5B) Sunline Transit Agency Performance Audit Responses
Staff Recommendation
Approve the Sunline Transit Agency responses to the Triennial Performance
Audit subject to Sunline submitting a schedule for implementing the
recommendations that is acceptable to the Commission.
5C) State Transit Assistance Fund Claim - RTA
Staff Recommendation
Adopt Resolution No. 90-1-RTA allocating the RTA $88,454.56 in STA funds
to provide local match funds for a federal capital grant to purchase
replacement mini -buses and vans.
5D) "A Review of the Potential for Light Rail in the City of Riverside"
Staff Recommendation
Receive and file.

5F) Rideshare Program Memorandum of Understanding.
Staff Recommendation
That the Commission approve the Memorandum of Understanding and direct
staff to provide leadership as a participating member of the Commute
Management Coalition established by the Agreement.
5G) Support for SCA1 and Rail Bond Measure - Propositions 111 and 108
(Resolution 90-001)
Staff Recommendation
That the Riverside County Transportation Commission approve Resolution
90-001 as presented.

6. RCTCIATSF Commuter Rail Engineering Assessment.
Staff Recommendation
1. RCTC should authorize approval of the RCTC/ATSF Agreement with
Morrison-Knudsen, including revisions requested by ATSF or Morrison-
Knudsen which RCTC Legal Counsel determine to be inconsequential. If
major changes are proposed, the agreement would be brought back to RCTC
for consideration.
2. RCTC should authorize staff to request the appointment of Policy Advisory
Committee representatives as described above, including representation of
LACTC.
7. Local Transportation Fund Apportionment Formula
Staff Recommendation
1. Discuss the merits of Sunline and staff proposals for changing the LTF
apportionment formula for Riverside County to allow more funds to be used
for transit.
2. Determine which, if either, proposal is acceptable and should be submitted
to the State Legislature to amend existing law.
3. If legislative change is to be sought, direct staff to meet with Assembly and
Senate representatives from Riverside County to develop and introduce
proposed legislation.
8. Service Authority for Freeway Emergencies (SAFE).
8A) Authorization for the Riverside County SAFE Chairman to Execute Contract
Documents for the Purchase, Installation and Maintenance of the Motorist Aid
Callhox System.
Staff Recommendation
Authorize the Riverside Service Authority for Freeway Emergencies Chairman
to execute contract documents for the purchase, installation and
maintenance of the motorist aid callbox system.

8B) Authorization for the Riverside County SAFE Chairman to Execute Contract
Documents for Cellular RadioTelephone Service for the Motorist Aid Callbox
System.
Staff Recommendation
To authorize the Riverside County Service Authority for Freeway
Emergencies Chairman to execute contract documents for cellular
radiotelephone service for the motorist aid callbox system.
8C) Authorization for Staf to Solicit Proposals SAFE Program Insurance
Staff Recommendation
1. Authorize staff to solicit Public Officials Errors and Omissions and
General Liability Insurance for the SAFE program in accordance with
the conditions noted in the staff report.
2. Direct staff to either procure insurance advisors and/or work with the
California SAFE Committee to review and make recommendations on
liability insurance requirements when the system is fully operational.
8D) Execution of a Joint Powers Agreement Between the Riverside and San Bernardino
Service Authorities for Freeway Emergencies.
Staff Recommendation
That the Riverside County SAFE Board execute a Joint Powers Agreement
between the Riverside and San Bernardino Service Authorities for Freeway
Emergencies to provide for the administration of the joint contract with GTE
Cellular Communications Corporation of the purchase, installation and
maintenance of the respective county motorist callbox systems.
9. Measure A Items.
9A) Consent Items - All matters on the consent calendar will be approved in a

9A1) Cooperative Agreement with Riverside County for the Sanderson Avenue
Bridge
9A2)
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendation will be
presented to the Commission during the March 14, 1990 meeting.
Staff Recommendation
That the Commission: 1) Approve the Cooperative Agreement with
Riverside County subject to review by Counsel and 2) Approve the
transfer of $915,000 from the Measure A Contingency Account to the
Professional Services Account.
MOU for Project Development on the 1-215, between RCTC, SanBAG and
Caltrans District 8.
Staff Recommendation
That the Memorandum of Understanding be approved subject to
review by Counsel and Caltrans.
9A3) Cooperative Agreement with Riverside County for Preparation of Project
Study Report for Potential Interchange on 1-15 at Galena Street.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendation will be
presented to the Commission during the March 14, 1990 meeting.
Staff Recommendation
Staff Recommends that the Commission:
1) Approve the cooperative agreement between RCTC and the
County of Riverside for the 1-15 and Galena Street interchange
project study subject to review by counsel.
2) Transfer $65,000 from the Measure A Contingency Account
to Professional Services.

9A4) Measure A Receipts and Local Program Disbursements to Date
Staff Recommendation
Receive and file.
9B) Proposed Policies for the Western County Area Measure A Specialized Transit
Program for the Elderly and Handicapped.
Staff Recommendation
Approve the proposed policies for the Western County Area Measure A
Specialized Transit Program for the Elderly and Handicapped, subject to
discussion of further comments from the WCPAC.
9C) Acquisition of Geographic Base File Data and Software from Riverside County
Office on Education.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendation will be presented to
the Commission during the March 14, 1990 meeting.
Staff Recommendation
Approve the contract and authorize the Chairman to sign the contract
subject to final review, approval and/or minor revision by Legal Counsel,
and authorize the Executive Director to make the appropriate budget
transfers.
9D) Western Riverside Association of Governments Request - Commission Policy
Advisory Committee.
Commissioner Richard MacGregor, Chairman of the Western Riverside
Association of Governments, will present this item to the Commission for
review and approval.

9E) CVAG Request - Amendment to La Quinta Project Washington Street at
Highway 111
Staff Recommendation
1. Approve the change in scope and allocation of $300,000 from the
Measure A Regional Arterial Program as recommended by CVAG for
the Washington Street improvement project.
2. Defer action on the request to program Measure A State Highway
Funds for this project until the completion of the Highway 111
Corridor Study.
9F) Encourage the Signing of Local Street and Road Projects Supported by
Measure A Funds
Staff Recommendation
That the Commission approve a policy to encourage cities and the County
to sign major projects (at least those of $1 million or greater).
9G) Report from Ken Steele, Caltrans District 8 Director, Concerning Project Status
on 1-215 from Van Buren Blvd to State Route 60.
Mr. Ken Steele, Director of Caltrans District 8, will give a status report on
project activities on [-215 from Van Buren to State Route 60.
9H) Establishing Horizontal and Vertical Survey Control for the 1-215 Project in
Conjunction with SanBAG, and the Establishment of Survey Standards and
Quality Control for Measure A Projects.

The Budget and Finance Committee recommendation will be presented to
the Commission during the March 14, 1990 meeting.

Staff Recommendation
1. That the Commission approve the contract with Psomas and
Associates, subject to final review by legal counsel, for the amount
of $560,072 with a 15% contingency amount of $84,010 for a
maximum contract amount of $644,082. Through the project MOU,
SanBAG will be asked to fund the portion of Task 2 attributable to
the Measure I portion of the project.
2. That the current budget be amended by transferring the amount of
$644,082 from the contingency account to the Professional Services
account for execution of this contract.
91) Consultant Agreement with LSA Inc. for Environmental Services in Conducting
the Project Alternatives Analysis.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendation will be presented to
the Commission during the March 14, 1990 meeting.
Staff Recommendation
1. Approve the Consultant Agreement with LSA Associates, Inc., subject
to review by Counsel.
2. Approve the transfer of $203,148 from the Measure A Contingency
Account to the Professional Services Account to fund the
environmental services provided by LSA.
9J) Contract with P&D Technologies, Inc. for Cajalco Corridor Alternative Analysis
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendation will be presented to
the Commission during the March 14, 1990 meeting.

Staff Recommendation
1. Approve the contract with P&D Technologies for performance of an
"interim" phase work as described in an amount not to exceed
$375,540. Such approval would be subject to the execution of a
Cooperative Agreement between the Commission and Caltrans which
defines responsibilities for conduct of Cajalco corridor studies
pursuant to final ACR 101 language.
2. Approve a budget transfer amount of $375,540 from the
Contingencies Account to Professional Services.
9K) Cost Containment/Purchasing Power Protection Policy for Measure A Highway
Projects.
Staff Recommendation
1. Policy 1 - Expedite right-of-way acquisition where consistent with
overall financial planning objectives. This can be accomplished by
accelerating project development activities through the environmental
certification stage. Such action is consistent with previous objective
adopted by the Commission.
2. Policy 2 - Control project scope additions by focusing expenditures
on needed capacity improvements. In the expenditure of these
monies, it imperative to recognize that the Measure A program is not
the only source of highway improvement funds and that there are
other funding programs in place that should address urgent issues,
e.g., safety problems and seismic retrofits. Efforts should be made
to control scope additions through negotiations with Federal, State,
and local agencies.
9L) Consultant Agreement with DKS Associates for Traffic Engineering Services for
Measure A Project Alternatives Analysis

Staff Recommendation
1. Approve the Consultant Agreement with DKS Associates, Inc., subject
to review by Counsel.
2. Approve the transfer of $1,157,425 from the Measure A Contingency
Account to the Professional Services Account to fund the traffic
engineering services provided by DKS.
9M) Presentation of Ramp Metering Study on Route 91.
Brent Muchow from NBS/Lowry will be addressing the Commission on the
Ramp Metering traffic study.
Staff Recommendation
Receive and File.
9N) Draft Cooperative Agreement with Caltrans for Construction Highway Widening
along State Route 91 from Magnolia Avenue to Main Street.
Staff Recommendation
That RCTC approve the Draft Cooperative Agreement with Caltrans for
Construction of the Route 91 projects subject to final review and approval
by Legal Counsel and Caltrans.
