CALL TO ORDER
The April 3, 2009, "Brown Bag" Work Session was convened at 12:05 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Carroll, Klindt, Koon, Layton, Medin, Penfold, Randolph ( *arrived at
12:30 P.M.), and Scrivner
Absent: Ferguson and Harvey
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Bills Introduced: Questions were asked about Bills 2008 -162 (pro- active sidewalk repair
program), 2008 -163 (funds for pro- active sidewalk repair program), and 2008 -172
(Millbottom redevelopment agreement).
Bill Pending: Assistant to the City Administrator Melva Fast explained the changes made
in the Substitute Bill 2008 -160 (Neighborhood Reinvestment Act Part III) which was
distributed in this packet.
Informal Calendar: 2008 -125 (property acquisition) - City Counselor Nathan Nickolaus
gave an overhead presentation showing the details of the property involved.
*Councilwoman Anita Randolph arrived at this point in the meeting.
Resolutions: RS2008 -43 - Questions were asked about how this contract will work with the
proposed contract with Allied Waste. City Counselor Nathan Nickolaus answered the
questions. City Administrator Steve Rasmussen stated that staff has been directed to come
back to the Council with alternatives for different yard waste options.
RS2008 -44 (Command Web incentives): Councilman Dan Klindt stated that the name of
the sponsor needs corrected so that sponsorship shown on the agenda matches the
resolution and the summary.
