Voten 5 �M TOWN OF BREWSTER MINUTES of WATER QUALITY REVIEW COMMITTEE Friday , August 18 2017 at 830 AM Brewster Town Office Building Attending Committee Membersw Chairman Doug Wilcock , convened the Water Quality Review Committee meeting at 8 : 30 AM in the Brewster Town Office Building with members ; Carmen Scherzo , Nancy Ice , Victor Staley and Chris Miller Members Absento Rick Judd and David Whitney Guests : None item in Minutes of 07/21 /2017 Meeting Motion to accept : Nancy Ice Secondedo Carmen Scherzo Abstained * None Vote : 5 � O � O a N Item 2m, Discussion momm Certificate Renewal for Secure Storage Nancy : Still waiting for well sampling . Private well was supposed to be previously decommissioned (2014 ) Contacted them on Thursday 8/ 17 Doug : We need either well testing or proof of decommission Chris : Boats and trailers are being stored outside of building Victor : Seamus said stored vehicles contained no waste . Doug : All are stored on impervious surface Victorm, Storage facilties are not in bylaws . He will make a site visit . Chrism Storage may be legal but would be concerned some owners might do maintenance on boats while stored , Nancyo Will check policies in contract Doug : In 2014 they applied for a building permit for 10 units and a membrane structure for sailboat storage . Any changes or additional use on the site must come before the WQRC . We will hold approval for well status . Item 3 : Discussion — Certificate for Renewal for Brewster VFW Nancy : We are waiting for septic inspection report . They say it has been done . ( 7/21 ) . She called them on Thursday 8/ 17 . Doug : They were approved at the July meeting pending receipt of inspection report . Item 4 : Discussion - Golf Course Testing Report — Chris Miller Chris : Bennett' s report indicates that no pesticides or fungicides were found in wells that previously had shown them . Item 5 : Discussion - Cape Sand & Recycling Special Permit and Annual Report Nancy : Continue discussion on arsenic levels Chris : Arsenic level is troubling . It could be natural . PH readings are consistent with PH in other wells . No drinking water wells are nearby . Doug : Jay offered to dig up well at a previous meeting Chris : The state is not concerned . Doug : DEP is aware . Victor : Industrial zoning is over zone 2 Chris : Even if zoning changes he would be grandfathered . Doug : Planning Board looks at slopes . Victor : The report from Tom Pawlina shows volume of sand out of the ground . Septic sand is a coarser sand used for septic systems . Item 6 : Hazardous Waste Spills Nancy : Reports of hazardous waste spills are sent to The Board of Health , Board of Selectmen and the Fire Department . A . Burning Grinder Doug : If there is a cease and desist order , why is there a spill ? Nancy : 21 E — Massachusetts law when applying for a mortgage . Chris Dias asked for a retraction but was denied . Victor : 21 E Level 1 is a site visit . Level 2 requires digging , testing and access to the town " s records . Doug : Assessor' s Department does not show Chris Dias as the owner . Chris : If he takes ownership he will pick up the liability . B . Crocker Nursery Doug : During a delivery of mulch at 1AM the truck blew hydraulic line . The driver tried to stop the spill with mulch . Doug % Does the driver have access to Spill Kit at 1AM ? Remediation is to dig up 50 yards . Chris : This was truck operator error . We cannot require all hydraulic equipment to be on pavement . First responders should be the Fire Department . They were called . Chris : A Spill Kit is not going to contain a 35 gallon spill . Doug : Add 24 hour access to Spill Kit to conditions on certificate Item 7 : Topics the Chair could not reasonably anticipate Nancy : We are still waiting for well test from Specialty Builders .
