insurance policies with the exception of the purchase of the Inland Marine policy form. Staff Recommendation: The same as the Administrative Committee recommendation. 4C CONSENT CALENDAR - MEASURE A ITEMS. 4C1 HOV/RIDESHARE/COMMUTER MATTERS 4C1A ROUTE 91 RIDESHARE MARKETING PROJECT Administrative Committee Recommendation: That the Commission approve, pursuant to existing commuter buspool policy, the expenditure of Measure A Commuter Assistance funds in the amount of: 1) $3,000 to extend the existing marketing project through the end of the year; 2) $14,100 annually for the County of Orange/Santa Ana Civic Center buspool pursuant to formal action by the County of Orange to fund the buspool at an annual cost of $51,900 and enter into an agreement with RTA to provide said service; 3) $20,000 for implementation of the two month rideshare marketing project at a second employer site, and 4) That the Commission identify this effort as consistent with the Transportation Management Plan for Route 91. Staff Recommendation: The same as the Administrative and Budget and Finance Committees recommendation. 4C1B MORENO VALLEY/FULLERTON COMMUTER BUSPOOL Administrative Committee Recommendation: 1) That the Commission approve, pursuant to existing commuter buspool policy, the expenditure of Measure A Commuter Assistance funds in the amount of $14,100 annually for a Moreno Valley/Fullerton commuter buspool to be contracted for by the Riverside Transit Agency; and 2) That the Commission identify this effort as consistent with the Transportation Management Plan which addresses the mitigation of construction activities on Route 91. Staff Recommendation: The same as the Administrative and Budget and Finance Committees recommendation. 4C1C MOBILE COMMUTER STORE Administrative Committee Recommendation: That the Commission direct staff to: 1) complete development and implementation of the mobile commuter store project in cooperation with the participating funders; 2) continue to work with SCAQMD to fund up to 50% of the start-up and operations costs; and, 3) approve the expenditure of Measure A commuter 4 assistance funds in an amount not to exceed $100,000 for start-up costs in FY 90-91 and $68,400 for operations in the July, 1991 through June, 1992. Staff Recommendation: The same as the Administrative and Budget and Finance Committees recommendation. 4D CONSENT CALENDAR - WESTERN COUNTY SPECIALIZED ELDERLY/HANDICAPPED FUNDING REQUESTS 4D1 MEASURE A SPECIALIZED TRANSIT FUNDS FOR CITY OF RIVERSIDE EMERGENCY DIAL -A -RIDE SERVICE Administrative Committee Recommendation: That the Commission approve the Measure A funding request from the City of Riverside in an amount not to exceed $13,000, subject to the conditions of the Measure A Specialized Transit and Commuter Service Program policies. Administrative Committee Recommendation: That the Commission approve the Measure A funding request of $20,320 from Meditrans Services, subject to the conditions of the Measure A Specialized Transit and Commuter Service Program policies. Administrative Committee Recommendation: That the Commission approve the Measure A funding request of $14,000 from Friends of Moreno Valley Senior Center, subject to the conditions of the Measure A Specialized Transit and Commuter Service Program policies. Staff Recommendation: The same as the Administrative and Budget and Finance Committees recommendation. 4D5 RIVERSIDE TRANSIT AGENCY REQUEST FOR MEASURE A FUNDS FOR RIVERSIDE COUNTY OFFICE OF EDUCATION WORKABILITY PROGRAM Administrative Committee Recommendation: That the Commission approve the Measure A funding request of $5,130 from Riverside Transit Agency subject to the conditions of the Measure A specialized Transit and Commuter Service Program policies. Staff Recommendation: The same as the Administrative and Budget and Finance Committees recommendation. 4E CONSENT CALENDAR - HIGHWAY MATTERS 4E1 CONTRACT AMENDMENT: PARSONS, BRINCKERHOFF, OUADE AND DOUGLAS FOR PRELIMINARY DESIGN AND ENVIRONMENTAL ANALYSIS OF THE I-215 PROJECT Administrative Committee Recommendation: Approve Amendment No. 1 to Consultant Agreement No. 90-18 with Parsons, Brinckerhoff, Quade and Douglas, Inc. in the amount of $4,017,864, with a 15% contingency amount of $602,680, for a maximum contract amount of $4,620,544. Funds for this contract are included in the FY 1990-91 budget. 6 Budget and Finance Committee Recommendation: If the Budget and Finance Committee recommendation is different from the Administrative Committee recommendation, then this item will be pulled from the Consent Calendar. Staff Recommendation: The same as the Administrative and Budget and Finance Committees recommendation. 4E2 CONSULTANT AGREEMENT WITH KORVE ENGINEERING, INC. FOR TRAFFIC ENGINEERING SERVICES FOR THE: 1) ROUTE 79 (GILMAN SPRINGS ROAD TO FIRST STREET. IN THE CITY OF BANNING) WIDENING PROJECT: AND, 2) ROUTE 79 (IG;LLER ROAD TO NEWPORT ROAD) WIDENING PROJECT Administrative Committee Recommendation: To approve the contract with Korve Engineering for Traffic Engineering Services for an amount not to exceed $200,000 and direct staff to continue negotiations and bring the final contract value before the Commission at its December meeting. Budget and Finance Committee Recommendation: If the Budget and Finance Committee recommendation is different from the Administrative Committee recommendation, then this item will be pulled from the Consent Calendar. Staff Recommendation: The same as the Administrative and Budget and Finance Committees recommendation. 4E3 MOU FOR SAN TIMOTEO TRANSPORTATION CORRIDOR STUDY Administrative Committee Recommendation: 1) That RCTC participate with SANBAG in the funding (approximately $117,500) and sponsorship of the San Timoteo Canyon corridor study, 2) That RCTC approve the draft MOU between RCTC and SANBAG defining RCTCs funding participation and making SANBAG the lead agency for the study; and 3) That the Commission approve designation of the corridor as a potential alternative to future projects on Route 215 between Route 60 and Route 10. Staff Recommendation: The same as the Administrative and Budget and Finance Committees recommendation. 4E4 TUDOR ENGINEERING Administrative Committee Recommendation: That RCTC approve a contract with an expected range of cost of $250,000 to $300,000. As the technical scope of work has not changed, this recommendation should hold for an amount less than the approved recommended range. Budget and Finance Committee Recommendation: The same as the Administrative Committee recommendation. Staff Recommendation: Approve the Tudor Engineering contract for traffic engineering services for three projects on Route 74 for a base contract amount of $175,155 with a 15% contingency item of $26,273. The total approved contract value would be $201,428. 4E5 MEASURE A INTERCHANGE PROGRAM - JOB DEVELOPMENT Administrative Committee Recommendation: 1) Agree with the Caltrans assessment of the proposed Date/I-15 interchange that it would not be reasonable to seek FHWA spacing policy exception for the Date Street project due to its location in relation to the I-15/I-215 interchange and the costs that would be required to mitigate safety issues; 2) Delete the Date Street project from the Measure A Interchange Program; 3) Move the proposed Pennsylvania Avenue/I-215 project from Tier II into Tier I to replace the Date Street project. Staff Recommendation: The same as the Administrative and Budget and Finance Committees recommendations. 4F2 POTENTIAL JOINT ACTION BY SALES TAX AUTHORITIES TO SEEK RECOVERY OF INTEREST ON TRANSACTIONS AND USE TAX FUNDS Administrative Committee Recommendation: That RCTC offer to participate up to $1,500 for the cost of additional research by Nossaman, et al. However, in light of State budget considerations, RCTC should not express interest in litigation at this time. Staff Recommendation: The same as the Administrative Committee recommendation. 8 4F3 RCTC/CVAG MEMORANDUM OF UNDERSTANDING - AMENDMENT NO. 2 Administrative Committee Recommendation: That RCTC approve the amendment to the RCTC/CVAG Memorandum of Understand as proposed. Staff Recommendation: The same as the Administrative Committee recommendation. 4F4 ERNST & YOUNG CONTRACT TO REVIEW RCTC FINANCIAL FORECAST Administrative Committee Recommendation: That Commission approve Ernst & Young's contract to provide evaluation and examination of the Commission's financial forecast at a cost not to exceed $40,000, excluding out-of-pocket expenses not to exceed 15%. TRANSIT SERVICE FOR TEMECULA AND SURROUNDING AREAS Administrative Committee Recommendation: Defer reconsideration of the request for support of the UMTA grant proposal by Mr. Mindiola at least until he and representatives from the City of Temecula meet with staff to identify and attempt to resolve staffs concerns with the adequacy of the proposed project. Staff Recommendation: The same as the Administrative Committees recommendation. 6. PROPOSED 1991 LEGISLATIVE AGENDA Administrative Committee Recommendation: That the proposed 1991 Legislative Program be approved as proposed. HIGH OCCUPANCY VEHICLE DESIGNATION - 2+ OR 3+ FOR ROUTE 91 Administrative Committee Recommendation: That RCTC: 1) Clarify to Caltrans that its current commitment of Measure funds to the Route 91 HOV project is predicated upon a 2+ HOV requirement in both Riverside and Orange County. Such a requirement should apply regardless of source of funding for the Orange County portion (i.e., STIP or AB 680 tollroad); and, 2) Work with Orange County to support legislation to establish a regional process for 2+ vs. 3+ HOV determination. Staff Recommendation: The same as the Administrative Committee recommendation. 8. RAIL MATTERS 8A COMMUTER RAIL STUDY - MORRISON-KNUDSEN ENGINEERS. INC. Budget and Finance Committee Recommendations: To be determined prior to the December 12, 1990 meeting. Staff Recommendations: 1) Approve the revised Scope of Services and additional cost as a contract amendment; 2) Authorize appropriate budget transfers from Measure A Contingencies to Measure A Consultants/Other; and 3) Authorize the Executive Director to execute agreements with LACTC, LOSSAN, SANBAG, and OCTC for reimbursement of proportionate shares of additional costs. 8B PROPOSAL FOR STATE FUNDED RAIL SERVICE BETWEEN PALM SPRINGS - RIVERSIDE - LOS ANGST FS Administrative Committee Recommendation: That the Commission authorize staff to work with all relevant agencies, including CVAG, local cities, legislators and neighboring jurisdictions to develop a service plan for intercity rail service between Los Angeles and Palm Springs. Staff Recommendation: The same as the Administrative Committee recommendation. 8C STATUS REPORT ON SB 1402 - SOUTHERN CALIFORNIA COMMUTER RAIL COORDINATING COUNCIL - DRAFT REPORT Commissioner Jack Clarke, RCTCs representative to the Southern California Commuter Rail Coordinating Council will make a status report. For information only. 9. ISSUE OF ROUTE 71 PROJECT IN RIVERSIDE COUNTY IN RELATION TO PRADO DAM PROJECT Administrative Committee Recommendation: 1. Support further investigation of Route 71 in the interest of regional mobility if: A. The project does not affect or count against Riverside's "County Minimum"; B. Environmental problems identified through additional analysis do no delay other Riverside County Projects; C. Costs of the project are proportionally attributed to benefitting jurisdiction, such benefits including flood control and mobility; and D. Alternative alignments that are more environmentally benign and also technically 10 feasible are investigated. 2. Suggest that the Chairs of the Orange, Riverside and San Bernardino Counties Boards of Supervisors meet to discuss these issues to determine if they might develop a proposed political consensus to integrate flood control and mobility objectives.
