Also present : Victor Staley , Building Commissioner and Lynn St . Cyr , Senior Department Assistant , The Chair read the Recording or Taping Notification : "As required by the Open Meeting Law we are informing you that the Town will be audio and video taping this public meeting . In addition , if anyone else intends to audio or video tape this meeting he or she is required to inform the chair. " 6 : 33 PM PLANNING DISCUSSION Approval of Meetinq Minutes The Board reviewed the minutes from the July 26 , 2017 meeting . Motion by Collum to Approve July 26 , 2017 Meeting Minutes . Second by Degen . Vote : 7 -0 -0 . The Board reviewed the minutes from the August 9 , 2017 meeting . Motion by Collum to Approve August 9 , 2017 Meeting Minutes . Second by Hillis - Dineen . Vote : 7 -0 -0 . Continue to review and discuss zoning bvlaw amendments The Board continued its review and amendments to the site plan review section of the zoning bylaw . This discussion was continued to September 13 , 2017 . 7 : 03 PM SPECIAL PERMIT SIGN Application #2017-12 : Applicant/Owner: First Parish Brewster Unitarian Universalist . Representative : Karena Stroh for property located at 1969 Main Street and shown on Assessor' s Map 67 , Lot 1 in the R4 Zoning District . Pursuant to Brewster Zoning Bylaw § 179 -20 . 1 . J , the Applicant requests an exception to the allowable square footage ( 16 square feet) for signage for a Church or Religious Use in order to increase the size of its main sign from approximately 4 . 375 square feet to 12 square feet . This would bring the total square footage of signage on this site to approximately 20 square feet including the Wayside Pulpit sign which is approximately 8 square feet . Documents : • 07/ 13/ 17 Application with attached rationale , proposed sign design , photos of current signage , request to Board of Selectmen for fee waiver, and plan • 08/ 17/2017 Department Review Comments PB Minutes 08/23/2017 Page 1 of 4 Karena Stroh and Topper Roth were present on behalf of the Applicant . Stroh summarized the church ' s efforts to comply with the Town ' s sign requirements . She explained that the current main church sign is not very visible to the public so the Applicant would like to enlarge the sign so it is more visible to the public . She is requesting extra sign space for the main church sign as there is an additional sign on site (Wayside Pulpit sign ) which coupled with the main sign exceeds the maximum size of 16 of signage allowed on one lot . Barrett asked if the Applicant looked into reducing the size of the pulpit sign and Stroh responded that the Applicant has but the sign has historic value and was donated by the family of a former minister so the Applicant would prefer not to have to alter the Wayside Pulpit sign . Taylor stated concerns about the amount of signage in Brewster and therefore is not supportive of this petition . Judd confirmed the location of the signs on the property . Hoffmann confirmed that the pulpit sign would stay and the new main sign would be enlarged . Stroh reiterated that the main church sign is 14 square feet and pulpit display area is 8 square feet . Collum stated that he does not feel the bylaw should be extended to allow a larger sign . Taylor inquired about signs on other properties owned by the church and Stroh explained special permits were not needed for those signs . The Building Commissioner confirmed that the signs referenced by Taylor were on other lots and did not require a special permit . Judd suggested the Applicant re- measure the main church sign and pulpit sign and return to the Board with those measurements . Degen stated that she would not be inclined to issue a special permit unless there is compelling reason to do so and she did not see that reason . Taylor asked whether there were limits on the number and size of hanging signs and the Building Commissioner responded that the signs were reviewed on a case by case basis . The hearing was opened for public comment and there was no public comment . Degen read the Department Comments into the record . Motion by Hillis - Dineen to Continue Public Hearing on Special Permit Siqn Application #2017 - 12 to September 27 , 2017 . Second by Collum . Vote : 7 =0 -0 . 7 : 31 PM SITE PLAN REVIEW Application #2017 -10 : ( Continued from August 9 , 2017) Applicant : Christian F . Davenport . Owner : Christian F . Davenport , Trustee and Dewitt P . Davenport , Trustee for property located at 420 Cranview Road and shown on Assessor' s Map 19 , Lot 43 in the R- R Zoning District . Consistent with Brewster Zoning Bylaw § 179 -66 , the Applicant proposes to construct a 60 ' x 100 ' building for agricultural purposes including a single family dwelling on the second floor . Vote : 7 -0 -0 . 7 ; 33 PM SITE PLAN REVIEW AND SPECIAL USE PERMIT Application #2017 = 11 : ( Continued from August 9 , 2017) Applicant : Ocean Edge Resort LTD Partnership , Owner: Brewster Properties , Inc . & Old Kings Highway Nominee Trust . Representative : John M . O ' Reilly , P . E . , P . L . S of J . M . O ' Reilly & Associates , Inc . for property located at 0 Main Street and shown on Assessor' s Map 89 , Lots 23 and 35 in the V- B , C - H , and R- M Zoning Districts . Consistent with Brewster Zoning Bylaw § 179 - 66 , the Applicant proposes to construct temporary workforce housing for employees of Ocean Edge Resort Operations . Pursuant to Brewster Zoning Bylaw § 179 - 11 , a special permit for a hotel/motel use is required in the C - H Zoning District . Documents : • 08/ 11 / 17 Site Plan 08/ 16/ 17 Agreement for License to Use and Occupy • 08/ 16/ 17 Employee Housing Rules • 08/23/ 17 Draft Special Use Permit and Site Plan Approval Decision #2017- 11 Barrett recused herself from the meeting and left the room . The Board reviewed the draft decision . The Board discussed whether it was necessary for the Applicant to submit a landscape plan for their review. The Building Commissioner suggested the Board could move forward without a landscape plan in front of them as the draft decision laid out specific conditions the Applicant needed to meet prior to a Building Permit being issued . Taylor expressed concern that the Board was not provided with a landscape plan and stated she would like to review a landscape plan before voting on the application . Degen asked if the Board had followed this approval process by the Town Planner before and the Building Commissioner responded that this process had been used by both the Planning Board and the Zoning Board of Appeals . Collum also noted that the Board had used this approval procedure in the past . Hoffmann read an excerpt from the August 9th meeting minutes into the record . She stated she would encourage the Board to review the landscape plan before any vote on the application . Judd stated that he believed the Board should vote on the application and have the Town Planner review the landscape plan . Degen stated that the Applicant agreed to present a landscape plan to the Board at the last meeting . She further stated that this would be a model and the Board should see a landscape plan before a vote . Hillis - Dineen and Taylor agreed with Degen . Motion by Hoffmann to Reopen Public Hearing on Site Plan Review and Special Use Permit Application #2017 = 11 . Second by Taylor. Vote : 5 -0 -1 (Judd abstained ) . Motion by Collum to Continue Public Hearing on Site Plan Review and Special Use Permit Application #2017 -11 to September 271 2017 . Second by Hillis - Dineen . Vote : 6 -0 -0 PB Minutes 08/23/2017 Page 3 of 4 7 : 56 PM LIAISON REPORTS Degen summarized a meeting of the Board of Selectmen including a recreational marijuana discussion . The Board requested a member of the Board of Selectmen and the Town Administrator be present for the public hearing the Planning Board would be holding . The Board discussed potential dates for the public hearing on the recreational marijuana zoning bylaw amendment . Hoffmann updated the group on the work of the vision advisory group and noted that the next series of workshops would take place in late October. Motion by Collum to adjourn .
