A plaque will be presented to Rena Parker for service as a member of the Commission's Citizens Advisory Committee from May 1977 to January 1991. 5. ELECTION OF OFFICERS AND COMMITTEE APPOINTMENTS. 6. PUBLIC HEARINGS. 6A. Unmet Transit Needs Public Hearing. A public hearing on unmet transit needs is scheduled today. In addition, a public hearing is scheduled on March 13, 1991 in Palm Desert in conjunction with the Commission meeting. 6B. SB 1402 Southern California Commuter Rail Regional System Plan Draft Report. Administrative Committee Recommendation: That the Commission approve, in concept, the draft Southern California Commuter Rail Regional System Plan with the understanding that technical revisions may be made to the report. CONSENT CALENDAR ITEMS. - All matters on the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 7A. GENERAL ITEMS. 7A1 D.J. Smith Monthly Report. Receive and file. 7A2 FY 1989/90 Financial Audit Management Letter. Receive and file. 7A3 Analysis of Property and Casualty Exposures of the Riverside County Transportation Commission (RCTC). Administrative Committee Recommendation: That the Commission approve the Armtech insurance review proposal of RCTC at a cost not to exceed $6,000 to $8,000. Budget and Finance Committee Recommendation: If the Budget and Finance Committee recommendation is different from the Administrative Committee's recommendation, this item will be pulled from the Consent Calendar. Staff Recommendation: The same as the Administrative and Budget and Finance Committee's recommendation. 7A4 Citizens Advisory Committee/Social Service Advisory Council Representative Replacement and Reappointment. Administrative Committee Recommendation: 1. That Joan Ellis of the Riverside County Office on Aging/Senior and Disabled Citizens Coalition and Robert E. McMackin and Cathy de Korne be appointed to the Citizens Advisory Committee/Social Service Advisory Council, with their term ending February 1994; Page 3 February 13, 1991 RCTC Agenda 2. That Lori Nickel be re -appointed for another four-year term to the Committee to end February 1993. Staff Recommendation: The same as the Administrative Committee's recommendation. 7A5 AB 4114 (Clute) - Abandoned Vehicle Abatement Program. Administrative Committee Recommendation: That the Commission consider offering its services to the County of Riverside for consideration to become the Service Authority for Abatement of Abandoned Vehicles for Riverside County if one is established and refer this item to the Western Riverside Council of Governments and Coachella Valley Association of Governments for presentation to their Technical Committees. Staff Recommendation: The same as the Administrative Committee's recommendation. 7B. MEASURE A ITEMS. 7B1 Quarterly Financial Reports. Budget and Finance Committee Recommendations: If the Budget and Finance Committee amends the staff recommendation, this item will be pulled from the Consent Calendar. Staff Recommendation: Receive and file. 7B2 Contract with Consultants for the Preparation of Project Study Reports (PSR) for the Measure A Interchange Improvement Program. Administrative Committee Recommendation: Approval of $138,000 for ICF Kaiser Engineers and $224,000 for Tams Consultants, Inc. for base contract work and $54,000 (15% percent of total contract amount) for extra work for these contracts. Budget and Finance Committee Recommendation: If the Budget and Finance Committee recommendation is different from the Administrative Committee recommendation, this item will be pulled from the Consent Calendar. Page 4 February 13, 1991 RCTC Agenda Staff Recommendation: The same as the Administrative and Budget and Finance Committee's recommendation. 7B3 Modify Contract with Nolte and Associates to Waive the Professional Liability Insurance Requirement for Their Subconsultant Robert J. Lung and Associates. Administrative Committee Recommendation: That the contract be amended to relieve Lung and Associates from the requirement to obtain a Professional Liability Insurance policy with the understanding that the Nolte Professional Liability Insurance will provide coverage in the event that an error or omission is discovered at a later date. Budget and Finance Committee Recommendation: If the Budget and Finance Committee recommendation is different from the staff recommendation, this item will be removed from the Consent Calendar. Staff Recommendation: The same as the Administrative and Budget and Finance Committee's recommendation. 7B4 Measure A Interchange Improvements for Local Circulation Program Amendments. Administrative Committee Recommendations: That the following recommendations be sent to the Western Riverside Council of Governments (WRCOG) for their review and recommendation, and then be brought to the Commission for action. 1. Determine that freeway overcrossing widening projects are not eligible for the Measure A Interchange Improvements for Local Circulation as stand alone projects. 2. Allow freeway overcrossing projects to be considered as part of, or in place of, an eligible interchange project based on cost and circulation improvements. Staff Recommendation: The same as the Administrative Committee's recommendation. Page 5 February 13, 1991 RCTC Agenda 7B5 Measure A Local Streets and Roads Program Amendment - Moreno Valley. Administrative Committee Recommendation: Approve the amended Measure A Local Streets and Roads Program as submitted by the City of Moreno Valley for inclusion in the Five Year Capital Improvement Program. Staff Recommendation: The same as the Administrative Committee recommendation. 7C. RAIL ITEMS. 7C1 Los Angeles County Transportation Commission (LACTC) Commuter Rail Locomotive Procurement. Administrative Committee Recommendation: Receive and file. Staff Recommendation: The same as the Administrative Committee's recommendation. 7C2 Environmental Audits for Commuter Rail Property Acquisition. Administrative Committee Recommendation: That the Commission authorize the use of Bechtel Corporation to proceed with performance of environmental audits in support of commuter rail property acquisitions. If approved, Bechtel would proceed with work under current limitation until the task is better defined at which time a contract amendment may be required. Budget and Finance Committee Recommendation: If the Budget and Finance Committee's recommendation is different from the Administrative Committee's recommendation, this item will be pulled from the Consent Calendar. Staff Recommendation: The same as the Administrative and Budget and Finance Committee's recommendations. 7C3 Patronage Assessment of Proposed Palm Springs Intercity Rail Service. Administrative Committee Recommendation: That the Commission approve an increase of $20,319 in the contract to Schiermeyer Page 6 February 13, 1991 RCTC Agenda Consulting Services in order to retain Wilbur Smith & Associates to conduct a ridership assessment on this route. Budget and Finance Committee Recommendation: If the Budget and Finance Committee recommendation is different from the Administrative Committee recommendation, this item will be pulled from the Consent Calendar. Staff Recommendation: The same as the Administrative and Budget and Finance Committee's recommendations. 8. FINANCIAL MATTERS. 8A. Sale of 1991 Series A Bonds. Doug Auslander of Security Pacific and Frank McDonough of Goldman Sachs will be present at the meeting to discuss the Commission's successful sale of its 1991 Series A Bonds. Administrative Committee Recommendation: Receive and file. Staff Recommendation: The same as the Administrative Committee's recommendation. 8B. Approval of Investment Proposal and Resolution No. 91-001. Providing for the Execution and Delivery of an Interest Rate Swap Agreement and Other Matters Related Thereto Doug Auslander of Security Pacific and Frank McDonough of Goldman Sachs will be present at the meeting to discuss their recommendations on investment strategy for bond proceeds, including a potential swap agreement. Administrative Committee Recommendation: Approve the investment strategy proposal and Resolution No. 91-001, Providing for the Execution and Delivery of an Interest Rate Swap Agreement and Other Matters Related Thereto. AUTHORIZATION OF EXECUTIVE DIRECTOR AND LEGAL COUNSEL TO MODIFY STANDARD CONTRACT TERMS AND CONDITIONS. Administrative Committee Recommendations: That the Commission: 1) Authorize the Executive Director to authorize exceptions (in the future and retroactively) to the standard contract terms and conditions as required provided the exceptions are concurred with by Legal Counsel; and, 2) Authorize the Executive Director to authorize changes in contract scope and schedule as required during execution of the work. This blanket authority does not apply to changes in contract cost terms other than the extra work authorizations already delegated to the Executive Director. Staff Recommendation: The same as the Administrative Committee recommendations. 10. MEASURE A PROJECT ALTERNATIVES ANALYSIS (MAPAA) PRESENTATION OF STUDY RESULTS. RAIL ITEMS. 12A California Budget Related to State Rail Bond. Administrative Committee Recommendation: Review and discuss for possible action. Administrative Committee Recommendation: That the Commission endorse the framework for establishing the Southern California Regional Rail Authority Joint Powers Agency. Staff Recommendation: The same as the Administrative Committee's recommendation. 13. EXECUTIVE DIRECTOR'S EMPLOYMENT CONTRACT. Personnel Committee Recommendation: To approve the Employment Agreement for the Executive Director. 14. CLOSED SESSION. 15. ADJOURNMENT.
