4A. Resolution No. 90-06 to Send an RCTC Representative to the Energy/Issues Workshop
and Tour.
Staff Recommendation
That the Commission adopt Resolution No. 90-06, A Resolution of the Riverside County
Transportation Commission Authorizing the Acceptance of the Offer of Southern California
Edison Company for Commission Officials to Participate in a Workshop/Tour of Edison's Big
Creek Hydroelectric Facility and authorize the Chairman to designate a representative to
attend the workshop.
4B. Telecommuting Advisory Council Recommendations to the South Coast Air Quality
Management District.
Staff Recommendation
That the Commission formally support the Telecommuting Advisory Council's
recommendations to AQMD and direct staff to prepare a letter to the District stating its
support.

4C. SB 821 Items.
4C1. FY 1990/91 SB 821 Program - Bicycle and Pedestrian Facilities
Staff Recommendation
Direct staff to notify the cities and the county of estimated funding to be
available and request them to submit projects; assemble the SB 821
Committee comprised of CAC and TAC members appointed by the chairs
of their respective Committees to review and rate the project proposals; and
present the FY 1990-91 SB 821 Program recommended by the SB 821
Committee for approval by the Commission at the September meeting.
4C2. SB 821 Time Extension Request - County of Riverside
Staff Recommendation
Approve a time extension of 90 days for the County of Riverside to complete
the construction bid process for the Santa Ana River Bikeway Project, Phase
III which is funded under the Commission's SB 821 Program.
4C3. SB 821 Time Extension Request - City of Indian Wells
Staff Recommendation
Approve a six month extension for the City of Indian Wells to complete the
Highway 111 Bikeway Project which is funded under the Commission's SB
821 Program.
4D. SunLine Transit Agency SRTP Amendment Request
Staff Recommendation
Approve the SunLine Transit Agency request to amend the Short Range Transit Plan
to increase the FY 1990 Facilities Improvement Project cost by $30,000 to be funded
from LTF funds claimed for operations by SunLine.
4E. Coltrane Route 91 Rideshare Cooperative Agreement
Staff Recommendation
That the Commission approve the attached cooperative agreement subject to legal
counsel review and approval.
4F. Graphic Design/Public Relations Qualified Consultant List.
Budget and Finance Committee Recommendation
This item will be reviewed by the Budget and Finance Committee prior to the
Commission meeting, and if there are any changes to staff recommendation by the
Committee, this Item will be pulled from the consent calendar.

Staff Recommendation
That the Commission approve the list of qualified graphic/public relations consultants
contained in the agenda packet and authorize staff to: (1) select and interview
consultants from the list based on project need and type of product to be
developed; (2) solicit written quotes from the consultant(s) determined to be most
qualified; (3) accept the bid determined to be in the best interest of the Commission
based on cost, firm experience, and type and quality of products produced; and (4)
authorize consultant to proceed per written quote.
4G. SCAG's San Bernardino - Riverside - Orange County High Speed Rail Study
Staff Recommendation
That RCTC continue to advocate its preference for a route through the
Colton/Riverside area to the California -Nevada Super -Speed Train Commission and
prospective bidders for high-speed rail service, and continue to lend its support to
the efforts of the East Valley Coalition in support of such a route and Inland empire
terminal location in Colton.
4H. Resolution No. 90-07 Declaring Intention to Reimburse Funds from Proceeds of
Bonds
Staff Recommendation
That RCTC adopt Resolution 90-07 as presented.
41. Request to Provide a Transcript of Comments Relating to the Local
Transportation Fund Apportionment Formula.
Staff Recommendation
Receive and file.
5. D.J. Smith Monthly Report.
Staff Recommendation
Receive and file.
6. D.J. Smith Contract Renewal.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission meeting.
Staff Recommendation
That RCTC approve the D.J. Smith's contract renewal as proposed.
7. SB 821 Request - City of Riverside
Information regarding this request will be provided at the Commission meeting.

8. FY 1991-95 Short Range Transit Plan.
Citizen Advisory Committee Recommendation
1. Recommend approval of the FY 1991-95 Short Range Transit Plan for the following public
transit operators: Banning, Beaumont, Corona, Lake Elsinore, Rancho Mirage, Riverside
Special Services and the Riverside Transit Agency.
2. Recommend approval of an Interim allocation of LTF Funds to continue existing services to
the SunLine Transit Agency and Palo Verde Valley Transit Agency with a report and
recommendation on the proposed Short Range Transit Plan to be presented to the
Commission at their next meeting.
Staff Recommendation
1. Recommend approval of the FY 1991-95 Short Range Transit Plan for the following public

9. Palo Verde Valley Unmet Transit Needs Findings
Citizen Advisory Committee Recommendation
Based upon a review of requests for services received through the 'unmet transit needs' hearing
process, and a review of existing services included In the interim FY 1991-95 Short Range Transit
Plan, the Commission should find that there are not identified unmet transit needs which can be
reasonably met in the Palo Verde Valley of Riverside County and request that SCAG concur with this
finding.
Staff Recommendation
Based upon a review of requests for services received through the 'unmet transit needs' hearing
process, and a review of existing services included in the interim FY 1991-95 Short Range Transit
Plan, the Commission should find that there are not identified unmet transit needs which can be
reasonably met in the Palo Verde Valley of Riverside County and request that SCAG concur with this
finding.
10. Social Service Transportation Delivery Study
Staff Recommendation
The Citizens Advisory Committee/Social Service Transportation Advisory Council and Commission
staff, recognizing that conflicting recommendations from affected agencies may be received,
recommend adoption of Alternative #3 as the policy direction for the Social Service Transportation
Delivery Study.

11. Proposed Fy 90-91 Commuter Transportation Services, Inc. Budget
Staff Recommendation
That the Commission approve the attached Commuter Transportation Services, Inc. work plan and
budget for FY 90-91 totalling $445,000 including $182,000 in FAU funds (Commission) and $263,000
in FAP funds (Cafrans).

Staff Recommendation
Staff recommends the Commission approve the reporting plan as submitted.
12A3. The Measure A Local Streets and Roads Program - Five Year Capital
Improvement Programs
Staff Recommendations
Approve the Measure A Local Street and Road Program FY 1991-1995 Five Year
Capital Improvement Program for the cities and County of Riverside as outlined
in the agenda packet.
12A4. Coat Sharing Agreement with the City of Corona for Construction of the
Promenade Overcrossing on Route 91
Budget and Finance Committee Recommendation
This item will be reviewed by the Budget and Finance Committee prior to the
Commission meeting, and if there are any changes to staff recommendation by
the Committee, this item will be pulled from the consent calendar.
Staff Recommendation
Staff recommends that the Commission approve the cost sharing agreement.

12A5. Proposed Assignments for Geotechnical and Surveying Consultants
Staff Recommendation
That the Commission approve the use of the Geotechnical and Surveying
Consultants as proposed in the agenda packet. This completes the assignment
of consultants.
12A6. Amendment to Memorandum of Understanding with the City of Corona to
Establish a Cost Sharing Agreement for Construction of the Smith, Maple,
and Lincoln Overcrossings on Route 91
Budget and Finance Committee Recommendation
This item will be reviewed by the Budget and Finance Committee prior to the
Commission meeting, and If there are any changes to staff recommendation by
the Committee, this item will be pulled from the consent calendar.
Staff Recommendation
Staff recommends the approval of the proposed cost sharing. The increased
cost is a result of additional detailed work to be performed. RCTC staff and
Bechtel have reviewed the cost sharing analysis and feel that it fairly represents
the require effort and funding source identification.
12A7. Contract for Services with Hinderliter, de Llamas
Budget and Finance Committee Recommendation
This item will be reviewed by the Budget and Finance Committee prior to the
Commission meeting, and if there are any changes to staff recommendation by
the Committee, this item will be pulled from the consent calendar.
Staff Recommendation
Authorize the Executive Director to execute an agreement with Hinderliter, de
Llamas & Associates to incorporate the RCTC geocode data Into the County
Sales Tax database for a one time fee of not to exceed $1,000.
12B. Bechtel Contract Amendment for the 1990/91 Fiscal Year
Budget and Finance Committee Recommendation
The recommendations of the Budget and Finance Committee will be presented at the
Commission meeting. The $1,250,000 contract amount for the 1990/91 Fiscal year is
included in the 1990/91 budget by $1,250,000 Identified for Bechtel services. The $109,000
discretionary amount for Caltrans environmental support is Included in the budget under
'Caltrans'.
Staff Recommendation
Staff recommends approval of Amendment No. 3 to the contract with Bechtel Corporation.

12C. Measure A Interchange Programs - Proposed Policies
WRCOG Recommendation
Approve the proposed polices for the Measure A Local Circulation and Job Development
Interchange Programs.
Staff Recommendation
Approve the proposed polices for the Measure A Local Circulation and Job Development
Interchange Programs.
12D. Indemnification Requirements and Model Consultant Contract

Staff Recommendations
1. Approve the attached model consultant agreement prepared by legal counsel
2. Authorize staff to review existing consultant contracts and prepare amendments
as necessary to achieve consistency with the provisions of the model
agreement.
12E. Riverside County Request for RCTC Assistance - Monterey Interchange Project
Based upon a decision by the County to assume the role of lead agency for this project,
Supervisor Larson will present a request to the Commission at a meeting of Commission staff
and our consultants, Bechtel, to act as their agent to oversee the engineering and help
expedite the project.
12F. Measure A Park-n-Ride Program - Route 60 @ Pigeon Pass Rd.
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission
meeting.
Staff Recommendation
That the Commission approve, in concept, the use of Measure A Highway funds in an
amount not to exceed $306,000 for the design and construction of a park-n-ride lot at the
northwest corner of the Rte. 60/Pigeon Pass Rd. interchange in cooperation with Caltrans
and the City of Moreno Valley, and direct staff to prepare a formal agreement for Commission
action.
12G. SB 140 Reapplication for Route 86
Staff Recommendations
1.
That the Commission authorize staff to submit an SB 140 application for the
1992 SB 140 program.
2. That the Commission authorize staff to pursue legislative action to the SB 140
enabling legislation in order to achieve equivalent compensation of lost
revenues caused by Caltrans not meeting project commitments.

13. Riverside - Orange County Commuter Rall Study Electrification Study
Budget and Finance Committee Recommendation
The Budget and Finance Committee recommendations will be presented at the Commission meeting.
Staff Recommendations
1. Based upon the Southern California Edison Company's existing $27,000 commitment, RCTC
should approve the expanded scope of work proposed by Morrison-Knudsen.
2. RCTC should encourage the Southern California Edison Company to increase its
commitment from $27,000 to $40,000.
3. In the event the Southern California Edison Company does not agree to the increase, the
Executive Director should be authorized to shop for additional funding from other affected
entities (LACTC/LOSSAN, Irvine, ATSF, Southern California Gas, SCAQMD, etc.)
4. Follow-up with formal funding agreements between RCTC and Southern California Edison
(and possibly other affected entities) as soon as possible.
14. SB 1402 Commuter Rail/Southern California Commuter Rall Coordinating Council Proposal
(Resolution No. 90-08)
Staff Recommendation
The Commission should adopt Resolution No. 90-08 as presented and affirm the level of support
offered.
15. Underwriter Selection Process - Open Session or Subcommittee for Interviews?
Staff Recommendation
The Commission should consider the alternatives and determine which approach It now favors. We
need to know in order to set the July 1990 agenda (i.e., abbreviate or defer items.
16. SunLine Transit Agency Proposal - Measure A Expenditure Plans for FY 1990 and 1991
CAC Recommendation
That the Commission disapprove the Measure A Expenditure Plan for FY 1990 and 1991 proposed
by SunLine until: 1) Program policies are established for the Specialized Transit and Commuter
Services Program; 2) FY 1960 revenues for the Capital Acquisition and Service Expansion can be
assigned to appropriate projects in the Commission approved FY 1991-1995 Short Range Transit
Plan for SunLine; and 3) CVAG has taken appropriate action regarding approval of the additional 5% Measure A funding for Capital Acquisition and Service Expansion for FY 1991.
Staff Recommendation
That the Commission disapprove the Measure A Expenditure Plan for FY 1990 and 1991 proposed
by SunLine until: 1) Program policies are established for the Specialized Transit and Commuter
