CALL TO ORDER
The April 13, 2009, Council Work Session was convened at 5:30 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Carroll, *Ferguson (arrived at5:35 P.M.), Harvey, Klindt, Koon, Layton,
Medin, Penfold, and Scrivner
Absent: Randolph
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Biodiesel conversion
Pat Sullivan introduced Mr. Donnell Rehagen from the National Biodiesel Board.
*Councilman Kenneth Ferguson arrived at this point in the meeting (5:35 P.M.)
Mr. Rehagen gave a presentation and distributed printed materials regarding the use of
biodiesel in city vehicles. Following his presentation, he answered several questions.
Mayor John Landwehr explained that the City staff is prepared to begin the process of
conversion to biodiesel in city buses at a cost below the threshold which requires Council
action, but that staff wanted to provide the Council with the information presented tonight
to allow them to get their questions answered and let staff know if there were any objections
on the part of Council to proceed.
Recycling / Trash Cart Applications
Assistant to the City Administrator Melva Fast made a presentation showing the three
different applications which had been developed for the Council's consideration and
explained how each application would be used for various options which will be available.
These included options for both cart size and cost, based on income and availability, as well
as identifying those who would need special consideration due physical or geographic
limitations.
At the conclusion of the discussion, a motion was made by Councilman Ron Medin to

extend the suggested deadline for submitting applications to May 31, seconded by
Councilman Mike Harvey, and approved unanimously by the following roll -call vote:
Aye: Carroll, Ferguson, Harvey, Klindt, Koon, Layton, Medin, Penfold, and Scrivner
Nay: None
Council appointments
Mayor John Landwehr distributed forms to the Council containing the various standing
committees, CAMPO, and Council liaisons to boards, commissions, and external
organizations. He asked the Council to select their preferences for the four standing
committees and the CAMPO Board and return them to City Clerk Phyllis Powell in time for
those to be placed on the agenda for the April 20 Council meeting. He stated the remaining
appointments can be made at a later meeting.
