Call to Orders 2. Approval of Minutes 3. Public Comments 4. RCTC/Measure AISAFE FY 1990-91 Budget Public Hearing. Budget and Finance Committee Recommendation The Budget and Finance Committee recommendations will be presented during the Commission meeting. Staff Recommendation Subject to modifications or clarifications which may be recommended by the Budget and Finance Committee, the proposed FY 1990-91 RCTC/SAFE/Measure "A" Budget should be approved. 5. Consent Calendar - All matters on the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 5A. D.J. Smith Monthly Sacramento Report. Receive and file. Tr _ T Page 2 RCTC Agenda May 9, 1990 5B. FY 1990-91 UMTA Section 9 and Section 18 Programs. Staff Recommendation That the Commission direct staff to develop the proposed FY 1990-91 UMTA Section 9 and Section 18 Programs for Riverside county and conduct a public hearing on the proposed FY 1990-91 UMTA Section 9 Program of Projects. 5C. Airport Site Consensus Program. Staff Recommendation Receive and file. 5D. AB 3069 (Clute) - Telecommuting. Staff Recommendation That the Commission formally support AB 3069 and direct staff to work with Assemblyman Clute's office as the bill moves through the legislative process. 5E. Caltrans TSM Projects - Riverside County. Staff Recommendation Receive and file. 5F. Moving Expense Policy. Personnel Committee Recommendation If the Personnel Committee amends the staff recommendation, this item will be pulled from the Consent Calendar. Staff Recommendation To adopt the Resolution No. 90-04, a resolution providing for reimbursement of travel and moving expenses for new employees. Page 3 RCTC Agenda May 9, 1990 5G. Dinner Honoring Bill Freeman. Staff Recommendation To direct staff to prepare a plaque for Bill Freeman recognizing his efforts toward the improvement of Route 86. 6. Unmet Transit Needs Findings. Staff Recommendation Based upon a review of requests for services received through the "unmet transit needs" hearing process, review of existing services and proposed service changes or new service(s) to be included in the FY 1991-95 Short Range Transit Plan, and recognizing that policies and programs remain to be developed under the Measure A Specialized Transit provision, the Commission should find that there are no unmet transit needs which can be reasonably met in Western Riverside and Coachella Valley Areas of Riverside County and request that SCAG concur with this finding. 7. Measure A Receipts and Disbursements to Local Agencies. Receive and file. 7A2. Unaudited Measure A Financial Statements Budget and Finance Committee Recommendation If the Budget and Finance Committee amends the staff recommendation, this item will be pulled from the Consent Calendar. Staff Recommendation That the Commission accept these unaudited financial reports as presented. Page 4 RCTC Agenda May 9, 1990 7A3. Review of FY 1989/90 RCTC/SAFE Budget. Budget and Finance Committee Recommendation If the Budget and Finance Committee amends the staff recommendation, this item will be pulled from the Consent Calendar. Staff Recommendation Receive and file. 7A4. RCTC/Caltrans ROW Acquisition Cooperative Agreement. Staff Recommendation Staff recommends that RCTC approve the proposed Advanced Right -of - Way acquisition Cooperative Agreement prepared by legal counsel. Approval of this Agreement will not affect current fund allocations or ongoing processes for the 60/91/215 Interchange. It will give RCTC future options relating to addition of projects and selection of Caltrans services without requiring additional Cooperative Agreements. 7B. Revisitation of Commission Contract Policy on Consultant Liability, Staff Recommendation Receive and file. 7C. Consultant Agreement with Parsons, Brinkerhoff Quade and Douglas, Inc. for Preliminary Design and Environmental Analysis of the 1-215 Project. Budget and Finance Committee Recommendation The Consultant Agreement with PBQ&D will be presented to the Budget and Finance Committee for review prior to the Commission meeting. Staff Recommendation Subject to ratification of the Cooperative Agreement with Caltrans, staff recommends that: 1. The Commission approve the Consultant Agreement with Parsons, Page 5 RCTC Agenda May 9, 1990 Brinckerhoff, Quade and Douglas, Inc., in the amount of $2,810,682, with a 15 percent contingency amount of $421,602 for a maximum contract of $3,232,284. 2. The current budget be amended by transferring the amount of $3,232,284 from the Contingency Account to the Professional Services Account. 7D. Contract Revision for Route 91 Final Design - Magnolia to Main Street - Parsons Brinckerhoff Quade & Douglas, Inc. Budget and Finance Committee Recommendation The Budget and Finance Committee will review this item and any action taken will be presented at the Commission meeting. Staff Recommendation Staff recommends that the Commission approve the amendments at the reduced amount negotiated by staff. Completion of the work at the proposed cost of $676,500 represents a fee of 8.4 percent of constructed cost, which is deemed reasonable. Overall, the cumulative work on Route 91 is within the 1989-90 budget allocation for this project. 7E. Measure A Park-n-Ride Program. Budget and Finance Committee Recommendation The recommendation of the Budget and Finance Committee will be reported at the Commission meeting. Staff Recommendation Staff recommends that the Commission award a contract for services to Inland Transportation Services and Stevens/Garland Associates, Inc. for an hourly rate not to exceed $65.00 per hour, subject to review and approval by Legal Counsel. 7F. Selection Process for Underwriters Budget and Finance Committee Recommendation This item will be referred to the Budget and Finance Committee for recommendations, if any. 717_ T ;e 6 IC Agenda May 9, 1990 Staff Recommendation The Commission should review and discuss the material and determine the appropriate representation during the screening and selection process. 8. SAFE Board Signature Authorization and Authorization to Request CHP Operator for the Indio CHP Once for Callbox Dispatch Service Staff Recommendations A. Riverside County SAFE Board adoption of the resolution authorizing the signing and amending of CHP/SAFE agreements by designated staff upon SAFE Board approval. B. Authorize staff to request the CHP to hire and train a person to fill the one (1) dispatch person required in the Indio CHP office to support SAFE callbox operations. 9. Focus on the Future Conference Staff Recommendation Receive and file. 10. Closed Session 11. Adjournment.
