CONSENT CALENDAR- All matters on the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 4A CONSENT CALENDAR GENERAL ITEMS. 4A1 D.J. SMITH SACRAMENTO REPORT. Staff Recommendation Receive and file. 4A2 COUNTY OF RIVERSIDE TRANSPORTATION FAIR REPORT. Administrative Committee Recommendation Receive and file. Staff Recommendation Same as Administrative Committee recommendation. 4A3 ECONOMIC DEVELOPMENT CONFERENCE AND EXPOSITION Administrative Committee Recommendation That the Commission participate in the Economic Development Conference as a Full Sponsor and authorize transfer of $2,500 from the Contingencies Account to the Specialized Departmental Account. Budget and Finance Committee Recommendation If the Budget and Finance Committee recommendation is different from the Administrative Committee recommendation, then this item will be pulled from the Consent Calendar. Staff Recommendation The same as the Administrative Committee recommendation. 4A4 PROPOSED INSTITUTE FOR RESOURCE MANAGEMENT CONFERENCE. Administrative Committee Recommendations 1. SANBAG and RCTC should agree to provide up -front funding of 50% of the cost of Part 1 "Inland Empire Clean Air Summit" of the Institute for Resource Management proposal. 2. SANBAG and RCTC should prepare a joint application to secure repayment of these up -front funding commitments from AB 2766 discretionary funds, and secure sufficient support from those participating on the Mobile Source Air Pollution Reduction Committee. Staff Recommendation Same as Administrative Committee recommendations. 4A5 FY 1990-91 SB 821 SIDEWALK PROGRAM RE-EVALUATION Administrative Committee Recommendations That the Commission: (1) Conditionally approve the City of Indio's Ave 46 sidewalk and pedestrian bridge project. The condition being that the City install curb and gutter with the project using other City funds; (2) Approve Alternative #2 for allocating FY 1990-91 SB 821 Sidewalk Project funds; and, (3) Approve a three-month extension of the obligation date requirement for FY 1990-91 SB 821 sidewalk project. Staff Recommendation Same as Administrative Committee recommendations. 4A6 APPOINTMENT TO CITIZENS ADVISORY COMMITTEE/SOCIAL SERVICE TRANSPORTATION ADVISORY COUNCIL Administrative Committee Recommendation To appoint Wayne King to the Commission's Citizens Advisory Committee/Social Service Transportation Advisory Council, and to authorize staff to contact the Coalition for Better Transportation to ascertain if they are still interested on having a representative on the Committee. Staff Recommendation Same as Administrative Committee recommendation. 4B MEASURE A ITEMS. 4B1 CONTRACTUAL STATUS AND COMMITMENT REPORTS Budget and Finance Committee Recommendation If the Budget and Finance Committee recommendation is different from the staff recommendation, then this item will be pulled from the Consent Calendar. Staff Recommendation Receive and file. 4B2 LOAN OF MACINTOSH COMPUTERS FOR CALTRANS OFFICE ENGINEER FROM SELF-HELP COUNTIES. Administrative Committee Recommendations That the Commission: (1) Authorize Santa Clara to purchase three (3) Macintosh Computers for an amount not to exceed $20,000, to assist Caltrans OE to perform reviews of the Self Help Counties' projects, with the understanding that the hardware and software will be returned to the respective counties when the reviews are completed; and (2) Approve funding of up to $20,000 and authorize the transfer of funds from the Commission's Contingencies Account to the Fixed Assets Account. Staff Recommendation Same as the Administrative Committee recommendations. 4B3 MEASURE A PARK-N-RIDE PROGRAM - RT. 60 ()a NASON ST. AND MORENO BEACH DR. Administrative Committee Recommendation That the Commission approve, in concept, the use of Measure A highway funds in an amount not to exceed $568,000 for the design and construction of two park-n-ride lots at the southwest corners of Rt. 60 at Nason Street and Moreno Beach Drive interchanges in cooperation with Caltrans and the City of Moreno Valley, and direct staff to prepare a formal agreement for Commission action. Staff Recommendation The same as the Administrative and Budget and Finance Committee's recommendation. 4B4 EXTEND CONTRACT WITH PSOMAS AND ASSOCIATES TO INCLUDE TASK 7 FOR SURVEY OUALITY CONTROL AND ESTABLISHMENT OF SURVEY CONTROL FOR ROUTE 91 BETWEEN MAGNOLIA AND ORANGE COUNTY LINE. Administrative Committee Recommendation Commission approval of Amendment 2 to the contract with Psomas and Associates to add Task 7 for an amount of $399,761 for all base work and $59,964.15 for all extra work. Budget and Finance Recommendation If the Budget and Finance recommendation is different from the Administrative Committee recommendation, then this item will be pulled from the Consent Calendar. Staff Recommendation Same as Administrative Committee recommendation. 4B5 CONTRACT WITH COAST SURVEYING. INC. FOR ADDITIONAL FIELD SURVEYING. CONSTRUCTION STAKING AND DIGITAL MAPPING SERVICES FOR MEASURE "A" PROJECTS ON ROUTE 91 BETWEEN MAGNOLIA AND THE ORANGE COUNTY LINE. Administrative Committee Recommendation Commission approval of the Coast Surveying contract for all four tasks for an amount not to exceed $536,478.73 for base work and $80,471.81 for any extra work for a total contract value not to exceed $616,950.54. Budget and Finance Recommendation If the Budget and Finance recommendation is different from the Administrative Committee recommendation, then this item will be pulled from the Consent Calendar. Staff Recommendation Same as Administrative Committee recommendation. 4B6 CONSULTANT AGREEMENT ON ROUTE 79 WITH DAMES & MOORE FOR: 1) PRELIMINARY ENGINEERING AND ENVIRONMENTAL SERVICES FOR THE ROUTE 79. GILMAN SPRINGS ROAD TO FIRST STREET IN THE CITY OF BEAUMONT. WIDENING PROJECT: AND, 2) ENVIRONMENTAL SERVICES FOR THE ROUTE 79. KELLER ROAD TO NEWPORT ROAD. WIDENING PROJECT Administrative Committee Recommendation That the Commission authorize the Chairman to sign the contract with Dames & Moore for the amount of $916,003.61 with a 15% contingency amount of $137,400.54 for a maximum contract amount of $1,053,404.15. This contract amount will be the total compensation provided Dames & Moore for the present scope of work expressed in the contract terms and conditions as currently drafted. Staff Recommendation Same as Administrative Committee recommendation. 5. SOUTHERN CALIFORNIA COMMUTER RAIL REGIONAL SYSTEM PLAN DRAFT REPORT - PUBLIC HEARING. A public hearing relating to the Southern California Commuter Rail Regional System Plan Draft Report is scheduled. 6. PROPOSAL FOR ENGINEERING ANALYSIS OF POTENTIAL STATION SITES. Administrative Committee Recommendation That authorization be granted to negotiate preparation of environmental studies for commuter rail stations, with individual contracts and price to be brought back to RCTC for action as soon as possible. Staff Recommendation The same as the Administrative Committee recommendation. 7. FINANCIAL MATTERS. 7A COMMERCIAL PAPER - REQUEST TO PROCEED. Doug Auslander of Security Pacific Merchant Bank Services will be present to make a presentation on this item at the Commission meeting. 7B FY 1989/90 FISCAL AUDITS OF THE COMMISSION. MEASURE A, LOCAL TRANSPORTATION FUND (LTF). THE STATE TRANSIT ASSISTANCE FUND (STA). AND THE SERVICE AUTHORITY FOR FREEWAY EMERGENCIES (SAFE). Administrative Committee Recommendation (1) Receive and approve the FY 1989/90 fiscal audits of the Commission, Measure A, LTF, STA, and SAFE and authorize staff to submit these reports to the appropriate regional and state agencies; and (2) Grant our independent auditors an extension of 90 days for completion and delivery of recipient audit reports. 7C BUDGET REVISION OF FINANCIAL ADVISORY SERVICES. Administrative Committee Recommendation RCTC should approve an $80,000 increase in the budget for financial advisory services and authorize the Executive Director to revise contract documents with Ernst & Young and Security Pacific as appropriate. Budget and Finance Committee Recommendation To be presented at the January 9, 1991 Commission meeting. Staff Recommendation The same as the Administrative and Budget and Finance Committee's recommendation. 7D STATUS OF BOND RATING AND INITIAL ISSUANCE. Administrative Committee Recommendation Receive and file. Staff Recommendation The same as the Administrative Committee recommendation. 8. RCTC REPRESENTATIVE TO THE MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW COMMTI'TEE. Administrative Committee Recommendation That the Chair appoint a Commissioner to represent RCTC to the Mobile Source Air Pollution Reduction Review Committee. A description of the duties and a meeting schedule will be provided at the meeting. Staff Recommendation The same as the Administrative Committee recommendation. 9. JOINT EXERCISE OF POWERS AGREEMENT TO ESTABLISH THE SOUTHERN CALIFORNIA REGIONAL RAIL AGENCY Administrative Committee Recommendation That the Commission approve the draft JPA, subject to the understanding that some revisions might be necessary in response to comments from other agencies.
