A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REJECTING
ALL PROPOSALS AND DISPENSING WITH THE,, BIDDING' REQUIREMENTS
REGARDING THE AWARD OF A CONTRACT FOR THE~C'ITY'S DIAL A~=RIDE, (DAR)
DEMAND RESPONSE TRANSIT SERVICE
WHEREAS, the City of Lynwood solicited competitive .proposals from qualified
firms to operate transit services for the City's Dial-A-Ride (DAR) demand response
services, and
WHEREAS, in response to the City's Request for Proposals (RFP), six firms
submitted proposals, and
WHEREAS, on November 17, 2009, Council rejected all bids and directed staff
to negotiate exclusively with 2 companies for the provision of DAR services to the City's
senior citizens and disabled citizens, and
WHEREAS, Lynwood Municipal Code 6-3 13 a 3 section authorizes the City
Council, 'by 4/stns vote, to dispense with formal bidding requirements when the services
may be acquired more economically and efficiently through direct negotiations, and
WHEREAS, the community support for continuing a DAR taxi based program
and the potential benefit that a flexible transportation program would provide, justifies
that the contract be negotiated separately with one or more service providers
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. The City Council by at least 4/5ths vote, hereby finds that the
selection of a DAR service provider through direct negotiations is more economically
and efficiently effective than through a formal bid process, and therefore justifies
dispensing with the formal bidding requirements per Lynwood Municipal Code section 6-
313a3
Section 2. That this Resolution shall become effectively immediately upon its
adoption
PASSED, APPROVED and ADOPTED this 2"d day of February, 2010.
