Receive and file.
6. FY 1988/89 Fiscal Audits of RCTC, the Local Transportation
Fund, the State Transit Assistance Fund, and the Service
Authority for Freeway Emergencies.
That the Commission receive and approve the FY 1988/89 fiscal
audits of the Commission, LTF, STA and SAFE, and authorize
staff to submit these reports to the appropriate regional and
State agencies.
7. Joint RCTC/SanBAG SAFE Meeting in February_.
For information only.
8. Measure A Items.
A. RCTC/Caltrans Measure MOU/Cooperative Agreement.
Staff Recommendation.
That the Commission give final approval to the Agreement.

B. Consent Calendar - All matters on the consent calendar
will be approved in a single motion unless a Commission
member requests separate action on specific items.
1) Application of Measure A Consultants to the Measure
A Highway Projects.
Staff Recommendation.
Receive and file.
2) Status of Advanced Right -of -Way Acquisition for
Route 60/91/215 Interchange.
Staff Recommendation.
Receive and file.
3) Report on Local Fund Disbursements.
Staff Recommendation.
Receive and file.
C. Draft Measure A Financial Plan.
Budget & Finance Committee Recommendation.
The Budget and Finance Committee will meet prior to the
meeting and will present its recommendation(s) at the
Commission meeting.
Staff Recommendations.
That the Commission: 1) Accept the Plan for review and
study. It will be scheduled for follow-up discussion
during February and/or March 1990 meetings; and, 2)
Initiate selection of underwriting team, as suggested,
prior to June 30, 1990.

D. Final Design for Ramp Metering on Route 91.
Budget and Finance Committee Recommendation.
A recommendation will be presented at the meeting.
Staff Recommendation
That the Commission approve the NBS/Lowry contract
amendment. The increased cost is a result of additional
detailed work to be performed. Bechtel has negotiated
this contract amendment and feels that it fairly
represents the required effort. This will expedite ramp
meter implementation. It will also prepare the project
for immediate implementation following allocation of
State TSM funds.
E. Measure A State Highway Fund Loan Request - Cathedral
City.
Staff Recommendation.
That the Commission approve the City of Cathedral City
request for a loan of $600,000 in Measure A State Highway
Funds for the Highway 111 Project subject to
determination of the Financial Consultants that funds
will be available when needed by the City.
