RESOLUTION OF THE BOROUGH OF CARTERET IN SUPPORT OF
SENATE BILL 135/ASSEMBLY BILL 785 AS THEY PERTAIN TO
OVERCROWDING OF CERTAIN DWELLING UNITS
\VlIEREAS, the illegal overcrowding of apartments, known as "stacking," creates
a life-threatening sihtation for occupants of overcrowded apartments and for fire
and emergency persOIUlel; and
\VHEREAS, State Senators Anthony Bucca and Nia Gill, Esq. and Assemblymen
vVilfredo Caraballo and Eric Munoz, M.D. are the primary sponsors of this
legislation, which would allow municipalities to increase the fines for. stacking
violations;
\VHEREAS, cun-ent penalties for stacking are inadequate to act as an effective
deterrent to landlords and tenants who engage in this practice; and
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the
Borough of Carteret, in the County of Middlesex and State of New Jersey, as
follows:
1. That the 1rfayor and Council strongly SUPPOlt S-135/A-785 allowing
municipalities to increase the fines for stacking violations;
2.' That the Borough of Carteret calls upon the members of the 19th
Legislative District to recognize the need to take effective measures
to stop overcrowding in apaltments and to SUPPOlt passage of this
legislation; and
3. That copies of this resolution be forwarded to' the sponsors of these
bills; to the members of the 19th Legislative District; and to all
Middlesex County Municipalities.
