Public Hearing Conflict of Interest Code Amendment Staff Recommendation That the Commission adopt the amended Conflict of Interest Code and Resolution No. 90-002, Resolution of the Riverside County Transportation Commission, Adopting an Amended Conflict of Interest Code Pursuant to the Political Reform Act of 1974. 5B. Prowsid Revision to Scope of Services for Financial Advisory Services - Erna & Youngaitcurity Pacific Budget & Finance Committee Recommendation The Budget & Finance Committee recommendations will be presented during the April 11, 1990 meeting. RCTC Commission Meeting Agenda April 11, 1990 Staff Recommendations 1. Approve the revisions to the Scope of Services for Financial Advisory Services as proposed. 2. Transfer $110,000 from Measure A Contingencies Account to the Professional and Specialized Services Account for this revision. 6. RCTC Transportation Planning and Programming Items 6A. RCTC Consent Calendar ✓6A1. Geographic Base File Data • Standard Agreements. Staff Recommendation Approve the standard Confidentiality Agreement and authorize the Executive Director to execute the agreements with agencies working for, or with, the Commission on transportation related projects. %6A2. City of Perris Urbgn Boundary Revision Request. Staff Recommendation Recommend that Caltrans approve the City of Perris' request to revise the Urban Boundary to include all of the area within the city limits. 6A3. Extension Requestfor Santa Clara Trade #1 Funds by the City of Coachella. Staff Recommendation That the Commission. approve a 12 month extension for the use of the Santa Clara Trade #1 funds as requested by the City of Coachella. l 6A4. SB 821 Time tension Request - City of Riverside. Staff Recommendation Jo- Approve the City of Riverside's request for a time extension through FY 1990/91 to complete the Canyon Crest Bikeway and Sidewalk projects funded under the Commission's SB 821 Program. Delete projects #1107, 1140, and 1134 and add the Farrell Road @ Ramon Road signal modification project to the FY 1991-95 Riverside County Combined Road Program for the City of Palm Springs. v6A6. Enhancement of Commuter Transportation Services, Inc. Rideshare System. Receive and file. 6A7. Proposed Amendment to Regulation XV - Trip Reduction. Receive and file. /6B. SunLine Transit Agency Market Research Study. A presentation will be made at the meeting. t•C. Proposed 1991 Regional Transportation Improvement Program Submittal. Staff Recommendation Staff recommends RCTC approval of the 1990 Regional Transportation Improvement Program as proposed. 16D. Sunline Transit Agency Performance Audit Responses. Staff Recommendation Approve the performance audit responses as submitted and approved by the SunLine Board contained in the letter dated January 24, 1990 and the dates for completion contained in the staff letter dated March 13, 1990. Page 4 RCTC Commission Meeting Agenda April 11, 1990 /6E. Proposed LTF Apportionment Formula Revision - Sunline Request. Staff Recommendation Direct staff to work with RTA and Sunline to determine how available LTF funding compares to the need for funds to support bus and commuter rail services expected to be operating in the next 5-10 years, and to determine how new revenues could be used to provide additional funding for Sunline in both the short term and the long term. 6F. Consideration of Policy Alternatives Related to Regional Planning. Staff Recommendations 1. RCTC should endorse the proposed revisions to its "Principles Related to Regional Planning in the Southern California Region". 2. RCTC should indicate its general support for the ideas documented in Supervisor Ceniceros' letter of March 19, 1990, and condone further dialogue to modify legislative proposals in a manner which would be generally consistent with RCTC's "Principles". 3. RCTC should generally endorse the broad concept of multi -functional regional planning as advocated by AB 4242, but advocate amendments which are consistent with the basis concept of our "Principles' that effective regional planning must involve and interactive process between regional and subregional organizations. e 6G. RCTC/Western Riverside Council of Governments (WRCOG) Agreement. Staff Recommendation Authorize the Executive Director to negotiate a Memorandum of Understanding regarding planning roles and responsibilities with the Western Riverside Council of Governments for final approval by the Commission at the earliest possible date. Public Officials Errors & Ommissions and General Commercial Liability Insurance for the SAFE. Budget and Finance Committee Recommendation The Budget arid Finance Committee recommendations will be presented during the April 11, 1990 meeting. Staff Recommendation That the Commission select Schrimmer Insurance Agency, Inc. to provide the Errors and Omissions coverage. 7B. Budget Revision for Phase III. Budget and Finance Committee Recommendation The Budget and Finance Committee's recommendation onnn the Techplan Phase III contract will be presented at the SAFE Board meeting. Staff Recommendation That the Commission approve the Techplan Phase III contract adjustment and the associated cost increases. 8. Measure A Items. 8A. Measure A Consent Calendar. 8A1. Measure A Cost Report. Budget and Finance Committee Recommendation The Budget and Finance Committee will be requested to review and approve the format and content of this report in the near future. Budget and Finance Committee Recommendation The Budget and Finance Committee will review this item prior to the meeting and staff will report on any Committee comments. Staff Recommendation Staff recommends approval of the NBS/Lowry contract amendment subject to execution of the lease agreement with Fleetwood Enterprises. 8A3. Measure A Park-n-Ride Program. Budget and Finance Committee Recommendation The recommendations of the Budget and Finance Committee will be reported during the April 11, 1990 meeting. Staff Recommendation The Commission award a contract for services to the consultant as recommended by the Budget & Finance Committee, subject to review and approval by Legal Counsel. 8A4. Measure A Local Streets and Roads Program Amendment - City of Perris Request. Staff Recommendation Approve the City of Perris requested amendment to the Measure A Local Streets and Roads Program for FY 1989/90. 8A5. Measure "A" Program Monthly Fund Allocation Report. Receive and file. Page 7 RCTC Commission Meeting Agenda April 11, 1990 8B. Additions to RCTC/ATSF Commuter Train Engineering Assessment Study by Morrison-Knudsen. Budget and Finance Committee Recommendation The recommendations of the Budget and Finance Committee will be reported during the April 11, 1990 meeting. Staff Recommendations 1. RCTC should approve both proposed additions to the study, subject to the provisions that LACTC, LOSSAN, and the City of Irvine pay the incremental costs and authorize budget revisions totalling $95,156. 2. RCTC should authorize execution of legal documents, as they may be revised by Legal Counsel, which would include the following: a. Agreement between RCTC and LACTC/LOSSAN for addition of study from Fullerton to Redondo Junction. b. Agreement between RCTC and the City of Irvine for addition of a study of the Olive Subdivision. c. Amendment to the contract between RCTC/ATSF and Morrison-Knudsen. 8C. Consultant Liability. Staff Recommendation RCTC should review the survey information to be presented by Best, Best & Krieger to determine acceptable limits of liability for standard contracts with engineering consultants. 8D. Route 91 Construction Traffic Management Plan. Budget and Finance Committee Recommendation The Budget and Finance Committee will review this item prior to t he Commission meeting. Committee comments and actions will be reported to the Commission at the April 11, 1990 meeting. -117 Page 8 RCTC Commission Meeting Agenda April 11, 1990 Staff Recommendations 1. That RCTC approve having a consultant perform a study on TMP measures for the Route 91 project per the scope of work. Further, the potential consultants be limited to PBQ&D and KaWES (HNTB) currently working on Route 91 design. The work will be added to an existing contract as an amendment. The amendment will be subject to review by legal counsel. 2. That RCTC approve a budget amendment transferring $80,000 from contingencies to professional services for this work. OCTC is expected to reimburse RCTC for approximately 53 percent of this amount. 8E. Cooperative Agreement with Caltrans for Cajalco Corridor Study. Staff Recommendation Approve the Cooperative Agreement with Caltrans District 8 subject to concurrence by Caltrans. Should the Caltrans review raise issues which would potentially alter the terms of the Agreement, this item will be brought back to the Commission for further consideration. 8F. Memorandum of Understanding Between the Coachella Valley Association of Governments (CVAG), Caltrans District 8, Caltrans District 11, and the Riverside County Transportation Commission (RCTC) for a Corridor Study of State Route 111. Staff Recommendation Staff recommends that the Commission approve the Memorandum of Understanding between CVAG, Caltrans District 8, Caltrans District 11, and RCTC to conduct a corridor study of State Route 111 to identify, prioritize, and begin project development on operational improvements. Such approval should be made subject to review of the MOU by RCTC Legal Counsel, and concurrence by CVAG and Caltrans Districts 8 and 11. Page 9 RCTC Commission Meeting Agenda April 11, 1990 8G. Route 215 Project Development Items 8G1. Draft Cooperative Agreement for Caltrans for the 1-215 Improvement Project. Staff Recommendation That the Commission approve the draft Cooperative Agreement with Caltrans for the preliminary project development phase of the I-215 Improvement project subject to final review and approval by Legal Counsel. 8G2. Letter of Understanding with SanBAG for Project Development Cost Sharing on the 1-215 Project. Budget and Finance Committee Recommendation The Budget and Finance Committee will review this item prior to the Commission meeting. Committee comments and actions will be reported to the Commission. Staff Recommendation That the Commission approve the Letter of Understanding with the San Bernardino Associated Governments outlining cost sharing guidelines for the project development phase of the I-215 Project development. 8G3. Establishing Preliminary Field Surveying for the 1-215 Project in Conjunction with SanBAG. Budget and Finance Committee Recommendation The contract with NBS/Lowry will be presented to the Budget and Finance Committee for review prior to the Commission meeting. Staff Recommendation Staff recommends that: 1. The Commission approve the contract with NBS/Lowry Engineers and Planners, subject to final review by Legal Counsel, for the Page 10 RCTC Commission Meeting Agenda April 11, 1990 amount of $676,672 with a 15% contingency amount of $101,501 for a maximum contract amount of $778,173. Through the project MOU, SanBAG will be asked to fund the portion of work attributable to the Measure I portion of the project. 2. That the current budget be amended by transferring the amount of $778,173 from the contingency account to the Progessional Services account for execution of this contract. 8H. Sacramento County Superior Court Decision on Professional Engineers in California Government v. State of California Department of Transportation. Staff Recommendation That the Commission authorize its Legal Counsel to perform legal research and prepare an amicus curiae brief to be filed by the Commission in support of an appeal by Caltrans. 8L Wilbur Smith Route 111 Study. Budget and Finance Committee Recommendation The Budget and Finance Committee will review this item prior to the Commission meeting. Committee comments and actions will be reported to the Commission. Staff Recommendation 1. Approve the Consultant Agreement with Wilbur Smith Associates, Inc. 2. Approve the transfer of $440,240 from the Measure A Contingency Account ttto the Consultant Budget to fund the traffic engineering services provided by Wilbur Smith Associates as a maximum not to be exceeded. 8.
